Albany Street Parking Rules: Permits, Snow Bans, and Fines

Albany’s street parking rules cover four systems that run at the same time: alternate-side schedules for street cleaning, metered zones in commercial corridors, residential permit blocks, and snow emergency bans that override everything else. Fines run from $25 to $150 depending on the violation, and any unpaid ticket automatically doubles after 20 days.1City of Albany, NY. Alternate-Side Parking

Alternate-side rules keep one side of the street clear for sweepers on posted days and hours, then flip to the other side on the next designated day. Under Albany City Code § 359-21, the Chief of Police sets which blocks are restricted, and the signs on each block tell you the exact schedule.2City of Albany, NY. On streets with parking on only one side, the code builds in a one-hour changeover window: 30 minutes before the no-parking period starts and 30 minutes after it ends. You won’t be ticketed while moving your car during that window.2City of Albany, NY. City of Albany Code 359 – Article II Traffic Regulations An alternate-side violation costs $35.1City of Albany, NY. Metered Parking

Meters run on weekdays in commercial corridors and downtown. Within the Downtown Albany Business Improvement District, meters are free after 5:00 PM Monday through Friday and free all day on weekends and major national holidays.3Downtown Albany Business Improvement District. Parking You can pay at a multi-space kiosk or through a mobile app using the zone number printed on the meter post.

Rates and time limits depend on the zone. Some cap you at two hours; others let you stay longer at a higher hourly rate. Once your time runs out, move the car to a different block. Enforcement officers track paid sessions electronically, so feeding the same meter after your limit will still get you an overtime ticket, which costs $25.1City of Albany, NY. Weekends are a real break for meters. Alternate-side restrictions and residential permit zones still apply on their posted schedules unless a sign says otherwise, and snow emergencies override everything regardless of day.

Residential Parking Permits

On blocks designated as residential permit zones, drivers without a permit are limited to two consecutive hours between 8:00 AM and 6:00 PM on weekdays, excluding holidays.4City of Albany. Frequently Asked Questions Residents with a valid permit have no time limit on their own block. The permit system is set out in Article VIII of Albany City Code Chapter 359 (§§ 359-72 through 359-85).5City of Albany, NY. City of Albany Code 359 – Vehicles and Traffic

Apply online at albany.cmrpay.com/permits, where you can also opt into annual auto-renewal, or in person at the City Clerk’s Office Monday through Friday from 9:00 AM to 4:00 PM. Snow Emergency Bans

A declared snow emergency lasts 48 hours and overrides every other parking rule on the street. It runs in two phases:

  • Phase 1 (hours 0–24): As soon as the emergency takes effect, move your car to the even-numbered side of the street. Plows clear the odd side first.7City of Albany, New York. Snow Removal
  • Phase 2 (hours 24–48): Twenty-four hours in, move to the odd side so plows can clear the even side.7City of Albany, New York. Snow Removal

Phase 1 begins the moment the emergency is declared, not 24 hours later. A car on the wrong side when plows arrive gets a $35 ticket and will likely be towed.1City of Albany, NY. City of Albany Code 359 – Article IX Penalties for Parking Violations

The city opens designated off-street lots in neighborhoods including Arbor Hill, Pine Hills, the South End, Center Square, North Albany, and the West End during emergencies. The current list of addresses lives on the city’s Snow Removal page.7City of Albany, New York. Snow Removal

Declarations go out through Nixle alerts (sign up on the Albany Police Department page), the city’s Notify Me system, 33 physical message signs around the city, and local media.8City of Albany. Declarations often come late at night, and learning about one the morning after your car was towed is an expensive way to find out.

Parking Fines

Albany’s fine amounts are fixed by City Code § 359-87, not left to officer discretion:

  • $150: unauthorized use of a handicap parking space
  • $100: parking at a fire hydrant or blocking a handicapped-accessible curb ramp
  • $75: double parking
  • $50: blocking a driveway, traffic obstruction, no stopping zone, or bus engine idling
  • $35: alternate-side violation, snow emergency route violation, sidewalk parking, crosswalk parking, parking in a fire lane, or parking in an EV charging space without charging
  • $25: overtime meter parking, no standing zone, bus stop violation, or street vehicle repairs

If you don’t pay or file a not-guilty plea within 20 days, the fine doubles automatically. After six months, unpaid tickets go to collections.9City of Albany. Parking Violations Bureau A $25 overtime ticket forgotten in the glove box turns into $50 and then a collections problem. Respond inside the 20-day window even if you plan to contest.

Contesting a Ticket

You can appeal by email, mail, or in person. The fastest path is email to parkingticketappeal@albanyny.gov. Appeals must be received within 20 days of the violation date; after that, the city treats silence as a guilty plea and the fine doubles.9City of Albany. Parking Violations Bureau Filing instructions are printed on the ticket itself and on any mailed violation notice.

Booting and Towing

Two separate thresholds can take your car off the street. It becomes boot-eligible once $200 in fines and penalties accumulate. Separately, the city places a DMV registration hold after three or more unpaid tickets within an 18-month period.9City of Albany. Parking Violations Bureau Continued nonpayment can also lead to an arrest warrant.

If your car has been towed, call the authorized towing contractor first to confirm the location. Vehicle and property releases are by appointment only. You’ll need to pay all outstanding tickets, the tow fee, and daily storage charges before the car is released, and storage charges climb for every day the car sits.

Accessible Parking

Parking in a reserved disability space without proper authorization is the most expensive ticket in the city at $150, and blocking a handicapped-accessible curb ramp is $100.1City of Albany, NY. City of Albany Code 359 – Article IX Penalties for Parking Violations

A handicap placard or special plates does not by itself let you skip the meter. To park at a meter without paying, you need a separate Metered Parking Waiver from the New York DMV, and even with it you must obey posted time limits.10New York Department of Motor Vehicles. Metered Parking Waiver Information The waiver also requires that the permit holder be the driver and not be accompanied by someone able to feed the meter.

Disability placards and metered parking waivers for Albany residents are issued through the Parking Violations Bureau in City Hall, Room 203. Permits must be picked up in person and are not mailed.11Albany, NY. Parking Permit – Persons with Disabilities
