Alabama Absentee Ballot: Eligibility, Deadlines, and Witness Rules

To vote by absentee ballot in Alabama, you must be a registered voter with one of eight qualifying reasons, submit an application with a copy of your photo ID by the deadline, and return your voted ballot inside a properly signed and witnessed affidavit envelope. Alabama does not offer no-excuse absentee voting, and it does not give you a chance to fix mistakes after your ballot is submitted, so getting each step right the first time is what determines whether your vote counts.

Who Can Vote Absentee in Alabama

Alabama recognizes eight qualifying reasons to vote absentee. You must fit at least one and check the matching box on the affidavit printed on your ballot return envelope.¹

You expect to be out of your county, state, or municipality on election day.
A physical illness or infirmity prevents you from getting to the polls.
You expect to work a shift of at least ten hours that overlaps with polling hours.
You are a student at a school outside your county of residence and attending classes prevents you from voting in person.
You are a member of the U.S. Armed Forces, a spouse or dependent of a member, or otherwise eligible under the federal Uniformed and Overseas Citizens Absentee Voting Act.
You have been appointed as an election official or poll watcher at a polling place other than your own.
You are a caregiver for a family member within the second degree of kinship who is confined to their home.
You are in jail or prison but have not been convicted of a felony involving moral turpitude.

You swear under oath on the affidavit envelope that one of these applies. There is no convenience option; if none of the eight fits, you cannot vote absentee under the standard rules.²

How to Apply

Download the Application for Absentee Ballot from the Alabama Secretary of State’s website or pick one up at your county Absentee Election Manager’s office.³ Each application covers one voter for one election, so you need a fresh form every time.

You must include a copy of a valid photo ID with your application.³ Acceptable IDs include:

Alabama driver’s license or nondriver ID, including the digital version, valid or expired less than 60 days
Alabama Photo Voter ID card
Any state-issued photo ID from Alabama or another state
U.S. passport
Federal, state, county, or municipal employee photo ID
Student or employee ID from any public or private college in Alabama, or from a state institution of higher learning in another state
U.S. military ID with photo
Tribal ID with photo

If you don’t have one of these, you can get a free Alabama Photo Voter ID card from your county board of registrars or the Secretary of State’s office.⁴

How to Submit and When

You can deliver your application in person, by U.S. mail, or by commercial carrier. No one else may submit it for you, aside from a narrow exception for a voter facing a medical emergency within five days of the election.⁵

Mailed applications must arrive at the Absentee Election Manager’s office no later than seven days before the election. Hand-delivered applications must arrive no later than five days before the election.⁶ These are receipt deadlines, not postmark deadlines. If you are mailing, build in extra time.

Filling Out and Returning Your Ballot

Alabama uses a three-envelope system. Skip a layer or mix up the order and your ballot will not be counted.

Mark your ballot and seal it inside the plain secrecy envelope. Do not write anything on this envelope.
Place the secrecy envelope inside the affidavit envelope. Complete and sign the affidavit printed on the outside.
Place the affidavit envelope inside the outer preaddressed mailing envelope.

The Witness Requirement

This is where most absentee voters go wrong. You must sign the affidavit in the presence of either two witnesses who are at least 18 years old, or one notary public or other officer authorized to acknowledge oaths. Those witnesses or the notary must sign the affidavit as well. The statute is explicit: without the proper signatures and witnessing, your ballot will not be counted.²

Return Deadlines

If you return your ballot by mail, it must be received by the Absentee Election Manager no later than noon on election day. If you hand-deliver it, the deadline is the close of business, no later than 5:00 p.m., on the day before the election.⁶ The mail deadline turns on when the office receives your ballot, not on the postmark.

Alabama Has No Ballot Cure Process

If your affidavit is incomplete, unsigned, or missing witness signatures, your ballot is rejected. That is the end of it. Alabama does not notify you and does not give you a window to fix the problem. The warning on the affidavit envelope states plainly that without proper signatures and witnessing, “YOUR BALLOT WILL NOT BE COUNTED.”²

Before you seal the envelopes, check every field on the affidavit, confirm your witnesses have signed, and verify the mailing address. Careful preparation is your only safety net.

Emergency Absentee Voting

Alabama recognizes four emergencies that let you apply after the standard deadlines, provided the emergency arises within five days of the election.¹

A medical emergency requiring treatment by a licensed physician. The attending physician must describe and certify the emergency on a form from the Secretary of State’s office.
Unexpected work travel your employer requires under unforeseen circumstances. You sign an affidavit stating you did not know about the requirement before the five-day window.
You are caring for someone who requires emergency medical treatment by a licensed physician.
Death of a family member within the second degree of kinship: parent, child, sibling, grandparent, or grandchild.

For the medical emergency, you may designate someone to deliver the application and return your completed ballot for you. The ballot still must be returned to the Absentee Election Manager no later than noon on election day. For the other three emergencies, you must apply in person at the Absentee Election Manager’s office no later than the close of business the day before the election.¹

Who Can Handle Your Application and Ballot

Alabama has strict anti-ballot-harvesting rules. No one other than you may submit your absentee ballot application, except a designee for a voter in a medical emergency.⁵ Prefilling an application on someone else’s behalf is also prohibited.⁷

A third party who accepts payment or a gift for handling absentee ballot applications commits a Class C felony, which carries a prison sentence of one year and one day to ten years. Paying or giving a gift to someone to handle applications is a Class B felony, with an even longer sentence.⁵

If you need help filling out your ballot because of blindness, a disability, or difficulty reading or writing, federal law lets you choose someone to assist you. The only people barred are your employer (or their agent) and any officer or agent of your union.⁸

Military and Overseas Voters

Active-duty service members, members of the Merchant Marine or commissioned corps, their spouses and dependents, and U.S. citizens living abroad have additional protections under the federal Uniformed and Overseas Citizens Absentee Voting Act. Under the MOVE Act amendment, Alabama must send your absentee ballot at least 45 days before any federal election.⁹

You can register and request an absentee ballot at the same time using the Federal Post Card Application, which serves as both registration and ballot request. If your ballot has not arrived in time, the Federal Write-In Absentee Ballot works as a backup for federal races.

Tracking Your Ballot

After you mail your ballot, check its status at Alabama’s online voter portal, myinfo.alabamavotes.gov/voterview.⁶ Because there is no cure process, tracking is the only way to confirm your ballot arrived before the noon election day deadline. If the tracker shows a problem or you cannot reach it, call your county Absentee Election Manager.
