Apply for LIHEAP in Illinois Online: Documents, Steps, and Timing

To apply for LIHEAP in Illinois online, go to helpillinoisfamilies.com and submit the Request for Services form, which routes to the community action agency serving your county.1Illinois Department of Commerce and Economic Opportunity. How To Apply – Utility Bill Assistance The 2025–2026 application window runs from October 1, 2025 through August 15, 2026, and standard heating benefits range from $58 to $2,564 based on household size, income, and energy costs.2The LIHEAP Clearinghouse. Illinois LIHEAP Profile Funding can run out before the closing date, so applying as soon as your window opens matters.

When You Can Apply

Illinois stages its application windows. October 1 is the earliest opening, and it is reserved for households that include at least one of the following: an adult aged 60 or older, a person with a documented disability, a child aged five or under, or anyone whose utilities have been disconnected, face disconnection within seven days, or whose propane tank is below 25% capacity.1Illinois Department of Commerce and Economic Opportunity. November 1 is when the program opens to every other income-eligible household. There is no later phase. After that, applications stay open continuously through August 15, 2026, subject to funding.

Who Qualifies

Eligibility is based on your household’s total gross income for the 30 days before you apply. Gross means before taxes, insurance, or child support are deducted, and every household member’s income counts. For the 2025–2026 program year, the 30-day income limits are:3Illinois Department of Commerce and Economic Opportunity. LIHEAP Flyer 2025-26

  • 1 person: $3,332
  • 2 people: $4,357
  • 3 people: $5,382
  • 4 people: $6,407
  • 5 people: $7,432
  • 6 people: $8,457

You also have to be an Illinois resident. U.S. citizens who meet the income and residency rules qualify. Noncitizens qualify if they fall into a “qualified” immigration category — green card holders, refugees, asylees, and people paroled into the country for at least one year, along with citizens of the Federated States of Micronesia, the Marshall Islands, and Palau under the Compacts of Free Association as of 2024.4Administration for Children and Families. Documents to Have Ready Before You Open the Form

Gather everything first. Leaving the page partway through to hunt for a bill often means restarting. You’ll need:

  • Social Security cards or ITIN documentation for every person in the household
  • Proof of gross income for all household members aged 18 and older, covering the 30 days before the application date — pay stubs, Social Security award letters, unemployment statements, pension letters, or a written statement for cash wages
  • A current heating bill and a current electric bill, issued within the last 30 days, showing the account holder’s name, service address, and account number
  • A disconnection notice if you’re applying under the emergency priority

If utilities are included in your rent, you’ll need a written statement from your landlord with the service address, the utility account number, usage amount, and the landlord’s signature.

Filling Out the Online Form

The Help Illinois Families portal uses two separate links for the Request for Services form: one for Cook County residents and one for everyone else in Illinois.5Illinois Department of Commerce and Economic Opportunity. Community Action Agencies – Help Illinois Families Pick the right one from helpillinoisfamilies.com before you start.

The form asks for personal details, household composition, utility provider names, account numbers from your most recent bills, and your heat source (natural gas, propane, electric, and so on). Enter gross income amounts, not take-home. Upload supporting documents as clear photos or scanned PDFs; blurry uploads are one of the most common reasons agencies call back for more information, which delays the benefit.

Before submitting, check the summary screen against your paper documents. A mistyped account number means the payment goes nowhere. Save the confirmation number you receive — that’s your proof the request went through.

If the online form isn’t workable for your situation, you can apply directly through your local community action agency. DCEO maintains a county directory on its website.1Illinois Department of Commerce and Economic Opportunity. After You Submit

Your application goes to the community action agency serving your county. A representative will contact you by email or phone to confirm eligibility and calculate your benefit. If three weeks pass with no word, DCEO advises contacting the agency directly rather than waiting longer.1Illinois Department of Commerce and Economic Opportunity. Respond quickly if the agency asks for replacement documents. An unanswered request can stall or sink the application. Once approved, LIHEAP pays the benefit directly to your utility provider as a credit on your account — not to you. The amount depends on household size, income level, fuel type, and location within the state, with the largest benefits going to households that have the lowest incomes and highest energy burdens.2The LIHEAP Clearinghouse. Ask About These Programs in the Same Application

Several related forms of help run through the same agency, and the window to add some of them is narrower than LIHEAP itself.

The Percentage of Income Payment Plan (PIPP) is open only from October 1 through December 31. If you qualify for LIHEAP, you can apply. Under PIPP, you pay 6% of your household’s gross monthly income toward utility bills, and LIHEAP covers additional costs up to $100 per month on your primary utility account and $50 per month on a secondary account. Keeping up with your share can lead to forgiveness of some past-due balances over time. You cannot sign up for PIPP after December 31, so raise it when you apply.

Reconnection and crisis assistance is available if your service has already been shut off, if a shutoff is within seven days, or if your propane tank is below 25% capacity. You’ll need the disconnection notice or a fuel vendor statement showing the tank level. Crisis payments are processed faster than standard applications.

Furnace repair or replacement may be covered if you own your home and the heating system is broken or has been declared unsafe by a fuel vendor.6Administration for Children and Families. Low Income Home Energy Assistance Program Funding is limited and not every qualifying homeowner receives it; ask your local agency whether funds are still available. Renters would need their landlord to handle heating equipment.

Weatherization is a separate federal program with overlapping income rules, covering insulation, sealing, and furnace tune-ups that permanently reduce energy use. Applying for LIHEAP does not enroll you, but your community action agency can connect you to the right provider.7U.S. Department of Energy. How to Apply for Weatherization Assistance

If You’re Denied

You have 30 days from the date of the denial to request an informal conference with your local agency. The conference can happen by phone, but putting the request in writing and keeping a copy protects you if a dispute follows. The agency must hold the conference within 15 days and send a written decision afterward.

If that doesn’t resolve the issue, you can request a state-level review through the Illinois Department of Healthcare and Family Services within 30 days of the agency’s decision. A staff member reviews the file and responds in writing within 15 days. From there, a formal hearing before a state hearing officer is available on request within 30 days, and judicial review in court is available within 35 days of the hearing decision.
