Two regional special-district taxes apply through most of the county. City Rates and the Address That Applies

Which Address Sets the Rate
Colorado uses destination-based sourcing. Tax is calculated on where the buyer receives the goods, not where the seller sits. If a Littleton business ships to a customer in Aurora, Aurora’s combined rate applies. Colorado Revised Statutes 39-26-104(3)(a) sets a hierarchy: the seller’s location applies for in-store pickup; otherwise the delivery address controls, with the billing address or shipping origin as fallbacks when the delivery address is unknown.
What’s Taxed and What’s Exempt
Sales tax applies to most tangible personal property, including clothing, electronics, furniture, and building materials. Certain services are taxable too, such as telecommunications and short-term lodging. Several categories are exempt at the state level, though local rules can differ.
Food and Groceries

Prepared food, hot food, and restaurant or deli items sold for immediate consumption do not qualify. Prescription Drugs and Medical Devices
Prescription medications are exempt. Colorado treats digital goods the same as physical products. Online and Marketplace Purchases

County and city use taxes are separate. Vehicle Purchases
Cars work differently. Sales tax on a vehicle is not collected at the dealership register. Private-party and out-of-state purchases work the same way. Buy a used car from a friend or drive one home from another state and you still owe the full combined tax at registration. If You Run a Business: Licensing and Filing
Any business making retail sales in Colorado needs a sales tax license before its first transaction. The license costs $16, is issued on a two-year cycle, and new applicants also post a $50 deposit that gets credited against future sales tax owed. Each selling location needs its own license. - $600 or more per month: monthly, due by the 20th of the following month.
- Under $600 per month: quarterly, due by the 20th of the month after the quarter ends.
- $15 or less per month: annually, due January 20.

Late Payment Penalties
Missing a filing deadline or underpaying triggers a penalty equal to the greater of $15 or 10% of the unpaid amount, plus 0.5% for each month the balance remains outstanding, capped at 18% total.21Colorado Department of Revenue.
