Alabama Pistol Permit: Eligibility, Application, and Reciprocity

An Alabama pistol permit is no longer required to carry a handgun in the state, but the sheriff-issued permit still exists and still carries real advantages. Since January 1, 2023, any resident 19 or older who is legally allowed to possess a firearm can carry openly or concealed without one. If you want reciprocity in other states, a federal defense in school zones, and a faster path through firearm purchases, the permit is worth having anyway.

Why Get a Permit When Alabama Doesn’t Require One

Permitless carry removed the licensing step. It did not replace the things a licensed permit does under federal law and under the laws of other states. Four benefits stay tied to the card itself.

Reciprocity When You Travel

Alabama recognizes concealed carry permits from every other state, and more than 30 states honor an Alabama permit in return. The moment you cross into a state that doesn’t recognize permitless carry from other states, that protection disappears if you’re carrying without a permit. For anyone who travels with a firearm, the permit functions as a portable, pre-vetted credential.

Faster Firearm Purchases

Under the Brady Act, a valid Alabama pistol permit, whether the one-to-five-year version or the lifetime permit, qualifies as an alternative to the National Instant Criminal Background Check System check when you buy from a licensed dealer. The Federal School Zone Question

This is the biggest reason and the one most people miss. Federal law makes it a felony, punishable by up to five years in prison, to knowingly possess a firearm within 1,000 feet of a public, private, or parochial school. The statute carves out an exception for people licensed by the state to carry, provided the state ran a background check before issuing the license. In any populated area, 1,000-foot school zones overlap roads, parking lots, and whole neighborhoods. A permit holder has a clear federal defense. K-12 and College Athletic Events

Alabama law bars firearms at facilities hosting athletic events sponsored by K-12 schools or colleges, but the statute explicitly excepts permit holders. Carry there under permitless authority alone and you’re violating state law. A valid permit restores your ability to carry at those venues.4Alabama Legislature. Who Qualifies for a Permit

You must be an Alabama resident and at least 19 years old. Active-duty service members, retired military, and honorably discharged veterans may apply at 18. Applications go through the sheriff’s office in your county of residence, and Alabama does not issue permits to non-residents.5Alabama Legislature. The sheriff must deny an application if any of the following applies to you:

  • A felony conviction in Alabama or any other jurisdiction.
  • A conviction for a domestic violence offense.
  • An active court order restraining you from harassing, stalking, or threatening an intimate partner or that partner’s child.
  • A finding of guilty but mentally ill, not guilty by reason of insanity, or involuntary commitment for inpatient psychiatric treatment.
  • False information anywhere on the application.

Federal law layers on more disqualifiers that will also block issuance: being a fugitive from justice, an unlawful user of or someone addicted to a controlled substance, a person dishonorably discharged from the military, or someone who has renounced U.S. citizenship. How to Apply, What It Costs, and How Long It Takes

Apply at the sheriff’s office in the county where you live. Most counties post the application on the sheriff’s website; you can also pick one up in person. The form collects identifying information and initiates a mandatory background check, which includes citizenship and immigration status verification.5Alabama Legislature. Fees for one-year and five-year permits are set by local law in each county, so they vary. Where no local fee is set, the statutory defaults are $25 for one year and $125 for five years. Lifetime permits are $300 statewide, or $150 for applicants 60 and older. Active-duty, retired, and honorably discharged military members can get a one-year or five-year permit at no charge.

Once you submit a completed application and payment, the sheriff has 30 days to approve or deny it. If your county can’t produce the hard-copy secure card at the time of approval, it must issue a temporary paper permit valid for 30 days and mail the permanent card within 15 days.

Renewing, Moving, or Replacing a Lost Card

You can begin renewing roughly six weeks before your permit expires. There is no grace period. If it lapses, you are no longer covered until the renewal is processed. Lifetime permits require a renewal every five years, which triggers a fresh background check but no additional fee.

If you move, notify the sheriff of your new county of residence within 30 days. Failing to report an address change can lead to revocation. If you want a new physical card showing the updated address before your permit’s expiration date, the replacement fee is capped at $25.

If your card is lost, stolen, or damaged, report it to your sheriff within 30 days. The replacement fee is likewise capped at $25, and if a hard copy can’t be issued right away, the sheriff will provide a temporary paper permit and mail the permanent card within 15 days.7Madison County Sheriff’s Office. If the Sheriff Denies Your Application

A denial can be appealed to the district court of the county where you live. You have 30 days from receiving the denial to file. In court, the burden is on the sheriff, who must prove by clear and convincing evidence that you are disqualified. The court has 30 days to issue a written determination, and copies go to you and to the Alabama State Law Enforcement Agency. The same process applies if a permit is revoked after issuance, whether because you became prohibited under state or federal law or because you failed to report a required address change.5Alabama Legislature. Places You Still Can’t Carry

A permit does not open every door. Alabama law lists locations where firearms are prohibited regardless of permit status, with one notable exception:4Alabama Legislature. Alabama Code 13A-11-61.2 – Possession of Firearms in Certain Places

  • Police stations, sheriff’s offices, and highway patrol stations.
  • Prisons, jails, halfway houses, community corrections facilities, and similar detention facilities.
  • Facilities providing inpatient or custodial care for psychiatric, mental, or emotional disorders.
  • Courthouses and courthouse annexes, district attorney office buildings, and buildings where a county commission or city council is meeting.
  • The primary office of any elected official.
  • Facilities hosting athletic events sponsored by K-12 schools or colleges — permit holders under Section 13A-11-75, or those recognized under Section 13A-11-85, are excepted here.

The statute allows an exception for all listed locations when the person or entity with authority over the premises gives express permission. In practice that typically means officials granting access to their own buildings, not general public access.

What to Say if an Officer Asks

Alabama is a “duty to inform on request” state. You don’t have to volunteer that you’re carrying, but if a law enforcement officer asks you during an official interaction whether you have a concealed firearm, you must answer truthfully and immediately.
