An Alabama vessel license is the boater safety certification every person 12 or older must hold to operate a motorized boat or personal watercraft on state waters. You get it by passing a written or oral exam through the Alabama Law Enforcement Agency (ALEA), paying $41.25 in combined state fees, and having a “V” endorsement added to your Alabama driver’s license. The requirement comes from the Roberson-Archer Act of 1994 and covers everything from a bass boat to a jet ski. Sailboats, rowboats, and canoes without motors are not covered.1Alabama Legislature. Alabama Code 33-5-52 – Boater Safety Certification — Required; Expiration and Renewal; Exemptions
Who Has to Be Licensed
If the vessel has a motor of any kind, the operator needs a certification. That applies to residents and, after a short grace period, to visitors as well. New Alabama residents have 30 days from establishing residency to get certified.1Alabama Legislature. Alabama Code 33-5-52 – Boater Safety Certification — Required; Expiration and Renewal; Exemptions If you just bought a boat and registered it in your name, you can operate it for up to 30 days without certification as long as the bill of sale is on board.
Age Rules
Alabama draws three hard lines by age:2Alabama Law Enforcement Agency. Boating Rules and Regulations
- Under 12: cannot operate a motorized vessel at all, and cannot be certified.
- Ages 12 and 13: can get certified, but can only operate with a supervising adult on board who is at least 21, holds a valid Alabama certification, and is in a position to take immediate physical control of the vessel.3Alabama Law Enforcement Agency. Boating Education and Operator Certification/License
- 14 and older: can operate independently once certified.
Minors applying for certification must bring a certified copy of their birth certificate, their original Social Security card, and a certified statement from their school superintendent confirming name, date of birth, and address.3Alabama Law Enforcement Agency. Boating Education and Operator Certification/License Gather all of that before scheduling the exam.
How to Get Certified
Certification has three parts: pass the exam, apply, and add the endorsement to your license.
The Exam
ALEA administers a written or oral exam covering navigation rules, right-of-way, distress signaling, and emergency procedures.4Alabama Legislature. Alabama Code 33-5-53 – Boater Safety Certification — Application Fee; Examinations; Exemptions You have two ways to prepare.
ALEA’s Marine Patrol Division runs free in-person boating safety classes throughout the state, taught by Marine Patrol Troopers. The schedule is posted on the ALEA website, and you enroll by contacting the instructor listed for your session.5Alabama Law Enforcement Agency. ALEA’s Marine Patrol Division Announces Boating Basics and License Course Schedule
Several ALEA-approved online providers also offer the course on their own platforms. Course content meets state standards, but providers set their own fees, typically around $30 to $50. The in-person route only costs the $5 state application fee, so online is more convenient but more expensive overall.
Application and Fees
Apply through the county where you live. The application itself is a one-time $5 fee.4Alabama Legislature. Alabama Code 33-5-53 – Boater Safety Certification — Application Fee; Examinations; Exemptions After you pass, you receive a certificate of completion to take to an ALEA driver license office.
Adding the V Endorsement
Bring your certificate of completion and standard ID to an ALEA driver license examining office. The agency adds a “V” class designation to your Alabama driver’s license, and that endorsement is your boating certification.6Alabama Law Enforcement Agency. Driver Licenses – Classes, Endorsements, and Restrictions The issuance fee is $36.25 on top of the $5 application fee, which brings total state cost to $41.25.3Alabama Law Enforcement Agency. Boating Education and Operator Certification/License You’ll walk out with a temporary paper permit while the permanent card is mailed, usually two to four weeks later. Carry it any time you operate a vessel.
Expiration and Renewal
If your certification was issued at the same time as your Alabama driver’s license or nondriver ID, it expires on the same date as that card. Otherwise, it expires four years from issuance.1Alabama Legislature. Alabama Code 33-5-52 – Boater Safety Certification — Required; Expiration and Renewal; Exemptions
You can apply to renew starting 30 days before expiration, and ALEA honors a 60-day grace period after expiration during which the certification stays valid. If you miss that window, you still have up to three years from the expiration date to renew without retaking the exam. Let it lapse beyond three years and you have to pass the written or oral exam over again.1Alabama Legislature. Alabama Code 33-5-52 – Boater Safety Certification — Required; Expiration and Renewal; Exemptions That three-year cutoff is the one that catches boaters who take a few seasons off.
Who Can Skip the Exam
Several categories of boaters qualify for a certificate of exemption instead of taking the exam, though most still have to complete the rest of the certification process and pay the fees.
- Anyone born before April 28, 1954 is exempt from the course and exam, but still needs the vessel license itself.3Alabama Law Enforcement Agency. Boating Education and Operator Certification/License
- Holders of a U.S. Coast Guard motorboat operator’s license are exempt from the exam and issued a certificate of exemption, but remain subject to all other certification requirements.4Alabama Legislature. Alabama Code 33-5-53 – Boater Safety Certification — Application Fee; Examinations; Exemptions
- Anyone with a valid certificate from a United States Power Squadron course, a U.S. Coast Guard Auxiliary course, or any ALEA-approved boating safety course is exempt from the exam.4Alabama Legislature. Alabama Code 33-5-53 – Boater Safety Certification — Application Fee; Examinations; Exemptions
One disqualifier applies across the board: if you’ve been convicted of a vessel-related crime that resulted in suspension or revocation of your boating privileges, no exemption is available and you must take the exam.4Alabama Legislature. Alabama Code 33-5-53 – Boater Safety Certification — Application Fee; Examinations; Exemptions
A narrower exemption applies to holders of a commercial U.S. Coast Guard license issued under federal regulations. They are exempt from the certification requirement itself, but only while performing professional duties on specific commercial vessels like passenger boats, towboats, or commercial fishing vessels.4Alabama Legislature. Alabama Code 33-5-53 – Boater Safety Certification — Application Fee; Examinations; Exemptions Off-duty recreational boating still requires standard Alabama certification.
Visitors From Other States
If your home state requires boating certification, Alabama honors that certification while you’re visiting, and you must carry it while operating. The same age restrictions apply, so a 12- or 13-year-old non-resident still needs a certified adult supervisor on board.7Alabama Legislature. HB375 Enrolled
Visitors from states or countries that don’t require any boating certification get 45 cumulative days per calendar year on Alabama waters without a license.8U.S. Coast Guard Boating Safety Division. Alabama State Boating Laws After that, you must obtain either your home state’s certification or a Nonresident Alabama Boater Safety Certification by passing the same exam Alabama residents take. The exam can be taken in any county.7Alabama Legislature. HB375 Enrolled
The License Covers You, Not the Boat
A vessel license certifies the operator. The boat itself needs separate registration, handled through your county license department or probate office rather than through ALEA. Every motorized boat must be registered, and so must sailboats even without a motor. Annual fees are set by vessel length and range from $18 for boats under 16 feet to $98 for boats 40 feet and over, plus a $2 issuance fee and a $5 reservoir management fee.9Alabama Legislature. Alabama Code 33-5-17 – Certificates of Registration and Numbers — Fees Your renewal month is set by the first letter of your last name on a staggered schedule, not a single statewide date.
