Abilene City Council: Members, Decisions, Meetings, and Elections

The Abilene City Council is the seven-member elected body — a mayor and six council members — that sets policy for the City of Abilene, adopts the annual budget and property tax rate, and passes the local ordinances enforced inside the city limits.1City of Abilene. About the City Day-to-day operations are handled by a professional city manager the council hires, under Abilene’s council-manager form of government.

Who Sits on the Council

All seven seats are elected at-large, so every registered voter in Abilene votes on every seat.1City of Abilene. About the City The charter still builds in geography: three council members must live north of the Texas and Pacific Railroad Company mainline, and three must live south of it.2Abilene, TX. Terms run three years and are staggered, with two seats on the ballot each year, so the council never turns over all at once. There are no term limits on either the council or the mayor; an incumbent can keep running as long as voters keep electing them.2Abilene, TX. City Council The pay is one dollar a year, which makes these effectively volunteer positions.

The mayor appoints the city manager, city secretary, city attorney, and municipal court judge, each subject to council approval.1City of Abilene. What the Council Actually Decides

Council votes carry weight in three areas residents feel directly.

Ordinances are the local laws the council adopts, covering traffic, utility service, property maintenance, and more.4Municode Library. Each year the council adopts the municipal budget and sets the property tax rate. For fiscal year 2025–26, the total rate is $0.7506 per $100 of assessed value, split between debt service and general operations.6City of Abilene. Zoning and land-use decisions also come to the council. Texas law requires a public hearing before any zoning classification change, with written notice to nearby property owners at least 10 days before the hearing. Votes and discussions are documented in official minutes kept as a permanent public record.2Abilene, TX. City Council

When and Where the Council Meets

Regular meetings are held in the Council Chambers at City Hall. The schedule shifts through the year: second and fourth Thursdays from January through September, then first and third Thursdays in November and December. For October’s schedule and exact start times, check the city’s online meetings calendar. Meetings stream live and are archived on the city’s website.2Abilene, TX. City Council

Under the Texas Open Meetings Act, the city must post the agenda at least 72 hours before any meeting, listing every item the council plans to discuss or vote on. The council cannot deliberate or take final action on anything not posted. If a resident raises a new topic during public comment, members can only provide factual information or offer to place the item on a future agenda.7State of Texas. Texas Government Code 551 – Open Meetings

Most sessions are open. The council can go into executive session for a narrow set of topics allowed under state law, including pending litigation, real estate negotiations, and personnel matters. No votes or final decisions happen behind closed doors.

How to Speak at a Meeting

Fill out a speaker request card before the session is called to order. The cards are typically available near the entrance to the Council Chambers and ask for your name, address, and the specific agenda item you want to address. The city secretary collects them and organizes them for the mayor, who calls speakers to the podium at the appropriate point in the meeting. If you submit a card after the meeting has started, you may lose the chance to speak.

Each speaker gets three minutes at the podium.8City of Abilene. City Council Agenda That goes quickly. Review the posted agenda beforehand, identify the item number you want to address, and plan your remarks to fit the window. When called up, state your name and address for the record, speak directly into the microphone, and stay on the agenda item.

Public comment and a formal public hearing are not the same thing. Public hearings are legally required for specific decisions such as zoning changes and tax rate increases, and the council must give supporters and opponents adequate opportunity to present their views before voting. For routine agenda items, public comment is a courtesy built into the meeting rather than a legal requirement, though the council still uses it to gauge community opinion.

Serving on an Advisory Board

Beyond the council itself, the city relies on more than 25 advisory boards and commissions whose members are appointed by the council. These volunteer bodies give specialized input on topics ranging from airport development to public health to historic preservation, and they include the Planning and Zoning Commission, the Board of Adjustment, the Parks and Recreation Board, and the Civil Service Commission.10Abilene, TX.
