Tax rates in the City of Alameda stack up quickly: sales tax runs 10.75%, property tax starts at 1% of assessed value under Proposition 13 and typically lands between 1.2% and 1.3% once voter-approved bonds are added, and on top of those you’ll see a 7.5% utility users tax, a $12-per-$1,000 real estate transfer tax, a 10% hotel tax, and a business license tax that starts at $119 a year. Here’s how each one works and who pays it.
Sales and Use Tax: 10.75%
Every retail purchase of tangible goods in Alameda is taxed at 10.75%.1California Department of Tax and Fee Administration. Two of the larger local pieces are Measure BB, a 1% transportation tax approved in 2014, and Measure W, a 0.5% ten-year tax approved in 2020 to fund homelessness services, mental health programs, and job training.3Alameda County Transportation Commission. Projects and Programs
Retailers collect the full 10.75% at the register. If you buy from an out-of-state seller who doesn’t collect California tax, you owe the same amount as use tax when you bring the item into the state.4California Department of Tax and Fee Administration. Not everything is taxed. California exempts most grocery food (not restaurant meals or hot prepared food), prescription medications, and certain medical devices. Items purchased for resale and sales to the U.S. government are also exempt, and partial exemptions apply to manufacturing equipment, farm machinery, and diesel used in farming.6California Department of Tax and Fee Administration. Property Tax: 1% Base, Roughly 1.2%–1.3% Effective
Alameda property taxes start at the Proposition 13 ceiling of 1% of assessed value.7Justia. California Constitution Article XIII A Section 1 – Tax Limitation Assessed value isn’t market value. Your base year value is set at purchase or new construction, and it can rise by no more than 2% a year no matter what the market does.8Justia. California Constitution Article XIII A Section 2 If market value drops below assessed value, you can request a temporary reduction, and the assessment then snaps back as the market recovers.
Voter-approved bond debt for schools, hospitals, community colleges, and regional infrastructure gets added on top of the 1%. Most Alameda property owners end up with an effective rate closer to 1.2% to 1.3%. If the property is your primary residence, file for the homeowners’ exemption. It knocks $7,000 off your taxable value, which works out to roughly $84 a year at a 1.2% rate.10California State Board of Equalization. Homeowners’ Exemption
Appealing Your Assessment
Annual assessment notices go out in mid-July. If you think yours is too high, you can file an appeal with the Clerk of the Board of Supervisors between July 2 and September 15.11Alameda County Assessor. Appeals tend to succeed when market conditions have pushed actual value below the Proposition 13 assessed figure, because the county has to use the lower of the two.
Parcel Taxes on Your Property Bill
Your property tax bill also carries flat-dollar parcel taxes and special assessments that don’t move with your home’s value. In the City of Alameda, the biggest one is usually the school district parcel tax. Measure E, approved in March 2024, charges $0.585 per square foot of building area, capped at $15,998 per parcel. Other line items may cover emergency medical services, landscaping and lighting maintenance, and flood control, calculated by lot size or land use rather than property value. Unpaid assessments accrue penalties and can eventually become a lien, so treat them with the same urgency as the main bill.
Real Estate Transfer Tax: $12 per $1,000
When property changes hands in Alameda, a transfer tax is owed on the sale price. The City of Alameda charges $12 per $1,000 of value. On a $900,000 home, that’s $10,800. Several transfers are exempt: transfers between spouses during a divorce, bona fide gifts with no money changing hands, transfers into a trust for the property owner’s benefit, and transfers at death. Foreclosure sales and transfers where outstanding liens exceed the property’s value also qualify. Utility Users Tax: 7.5%
The City of Alameda charges a 7.5% utility users tax on electricity, gas, and telecommunications. Utility providers collect it from customers and send it to the city’s general fund, which pays for police, fire, and public works.15City of Alameda. Transient Occupancy Tax: 10%
Guests staying in hotels or short-term rentals in the City of Alameda for 30 days or less pay a 10% transient occupancy tax on the room charge. Hotel operators and short-term rental hosts collect it and remit it to the city. If you list a property on a short-term rental platform, price accordingly: you’re personally liable for collecting and paying the tax even if the platform doesn’t handle it for you.
Business License Tax
Anyone operating a business in the City of Alameda needs a business license, and the license carries an annual tax. Most businesses pay $0.40 per $1,000 of gross receipts, with tiered minimums:16City of Alameda. City of Alameda Business License Fee Schedule
- Under $88,000 in gross receipts: $119 minimum
- $88,000 to $175,499: $176 minimum
- $175,500 to $549,999: $225 minimum
- $550,000 and above: $0.40 per $1,000 of gross receipts, no cap
Every license also carries a $4 state-mandated fee and a $27 city processing fee. Some business categories are calculated differently. Landlords pay $20 per residential unit, commercial rental properties pay $20 per 1,000 square feet, and hotels pay $5 per room.
