Anaheim does not have a city income tax, and it cannot create one. California Revenue and Taxation Code Section 17041.5 prohibits every city, county, and local district in the state from taxing personal income.1California Legislative Information. California Code Revenue and Taxation Code 17041.5 If you live or work in Anaheim, the income tax you owe goes to two places only: the IRS and the California Franchise Tax Board.
Why There Is No Local Income Tax in Anaheim
The ban in Section 17041.5 is statewide, not a choice Anaheim made. Los Angeles, San Francisco, San Diego, and every other California city sit under the same rule. No portion of your wages, salary, investment income, or retirement distributions is paid to the City of Anaheim.
The statute does carve out one exception, and it matters if you work for yourself: local governments can impose business license taxes measured by gross receipts or business activity. That is a tax on the business, not on your personal income, and Anaheim does collect one. More on that at the end.
What California Charges on Your Income
California uses a progressive bracket system. Rates start at 1% on the first dollars of taxable income and reach 13.3% on income above roughly $743,000 for single filers. A Mental Health Services Act surcharge of 1% applies to taxable income above $1 million, bringing the top effective rate to 14.4%. Brackets adjust annually for inflation, so the dollar thresholds shift each year.
A single filer with $75,000 in taxable income lands in the 9.3% marginal bracket, but the effective rate across all brackets is lower because each slice of income is taxed at its own rate. Married couples filing jointly get wider brackets, so the same household income triggers lower marginal rates than it would for a single filer.
California residents owe state tax on all income regardless of where it was earned. That includes wages from an out-of-state employer, investment gains, rental income from property outside California, and retirement account distributions.2Franchise Tax Board. Residents This worldwide-income rule catches people off guard, especially remote workers who assume their state tax follows their employer.
When You Count as a California Resident
The FTB presumes you are a California resident if you spend more than nine months of the year in the state. Below that threshold, the FTB looks at the strength of your connections: where you are registered to vote, where your vehicle is registered, where your spouse and children live, and where you hold professional licenses. Keeping a home in Anaheim while claiming residency somewhere else is one of the most common triggers for an FTB residency audit.
If you moved to or from Anaheim mid-year, you file as a part-year resident. You owe California tax on all worldwide income earned during the months you lived here, plus any California-source income earned while living elsewhere.3Franchise Tax Board. Part-Year Resident and Nonresident
Deductions and the Renter’s Credit
California’s standard deduction is much smaller than the federal one. For 2025, it was $5,706 for single filers and $11,412 for married couples filing jointly or heads of household, with modest annual inflation adjustments. Many Anaheim residents who take the federal standard deduction also take the state standard deduction, though the math is independent: California allows itemized deductions for state and local taxes that are capped at the federal level.
Renters in Anaheim should not skip the nonrefundable renter’s credit. Single filers with adjusted gross income of $53,994 or less get $60, and joint filers or heads of household earning $107,987 or less get $120.4Franchise Tax Board. Nonrefundable Renter’s Credit The amount is small, but claiming it takes only a box check and a confirmation that you paid rent for at least half the year at your principal residence.
Filing Deadlines and Late Penalties
Federal and California returns for the 2025 tax year are both due April 15, 2026.5Internal Revenue Service. When to File California grants an automatic extension to October 15, 2026, with no application required, but any tax you owe is still due by April 15.6Franchise Tax Board. Due Dates – Personal The federal extension is not automatic; you have to file Form 4868 by the original deadline.
Filing late without an extension when you owe money is expensive. The FTB charges a delinquent filing penalty of 5% of the unpaid balance for each month the return is late, capping at 25%.7Franchise Tax Board. Common Penalties and Fees Unpaid balances also accrue interest, currently 7% annually.8Franchise Tax Board. Interest and Estimate Penalty Rates Penalty and interest run at the same time, so a few months of delay compounds quickly. The FTB can garnish wages and place liens on property to collect what you owe.
What Comes Out of Your Paycheck Beyond Income Tax
Even without a city income tax, an Anaheim pay stub shows several deductions beyond federal and state income tax withholding.
California’s State Disability Insurance takes 1.3% of your wages in 2026 with no wage ceiling. Every dollar you earn is subject to SDI withholding.9Employment Development Department. Contribution Rates and Benefit Amounts The wage cap was eliminated starting in 2024, so high earners now pay SDI on their full salary.
Federal payroll taxes include Social Security at 6.2% on wages up to the annual cap and Medicare at 1.45% on all wages. An additional 0.9% Medicare surtax applies to earnings above $200,000 for single filers. Your employer matches Social Security and base Medicare. You bear the SDI and the Medicare surtax alone.
If You Run a Business in Anaheim
Anaheim cannot tax your personal income, but it does tax business activity. Anyone conducting commercial activity within city limits needs a business license, including contractors working on Anaheim job sites and online sellers fulfilling orders locally. The requirement applies even if your business has no physical location in the city.10City of Anaheim. Business License
The amount depends on your business type. Service businesses pay a flat $68 annual tax plus $10 for each employee, based on your average headcount.11American Legal Publishing. Anaheim Municipal Code 3.16.010 – Services – License Tax Other business categories use different schedules; the city’s Business License Division can confirm which one applies. This is the kind of tax Section 17041.5 expressly allows: a license tax measured by business activity, not a tax on personal earnings.1California Legislative Information.
