Alabama Hazmat Endorsement: TSA Check, ELDT, and Knowledge Test

To get an Alabama hazmat endorsement, you need a valid Alabama commercial driver license, a passing score on the state hazmat knowledge test at an Alabama Law Enforcement Agency (ALEA) driver license office, and clearance from a federal Transportation Security Administration background check. First-time applicants also have to finish an FMCSA-registered hazmat theory course before they can test. The TSA piece costs $85.25 and can take more than 45 days, so the Alabama hazmat endorsement requirements really come down to starting the federal side early and lining up the state test behind it.

Who Qualifies

You must already hold an Alabama CDL before adding the hazmat endorsement. Federal rules set the minimum age at 21 for hauling hazardous materials across state lines. Intrastate-only drivers may qualify at 18, though most hazmat work is interstate.

You also have to be a U.S. citizen, a lawful permanent resident, or a refugee admitted under federal law. TSA verifies immigration status as part of the security threat assessment, and acceptable proof includes a U.S. passport, certificate of naturalization, permanent resident card, or a valid refugee travel document.1eCFR. 49 CFR Part 1572 – Credentialing and Security Threat Assessments Applicants outside those categories are ineligible regardless of how long they have held a CDL.

Entry-Level Driver Training for First-Time Applicants

If this is your first hazmat endorsement, federal regulations require you to complete a hazmat theory course through a provider listed on the FMCSA Training Provider Registry before ALEA will let you take the knowledge test.2Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT) The curriculum covers hazardous materials classification, placarding and labeling, loading and segregation, emergency response, and security awareness.

Your training provider uploads your completion record to the FMCSA registry, usually by the second business day after you finish. Check that it posted using the “Check Your Training Record” tool at the Training Provider Registry site before you drive to the ALEA office.3Federal Motor Carrier Safety Administration. Drivers who already held a hazmat endorsement before February 7, 2022 are not subject to the ELDT rule when they renew.2Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT) It applies only to first-time hazmat applicants.

The TSA Application and Fingerprinting

The federal side starts at the TSA Enrollment by IDEMIA website. You’ll pre-enroll online with your personal information, Social Security number, and residential address history. Make sure the name on the application matches your ID exactly. A mismatch as small as a middle initial versus a full middle name can delay or reject the application.

After pre-enrolling, schedule an in-person appointment at a designated enrollment center. Walk-ins are accepted but appointments get priority.4Transportation Security Administration. HAZMAT Endorsement Bring original identity documents, not photocopies, and be prepared for fingerprint capture.

The fee is $85.25 for new and renewing applicants, payable at the enrollment center by credit card, money order, or certified check. If you already hold a valid Transportation Worker Identification Credential, the fee drops to $41.00 because TSA can reuse your existing TWIC vetting.4Transportation Security Administration. What TSA Checks

TSA runs your fingerprints and personal data against criminal, immigration, and national security databases. The agency looks at four potential grounds for denial: disqualifying criminal offenses, failure to meet immigration requirements, an intelligence-based determination that you pose a security threat, or adjudication as lacking mental capacity.5eCFR. 49 CFR 1572.5 – Standards for Security Threat Assessments

TSA advises enrolling at least 60 days before you need the endorsement, and notes that some applicants may see processing exceed 45 days.4Transportation Security Administration. HAZMAT Endorsement There is no grace period if your clearance lapses, so renewals need the same head start.

Permanent Disqualifiers

Some felony convictions bar you for life regardless of when they occurred: espionage, sedition, or treason; federal crimes of terrorism or comparable state offenses; murder; crimes involving a transportation security incident; improper transportation of hazardous materials; offenses involving explosives; bomb threats against public facilities, government buildings, or transportation systems; and RICO violations where the underlying offense is itself permanently disqualifying. Interim Disqualifiers

A second group of felonies blocks the endorsement if you were convicted within the past seven years or released from incarceration within the past five. This tier includes arson, robbery, kidnapping, aggravated sexual abuse, assault with intent to kill, voluntary manslaughter, firearms offenses, extortion, bribery, smuggling, immigration violations, controlled substance distribution, and fraud or identity crimes.7Transportation Security Administration. An outstanding warrant or pending indictment for any felony on either list will hold up your application until it’s resolved.7Transportation Security Administration. Disqualifying Offenses and Other Factors

If TSA Denies You

A denial isn’t necessarily final. TSA first issues an Initial Determination, and you have 30 days from that notice to file a written appeal or to request the materials TSA relied on. If you ask for the materials, TSA has 30 days to send them, and you then have another 30 days to file the appeal itself. TSA has to issue a Final Determination within 30 days of receiving your appeal, either upholding the denial or withdrawing it. Extensions are available for good cause if you request them in writing before the deadline runs.

For interim disqualifiers, you may also apply for a waiver by showing rehabilitation and that you don’t pose a security threat. The waiver process is separate from the appeal. If your record is borderline, assembling that documentation before you file the initial application can save months.

The Alabama Knowledge Test

Once TSA clears you, go to an ALEA driver license office to take the hazmat knowledge test. It’s multiple-choice, covering hazard classes, shipping papers, placarding and labeling, loading procedures, and emergency response.8Alabama Law Enforcement Agency. After you pass, you’ll pay the state’s endorsement processing fee and get a temporary paper permit while the new license is mailed. Your updated CDL will show the “H” endorsement code.

H Endorsement Versus X Endorsement

The H authorizes hazardous materials generally. If you also need to haul liquids or gases in a tank vehicle, you need the “N” (tanker) endorsement. Alabama, like most states, combines the two into an “X” endorsement when a driver qualifies for both, which requires passing both the hazmat and tanker knowledge tests.9Alabama Law Enforcement Agency. Confirm with your employer before you test so you don’t schedule a second trip.

Medical Certification

Every CDL holder in interstate commerce has to keep a valid Medical Examiner’s Certificate on file, and hazmat drivers are no exception.10Federal Motor Carrier Safety Administration. Medical If your medical card expires and ALEA doesn’t have an updated one, your commercial privileges get downgraded automatically. That effectively kills the hazmat endorsement even though the endorsement itself hasn’t expired.

As of June 2025, Alabama requires DOT medical certifications to be submitted electronically by authorized medical providers. Paper cards and driver-uploaded copies are no longer accepted.11Alabama Law Enforcement Agency. Don’t assume the examiner’s office transmitted it correctly.

Renewal

The hazmat endorsement is valid for five years, tied to the TSA clearance date rather than your CDL expiration. Renewing requires a full new security threat assessment with fresh fingerprints and another $85.25 fee (or $41.00 with a valid TWIC), plus another pass on the ALEA hazmat knowledge test.4Transportation Security Administration. Start renewing at least 60 days out. If the old clearance expires before the new one comes through, you can’t legally haul hazmat loads, and there’s no grace period. Moving to Alabama With an Out-of-State Endorsement

Security threat assessments don’t move between states. If you already have a hazmat endorsement elsewhere and are transferring your license to Alabama, you’ll go through the full TSA background check again and retake the hazmat knowledge test at an ALEA office, even though the test is federally standardized.4Transportation Security Administration.
