To work as a security guard in Albany, you need a registration card from the New York State Department of State, which runs you a $36 application fee plus about $104.50 for fingerprinting and takes a few weeks to process once your paperwork arrives. New York calls it a “registration” rather than a license, but you cannot legally work security anywhere in the state without one. The card is good for two years, and you have to complete an 8-hour pre-assignment training course before you can even apply.1New York State Senate. Who Can Apply
Section 89-h of the General Business Law sets the baseline. You must be at least 18, of good moral character, and mentally competent (or have had any incompetency finding removed). If you were discharged from a law enforcement or correctional job for misconduct or incompetence, that creates a presumptive bar, though you can request a waiver by submitting an explanation to the Department.2New York State Senate. New York General Business Law 89-H – Requirements for a Registration Card
A background check runs automatically through both the Division of Criminal Justice Services and the FBI the moment you submit fingerprints, so there’s no way around it. A prior conviction isn’t an automatic bar. Under Correction Law Article 23-A, the Department has to weigh eight specific factors before denying you on criminal history grounds, including the seriousness of the offense, the time that has passed, your age when it happened, and whether the conviction has any real bearing on security work. Evidence of rehabilitation counts, and a Certificate of Relief from Disabilities or Certificate of Good Conduct creates a legal presumption of rehabilitation for the offenses it covers.3New York State Senate. Training You Need First
All mandated training has to happen at a school approved by the Division of Criminal Justice Services. The agency publishes a statewide list you can filter by county, and several approved schools operate in and around Albany, including programs in the city, Voorheesville, and Schenectady. Tuition varies but typically falls somewhere between $40 and $200 depending on the provider.4Division of Criminal Justice Services. Security Guard Training
8-Hour Pre-Assignment Course
This is the gating requirement. You must finish it before you submit your application, and the certificate goes in the envelope with your DOS-1206. The course covers a guard’s legal authority, emergency response basics, and the fundamentals of the role.
16-Hour On-the-Job Course
Once you’re hired, your employer is responsible for making sure you complete this second course within 90 days of your first day. The content is tailored to your specific worksite.5Division of Criminal Justice Services. Security Guard Training Requirements
8-Hour Annual In-Service
Every year you hold a registration, you have to take an 8-hour in-service course on legal updates and current practices. Over a two-year registration period, that means two in-service courses. Falling behind can make you ineligible for renewal.
How to Apply
The application is form DOS-1206, “Employee Statement and Security Guard Application,” available on the Department of State website. It asks for your Social Security number, contact information, and New York State DMV ID number.6New York State Department of State Division of Licensing Services. Fingerprinting runs through IdentoGO by IDEMIA, the state’s approved vendor. Appointments are required (no walk-ins), and you book one at a New York location using the service code listed on the Department of State’s electronic fingerprinting page. The vendor hands you two receipts after the session: one goes with your application, one stays with your employer.7Department of State. Electronic Fingerprinting
Here’s the full cost breakdown:
- Application fee: $36, non-refundable, payable to the Department of State.
- Fingerprint fee: $104.50 to IDEMIA ($75 DCJS fee, $12 FBI fee, $17.50 vendor processing fee). The vendor portion can change each January and July.
- Training tuition: paid directly to your school, varies.
Mail the completed DOS-1206, your fingerprint receipt, your pre-assignment training certificate, and payment to the Division of Licensing Services in Albany. Pay by check or money order made out to the Department of State, or by Visa or MasterCard using a credit card authorization form. Don’t send cash.8Department of State. Become a Security Guard
Processing usually takes a few weeks once Albany has everything in hand. Incomplete packages are the main cause of delay, so confirm the fingerprint receipt is included and every field on the form is filled out. You can track the status through the Department’s online License Center. Once approved, you’ll receive a physical registration card that you must carry while on duty.
What Happens Once You’re Hired
A legitimate security company has its own obligations. Within seven days of hiring you, the employer must verify your registration through the state’s guard registry, confirm your training status, and submit a Notice of Employment to the Department of State. If you’re new and don’t yet have the physical card, the employer can issue you a temporary registration card while your application is pending, which means you can start earning while Albany processes the paperwork. The employer also keeps a copy of your fingerprint receipt in your personnel file.
Bring organized documentation to any interview: training certificates, fingerprint receipt, and if you already have one, your registration card number. Employers expect it.
If You Want to Carry a Firearm
A standard registration doesn’t let you work armed. For that you need a Special Armed Guard Registration Card, which requires:
- A valid New York State pistol license under Penal Law Section 400.00, held before you apply.
- A 47-hour firearms training course for security guards at a DCJS-approved school that offers firearms instruction.
- An additional 8-hour armed guard in-service course each year, with live-fire requalification, on top of the standard 8-hour in-service.
Most Albany-area schools are not approved for firearms training. As of the most recent DCJS list, Keeplock Security Services in Schenectady is the only one nearby that offers it, so expect to travel or wait for a scheduled class.4Division of Criminal Justice Services. Security Guard Training
Renewing on Time
Registration lasts two years. The Department mails renewal forms roughly 90 days before expiration, and the renewal fee is $25 through the online portal. All required training, including both annual in-service courses, has to be completed and on file before the Department will renew you.9Department of State. Renew or Update Security Guard License
Watch the six-month rule. If your registration has been expired for six months or more, you cannot simply renew. You start over from scratch: new application, new fingerprinting, both full fees again. Letting the renewal slip is an expensive mistake, and you cannot legally work during any gap.
Penalties for Working Unregistered
Working as a security guard without a valid registration, or employing someone who lacks one, is a misdemeanor under Section 89-p of the General Business Law. A first conviction carries up to six months in jail, a fine up to $1,000, or both. A subsequent conviction carries up to one year in jail and a fine between $1,000 and $2,500. Failing to surrender your card when the Department requires it is a separate violation with a fine up to $250. Each violation counts as a separate offense, so an employer running multiple unregistered guards faces stacked charges.10New York State Senate.
