To apply for food stamps in West Virginia, submit a SNAP application through the WV PATH online portal at wvpath.wv.gov, by mail or fax to your county Department of Human Services office, or in person at that office. The program is run by the West Virginia Department of Human Services’ Bureau for Family Assistance and funded by the USDA.1Bureau for Family Assistance. SNAP After you file, you’ll complete a short interview (usually by phone), and the state has 30 days to approve or deny you. If approved, benefits land on a Mountain State EBT card you can use at any store that accepts EBT.
Where and How to Submit Your Application
Online is the fastest route. The WV PATH portal issues a confirmation number the moment you submit, and that number is your proof of filing date.2West Virginia Department of Human Services. WV PATH Integrated Eligibility Save it. The 30-day processing clock starts the day the office receives your application, so the filing date matters.
If you’d rather use paper, you can pick up a form at any local Department of Human Services office, drop it off there, or mail or fax it to your county office. Ask for a date-stamped receipt when you hand in a paper application in person. Any of these channels works; the same processing timeline applies once the office has your form.
Documents to Have Ready
Pulling your paperwork together before you start cuts down on back-and-forth with your caseworker. You’ll need Social Security numbers for everyone in the household who’s applying for benefits,3Social Security Administration. Supplemental Nutrition Assistance Program (SNAP) Facts and the primary applicant has to prove identity with a driver’s license, state ID, birth certificate, or similar document.
For income, bring pay stubs covering the last 30 days for every working member, along with award letters from Social Security, unemployment, or any other benefit. Have self-employment records ready if that applies.
Monthly expenses affect your benefit amount because they generate deductions from your gross income. Collect rent or mortgage statements, property tax bills, and homeowner’s insurance. Utilities are handled through a standard utility allowance rather than your actual bills.4Food and Nutrition Service. Standard Utility Allowances If you pay for childcare so you can work or attend training, bring those records. If an elderly or disabled household member has out-of-pocket medical costs above $35 a month, document those as well; they add another deduction.
Who Qualifies in West Virginia
West Virginia uses broad-based categorical eligibility, which sets the gross income limit at 200 percent of the Federal Poverty Level and removes the asset limit for most households.5Food and Nutrition Service. Broad-Based Categorical Eligibility That’s more generous than the standard federal 130 percent threshold. You have to live in West Virginia, but there’s no minimum length of residency.6West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Common Eligibility Requirements 8.2
Even with the 200 percent gross limit, your net income after deductions still shapes what you actually get. Households without an elderly or disabled member must also meet the net income limit of 100 percent of the Federal Poverty Level.7eCFR. 7 CFR 273.9 – Income and Deductions Households where every member is elderly or disabled only have to meet the net income test.

- 4 people: $3,483 gross / $2,680 net

Assets
Most applicants face no asset test. Households that don’t qualify categorically have a $3,000 limit on countable resources like cash, bank accounts, and savings certificates; that rises to $4,500 if a household member is 60 or older or has a disability.1Bureau for Family Assistance. Work Requirements
Most adults between 16 and 59 have to register for work as a condition of getting SNAP, which basically means agreeing to accept a suitable job if one is offered. Exemptions include people over 60, half-time or more students, caregivers for a child under six or an incapacitated person, and anyone receiving unemployment.10West Virginia Department of Health and Human Resources. SNAP Work Requirements and Exemptions
The stricter rule is for able-bodied adults without dependents, or ABAWDs. If you’re between 18 and 54, physically able to work, and have no dependents, you have to work or participate in a qualifying work program at least 80 hours a month. Fall short and your benefits are capped at three months within a three-year period. Regaining eligibility after that requires 30 consecutive days of work.11Food and Nutrition Service. SNAP Work Requirements This is the single biggest cause of unexpected benefit losses, so take it seriously if it describes you.
The Interview
Every SNAP application in West Virginia requires an interview, and the default is a phone call unless you ask for in-person or the caseworker decides otherwise.12West Virginia Department of Health and Human Resources. West Virginia Income Maintenance Manual Application/Redetermination Process The interviewer confirms what you put on the application, asks follow-ups, and may ask for extra documents. Miss the call without rescheduling and your application can be denied, so stay reachable at the number you listed.
When Benefits Arrive
The state has to act on most applications within 30 days of the filing date. If you’re eligible, your first benefits should be loaded on your EBT card within that window.13West Virginia Department of Health and Human Resources. WV Income Maintenance Manual Application/Redetermination Process 1.4 The EBT card itself arrives by mail about 7 to 10 days after approval.14Bureau for Family Assistance. Office of EBT
Expedited Service in Seven Days
Some households get benefits inside seven calendar days of applying. You qualify if your monthly gross income is under $150 and liquid resources are $100 or less, if your combined gross income and liquid resources are less than your monthly rent or mortgage plus utilities, or if you’re a destitute migrant or seasonal farmworker with $100 or less in liquid resources.15eCFR. 7 CFR 273.2 – Office Operations and Application Processing Every applicant is screened for expedited service the day the application comes in, so you don’t need to ask.
How Much You’ll Get
Your monthly amount depends on household size, net income, and deductions. The standard deduction is $209 for one to three people, $223 for four, $261 for five, and $299 for six or more; the state then subtracts 30 percent of your remaining net income from the maximum allotment for your household size. The maximums for the current fiscal year are:16Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
- Each additional person: add $218
Households with zero net income after deductions get the full maximum. For one- and two-person households whose calculated benefit falls below $20, a small minimum floor usually applies.
After You’re Approved
Report changes in income, household size, or address within 10 days of knowing about them. Skipping that step can create an overpayment the state collects back from future benefits or bills you for directly.
SNAP isn’t open-ended. Most West Virginia households are certified for six months and then have to recertify to keep benefits. Households where every adult is elderly or disabled with no earned income can go up to 24 months.17West Virginia Department of Health and Human Resources. SNAP Application/Redetermination Process The state mails a recertification form before your period ends, and an interview is required at least once every 12 months. Miss the recertification deadline and benefits stop; you’ll have to reapply from scratch.
If You’re Denied or Benefits Are Cut
You have 90 days from the effective date of the decision to request a fair hearing, and you can do it orally or in writing at your local office.18West Virginia Department of Health and Human Resources. Fair Hearing and Conference Request Form A state hearings officer runs it, and you can bring anyone you want to help.
One timing point to catch: if you request the hearing before the date your benefits are actually reduced or cut off, they continue at the current level until the hearing is decided. Wait until after the reduction takes effect and you can still appeal, but you’ll receive the lower amount in the meantime. Read any adverse action notice carefully for that effective date.
