To get an adult learner’s permit in CT, anyone 18 or older who has never held a valid driver’s license must apply at the Connecticut DMV, pay $19 for the permit plus a $40 testing fee, pass a vision screening and a 25-question written test, and then hold the permit for at least 90 days before taking the road test for a full license.1Connecticut Department of Motor Vehicles. Documents You Need to Bring
Show up to your appointment with proof of identity, your Social Security number, and Connecticut residency. The DMV requires all of the following:
- A valid U.S. passport or certified U.S. birth certificate for identity and legal presence. A Permanent Resident Card or foreign passport with a valid visa may also work.
- Your Social Security card, or a W-2 or 1099 issued within the past five years that shows your full SSN. Federal law requires the DMV to record your Social Security number on every new permit application. If you don’t have an SSN, bring a letter from the Social Security Administration confirming your ineligibility.2Connecticut Department of Motor Vehicles. How to Get a Driver’s License

Who Has to Be in the Car With You
An adult learner’s permit does not let you drive alone under any circumstances. Connecticut law requires a qualified trainer in the front passenger seat whenever the vehicle is moving, and you must carry the permit on your person every time you drive.10Justia Law. Connecticut General Statutes Title 14 – Chapter 246 – Section 14-36
A qualified trainer must meet all three of these criteria:
- At least 20 years old
- Licensed to operate the same class of vehicle you’re driving for at least four consecutive years
- No license suspensions during those four years10Justia Law. Connecticut General Statutes Title 14 – Chapter 246 – Section 14-36
A licensed commercial driving school instructor also qualifies. Unlike teen permit holders, adults face no separate passenger limits, highway restrictions, or time-of-day curfews beyond this supervision requirement.
The 8-Hour Safe Driving Practices Course
Before the road test, you must complete an eight-hour Safe Driving Practices Course through a licensed driving school.1Connecticut Department of Motor Vehicles. You can take it any time after getting your permit, as long as it’s done before your road test appointment. The school submits your completion certificate to the DMV electronically.
