What the 5.3 Percent Applies To
The rate covers most tangible personal property. Electronics, furniture, clothing, appliances, sporting goods, and building materials all fall under it, whether you buy them at a store in Crozet or have them shipped from an online retailer. If no tax is collected at checkout on an out-of-state or online purchase, Virginia’s use tax fills the gap at the same 5.3 percent.
Services are mostly exempt. Repair and installation work sits in a gray area worth knowing about: if the contractor separately lists labor on your invoice, that labor is not taxed, but if parts and labor are lumped into a single line item, the full amount is taxable at 5.3 percent.3Virginia Department of Taxation. Digital products get favorable treatment. Downloads, streaming subscriptions, e-books, and software-as-a-service are not subject to Virginia sales tax. Buy a DVD in a store, you pay the tax. Stream the same movie, you don’t.
Groceries and Hygiene Products at 1 Percent
Since January 1, 2023, Virginia has exempted food purchased for home consumption and essential personal hygiene products from the state’s 4.3 percent portion.4Virginia Code Commission. Grocery staples, diapers, bandages, and similar items all qualify.
Prepared food does not. A rotisserie chicken from a restaurant or a ready-to-eat meal at a deli counter carries the full 5.3 percent. The statute draws the line at establishments where more than 80 percent of gross receipts come from food prepared for immediate consumption, which sweeps in restaurants, fast-food chains, and most deli counters.

Vehicles Are Taxed Separately
Cars, trucks, motorcycles, and trailers are carved out of the regular sales tax and taxed under Virginia’s Motor Vehicle Sales and Use Tax. The rate for most vehicles is 4.15 percent of the sale price.6Virginia Code Commission. You pay this when you title the vehicle with the DMV, not at the dealership register, so it appears as a titling charge rather than on your purchase receipt.
Lodging

Common Exemptions
Several categories of purchases skip the sales tax entirely:

- Inventory bought for resale, when the buyer provides a completed Form ST-10 to the seller.

Without the proper certificate on file, sellers must collect the tax regardless of the buyer’s status. Handle the paperwork before the purchase.
Online Purchases
Items shipped to an Albemarle County address carry the same 5.3 percent tax. Virginia requires remote sellers to register and collect once they exceed either $100,000 in Virginia sales or 200 separate transactions in the previous or current calendar year.12Virginia Tax. Marketplace platforms such as Amazon, eBay, and Etsy handle collection for their third-party sellers. Under Virginia law, a marketplace facilitator meeting the same threshold must collect and remit tax on every sale it facilitates, and individual marketplace sellers are prohibited from collecting the tax separately on those transactions.13Virginia Code Commission. If a seller or platform fails to collect the tax, you owe it as use tax on your Virginia income tax return. Most people overlook this, but it is legally required.
Other Charges at Checkout
Two small local taxes show up on specific purchases. Cigarettes carry a local excise tax of 2 cents per stick, or 40 cents per pack of 20, added on top of the state cigarette excise tax and in effect since January 1, 2022. The August Sales Tax Holiday
Virginia runs a sales tax holiday during the first weekend of August each year. For that three-day window, qualifying school supplies, clothing, footwear, hurricane and emergency preparedness items, and Energy Star or WaterSense products are exempt from sales tax, subject to per-item price caps.
