100 Percent Disabled Veteran Benefits in Kentucky

If the VA rates you 100 percent disabled, Kentucky layers a set of state benefits on top of your federal ones. The 100 percent disabled veteran benefits available in Kentucky include a property tax reduction of up to $49,100 on your home, tuition-free enrollment at state colleges for your spouse and children, a no-cost disabled veteran license plate, three free overnight stays a year at state parks, a deeply discounted sportsman’s license, and burial in a state veterans cemetery at no cost. Federal programs stack on top: tax-free disability compensation, CHAMPVA coverage for your dependents, housing grants for home modifications, and a lifetime national parks pass.

Most of these require the same starting document, your VA benefit summary letter confirming the 100 percent rating. From there the application paths split by agency.

Property Tax Reduction on Your Home

Kentucky reduces the assessed value of a totally disabled veteran’s primary residence, which lowers the annual property tax bill. For the 2025–2026 assessment period the exemption is $49,100.1Kentucky Department of Revenue. You have to own the home and live in it, and the VA must have rated you totally disabled.2Kentucky Legislative Research Commission. In a county with a combined rate of $1.20 per $100 of assessed value, a $49,100 reduction cuts roughly $589 off the yearly bill.

To apply, get Form 62A350 from the Property Valuation Administrator in your county and attach your VA benefit summary letter showing total disability and the date of the award. The PVA verifies ownership through county records, so you generally won’t need to bring a deed.2Kentucky Legislative Research Commission. Only one exemption per household is allowed, so if your spouse already claims a standard homestead exemption, you’ll have to pick one.

Your VA Compensation Isn’t Taxed

VA disability compensation is excluded from federal gross income under 26 USC 104, so you don’t report it on your federal return and owe no federal tax on it.3Office of the Law Revision Counsel. 26 USC 104 – Compensation for Injuries or Sickness At 100 percent the monthly payment is the largest it gets, which makes the exclusion most valuable at that rating.

Kentucky doesn’t tax the compensation either. Because it’s already excluded from federal adjusted gross income, it flows through as non-taxable on the state return. A veteran whose only income is VA disability compensation may have no state or federal income tax liability at all, which is worth considering before you draw from retirement accounts or take on part-time work.

Free College Tuition for Your Spouse and Children

Kentucky waives tuition at every state-supported college, university, and vocational-technical school for the spouse, children, and stepchildren of a 100 percent service-connected disabled veteran. The waiver covers up to 45 months of enrollment, enough for most four-year degrees. The veteran must have been a Kentucky resident and discharged under honorable conditions. Applications go through the Kentucky Department of Veterans Affairs or the school’s financial aid office, with a birth certificate, adoption papers, or marriage certificate to show the family relationship and the VA rating letter or military records to prove the 100 percent disability.4Kentucky Legislative Research Commission. The waiver covers tuition only. Room, board, fees, and textbooks are not included, so dependents should still file the FAFSA to bring in federal grants and scholarships that can cover the rest.

A separate statute, KRS 164.505, provides the same waiver for dependents of veterans who died from a service-connected disability or were killed on active duty; that’s a different application path from the one above.6Kentucky Legislative Research Commission. Free Disabled Veteran License Plate

At 100 percent service-connected, you can get a Disabled Veteran license plate at no cost. Both the initial fee and the annual renewal are $0. Veterans rated between 50 and 99 percent get the same plate but pay $23 a year, so the free plate is specific to the 100 percent rating. Take your VA award letter showing 100 percent service-connected disability, plus your vehicle identification number, to your County Clerk’s office. The clerk updates the state database so the exemption carries over to future renewals. One vehicle per veteran qualifies.

Discounted Sportsman’s License

Kentucky’s Disabled Sportsman’s License bundles annual hunting and fishing privileges, deer permits, turkey tags, and migratory bird and trout permits into one license for about $12, a small fraction of the resident sportsman equivalent. You’ll need a VA letter verifying the disability rating, your address, and your Social Security number. Buy the license online through the Kentucky Department of Fish and Wildlife Resources portal or present documentation to an authorized retail vendor.

Free State Park Stays

Kentucky state parks give three free overnight stays per calendar year to Kentucky residents rated 100 percent permanently and totally service-connected disabled. Each stay can last up to three nights and covers a hotel room, lodge room, cottage, or campsite occupied by the veteran.9Kentucky State Parks. Deals

A few restrictions catch people. During peak season, Memorial Day through Labor Day plus all of October, stays must start and end Sunday through Thursday. Outside peak season any day works. You can only book within 10 days of arrival, and reservations go through the individual park by phone, not the general reservation system. Pet fees still apply, and the free room covers only the unit the veteran sleeps in, not additional rooms for family.9Kentucky State Parks. CHAMPVA Healthcare for Your Dependents

Your spouse and children generally don’t qualify for TRICARE when you’re a disabled veteran rather than a retiree. CHAMPVA, the Civilian Health and Medical Program of the Department of Veterans Affairs, fills that gap. It covers inpatient hospital stays, outpatient visits, mental health care, prescriptions, ambulance services, and medical equipment.10Veterans Affairs. CHAMPVA Care

Costs are low. The annual deductible is $50 per person, capped at $100 per family. The cost share is 25 percent of the VA’s allowable amount for covered services, with no deductible on inpatient stays. Household out-of-pocket spending is capped at $3,000 a year, after which CHAMPVA pays 100 percent.10Veterans Affairs. CHAMPVA Care The Meds by Mail program ships regular prescriptions with no cost share. You apply directly through the VA, not through a Kentucky agency.

Housing Grants to Adapt Your Home

If your disability meets specific criteria, the VA will pay to buy, build, or modify a home to fit your needs. The Specially Adapted Housing (SAH) grant for fiscal year 2026 provides up to $126,526 in lifetime assistance and can be used up to six separate times.11Veterans Affairs. Not every 100 percent rating qualifies. SAH requires specific conditions: loss or loss of use of more than one limb, blindness in both eyes, certain severe burns, or the loss of a lower extremity after September 11, 2001 that prevents walking without braces, crutches, or a wheelchair. Free National Parks Pass

Every veteran can get a free Military Lifetime Pass that waives entrance fees at every National Park Service site, national wildlife refuge, and national forest. At per-vehicle parks it covers the passholder and all passengers; at per-person sites it covers the passholder and up to three additional adults.13USGS Store. Military Pass

A permanent disability opens a second option, the Access Pass, which waives the same entrance fees and adds potential discounts on camping and other expanded amenity fees. Both passes are free in person at participating sites; ordering by mail through the USGS Store carries a $10 processing fee. Burial and Cemetery Benefits

Kentucky operates state veterans cemeteries that inter eligible veterans at no cost to the family. The cemeteries collect the federal VA burial allowance directly, so families typically pay nothing for the veteran’s burial. A spouse’s burial carries a flat $500 fee. Federally, the VA pays a burial allowance of up to $2,000 for service-connected deaths occurring after September 11, 2001. It’s a reimbursement to whoever paid the burial costs, not an upfront payment. The VA also reimburses the cost of transporting the veteran’s remains to a national cemetery when the death is service-connected.

How to Start

Almost every benefit above begins with a current VA benefit summary letter showing the 100 percent rating. If you don’t have one, request it through the VA’s eBenefits portal or by calling the VA. After that, the applications go to different offices:

  • Property tax exemption: Form 62A350 with your county Property Valuation Administrator, one-time filing.
