Any address in Allegheny County sits inside three taxing jurisdictions at once: the county itself, one of 130 municipalities, and one of more than 40 school districts. That specific overlap is your Allegheny County tax jurisdiction, and it determines your property tax millage, your earned income tax rate, and which collector cashes your check. Because municipal and school district boundaries don’t line up, two houses on the same street can owe meaningfully different amounts.
The Three Layers That Tax You
The county levies a single uniform property tax on every parcel and funds county-wide services like the courts, parks, and public health. The 2025 county millage is 6.43 mills.1Allegheny County Treasurer. Real Estate Tax
Below the county are 130 municipalities — boroughs, townships, cities, and a handful of home-rule communities — each with independent authority to set its own property millage and local tax rates and to fund things like police, roads, and zoning.2Allegheny County. Allegheny County Municipality List
The third layer is the school district. Allegheny County contains more than 40 of them, each a separate legal entity with its own elected board, budget, and millage rate. School district millage is usually the largest single piece of a property tax bill. A municipality can share a school district with several neighbors, or be split across two districts, which is why you cannot read your jurisdiction off your mailing address.
How to Find Your Jurisdiction
Pennsylvania assigns every address a six-digit Political Subdivision code — a PSD code — that identifies the Tax Collection District (roughly, the county), the school district, and the municipality all at once.3Pennsylvania Department of Community and Economic Development. PSD Codes and EIT Rates It’s the number employers use to route your local tax withholdings.
The fastest way to get yours is the DCED address lookup. Enter your home and work addresses and it returns the PSD code, the resident earned income tax rate, the non-resident rate, and the Local Services Tax for each location.4Pennsylvania Department of Community and Economic Development. Find Local Withholding Rates by Address DCED itself recommends calling the matched municipality or school district to confirm, because addresses near a jurisdiction line can map imperfectly.
Two shortcuts help. On any W-2 issued for 2018 or later, your work-location PSD code appears in Box 20, the “Locality Name” field — a quick way to confirm at least your work jurisdiction. For property-specific details, the Allegheny County Real Estate Portal lets you search by address or parcel number and shows the assessment data tied to your taxing district.5Allegheny County. Real Estate Portal Keep in mind your post-office mailing town is often not your municipality, and your school district is almost never obvious from your street address.
What Each Layer Charges
Property Tax
Property tax equals your assessed value times the combined millage of all three layers. One mill is $1 per $1,000 of assessed value. The county piece is 6.43 mills in 2025. Your municipality adds its own millage, and your school district adds the biggest piece.
School district millage varies sharply across the county. For 2025, rates run from 10.00 mills in Clairton to 39.20 mills in Brentwood, a nearly fourfold spread that can shift an annual bill by thousands depending on which side of a boundary line a property sits.6Allegheny County. School District Tax Millages 2025 Two homes with identical market values can face very different totals once all three layers are added together.
Earned Income Tax
The earned income tax (EIT) applies to wages, salaries, commissions, and net profits from self-employment. The rate is split between your municipality and your school district. In Pittsburgh the combined rate is 3% — 1% to the city and 2% to the school district.7City of Pittsburgh. Taxes Many suburban jurisdictions sit lower, often in the 1% to 2% range. The DCED lookup shows your exact resident and non-resident rates.
If you work in a different municipality than where you live, you generally owe the non-resident EIT at the work location, and your home jurisdiction credits you for what you already paid so the same income isn’t taxed twice. The credit cannot exceed your resident liability, doesn’t carry forward, and doesn’t transfer to a spouse.
Local Services Tax
The Local Services Tax (LST) is a flat annual charge imposed by the municipality or school district where you work. The total LST across every place you work in a calendar year is capped at $52.8Pennsylvania Department of Community and Economic Development. Local Services Tax Employers withhold it in small increments across pay periods.
There’s a low-income exemption worth knowing about. If your total earned income and net profits from all sources within the taxing jurisdiction come in under $12,000 for the year, you can file an exemption certificate with both the municipality and your employer and skip the tax. Any jurisdiction that sets its LST above $10 must offer the exemption.9Pennsylvania General Assembly. Local Tax Enabling Act
Who Actually Collects the Money
Allegheny County is divided into four Tax Collection Districts under Act 32, and each has a designated collector for EIT and LST. Keystone Collections Group handles collections for multiple districts across the county. Jordan Tax Service collects real estate taxes for more than 85 municipalities and authorities, roughly 30 school districts, and Allegheny County itself, and acts as the collections agency for two of the four Tax Collection Districts. One firm may handle your property tax while a different one handles your EIT, so check your municipality’s website to confirm who sends each bill.
Breaks That Can Lower What You Owe
Homestead Exclusion
If the property is your primary residence, Allegheny County excludes the first $18,000 of assessed value from county property tax. On a home assessed at $100,000, that saves roughly $116 a year at the current county rate.10Allegheny County Administrative Code. Homestead and Farmstead Exclusion Programs Approval carries forward automatically, but the exclusion resets when the property changes hands and a new buyer has to reapply. Some school districts and municipalities offer additional homestead exclusions on their own layers, so ask the local tax office what else you may qualify for.
Assessment Appeals
Allegheny County taxes assessed value, which can drift from current market value over time. If yours looks too high, you can appeal to the county’s Board of Property Assessment Appeals and Review. The 2026 tax year filing window closed on September 2, 2025, so missing it means waiting a year.11Allegheny County. Property Assessments and Real Estate Appeals use the county’s common level ratio, which is set annually, so a win one year doesn’t guarantee the same outcome the next.
Senior and Disability Rebate
Pennsylvania’s Property Tax/Rent Rebate Program offers up to $1,000 for homeowners 65 and older, widows and widowers 50 and older, and people with disabilities 18 and older. Household income must be under $45,000, and half of Social Security income is excluded from that calculation. Allegheny County residents apply annually through the Pennsylvania Department of Revenue.
Filing Deadlines and Penalties
The local EIT return is due April 15, matching the federal deadline, and you have to file if you earned income subject to the tax even if you don’t owe more. A federal or state extension can be reported on the local return by checking the extension box and submitting an estimated payment by April 15, but the extension covers only the filing, not the payment.12Pennsylvania Department of Community and Economic Development. Taxpayer Annual Local Earned Income Tax Return
Unpaid local income tax accrues a penalty of 1% of the outstanding balance per month or partial month, capped at 15% total, plus interest at the rate set under the state Fiscal Code. If the collector has to sue, you also owe collection costs.9Pennsylvania General Assembly. Local Tax Enabling Act Municipalities set their own penalties for late property tax, and delinquent property taxes can lead to a lien on the property.
Federal SALT Deduction
If you itemize on your federal return, the local property tax and EIT you pay to Allegheny County jurisdictions count toward the state and local tax (SALT) deduction. For the 2026 tax year the cap is $40,400 for most filers and $20,200 for married filing separately, up from the $10,000 cap in place from 2018 through 2025. The deduction begins phasing down once modified adjusted gross income exceeds $505,000 ($252,500 married filing separately) but won’t drop below $10,000 ($5,000 married filing separately) at any income level.13Internal Revenue Service. Correction to State and Local Income Tax Deduction Amount in the 2026 Form 1040-ES For households whose combined Allegheny property tax and EIT bills run well into five figures, more of those local taxes are deductible now than in recent years.
