Are CalWORKs and CalFresh the Same? Benefits and Eligibility

CalWORKs and CalFresh are two different California benefit programs that are easy to mix up because many families receive both. The short version of CalWORKs vs CalFresh: CalWORKs pays monthly cash aid to low-income families with children and can be spent on anything the household needs, while CalFresh loads food-only benefits onto an EBT card and is open to a much wider range of low-income Californians, including single adults. The eligibility rules, benefit amounts, work requirements, and time limits are separate for each program.

What Each Program Pays

CalWORKs, short for California Work Opportunity and Responsibility to Kids, gives cash aid and services to families with children who are in financial need.1California Department of Social Services. County welfare departments run the program locally under state rules.

The monthly grant depends on family size, region, and other household income. As of October 2023, a family of three with no other income in Region 1 (which covers most of California’s urban counties) receives about $1,171 per month, and the 2025–26 state budget did not change maximum grant amounts.2Legislative Analyst’s Office. CalFresh is California’s name for the federal Supplemental Nutrition Assistance Program (SNAP), which replaced what used to be called food stamps.3California Department of Social Services. Maximum monthly CalFresh benefits for October 2025 through September 2026:

  • 1 person: $298

Those are ceilings. Actual benefits depend on income and monthly expenses like rent and utilities, so most households receive less than the maximum.4California Department of Social Services. CalFresh

The spending rules differ too. CalFresh covers most grocery items: fruits, vegetables, meat, dairy, bread, cereals, snack foods, non-alcoholic beverages, and even seeds or plants that grow food for the household. It cannot be used for alcohol, tobacco, vitamins or supplements, hot prepared foods, pet food, cleaning supplies, or personal care items.5Food and Nutrition Service. What Can SNAP Buy? Who Qualifies

CalWORKs is only for families with children. A core requirement is that a child in the home be deprived of parental support or care through a parent’s absence, disability, or unemployment.6California Department of Social Services. Income

CalFresh uses a two-tier test for most households. For October 2025 through September 2026, a household of three must have gross monthly income at or below $2,888 (130% of the federal poverty level) and net monthly income at or below $2,221 (100% of the federal poverty level). Households that qualify for Modified Categorical Eligibility only need gross income below 200% of the federal poverty level, which is $4,442 for three people.7County of Santa Clara Social Services Agency. Assets

Most California households face no CalFresh asset limit. If everyone in your household has income under 200% of the federal poverty level, or if you have an elderly or disabled member with income under that threshold, no asset test applies. Where a test does apply (typically because of a program violation or sanction), the limit is $2,750, or $4,250 if the household includes an elderly or disabled member.

CalWORKs has its own resource limits. Personal property, vehicles, and bank accounts all factor in, though certain items are exempt, including the home you live in and one vehicle.

Immigration Status

Both programs restrict eligibility based on immigration status, and the details differ. CalWORKs is available to U.S. citizens and certain qualified noncitizens, including refugees, asylees, individuals paroled as refugees, certain trafficking and crime victims, and lawful permanent residents who meet specific criteria. CalFresh has similar federal restrictions, but California funds a separate program called the California Food Assistance Program (CFAP) for noncitizens who are ineligible for CalFresh solely because of their immigration status, such as lawful permanent residents who have not met the five-year residency requirement.9California Department of Social Services. Work Requirements

Both programs can require work or work-related activity, but they look very different in practice.

Most adults on CalWORKs cash aid must take part in the Welfare-to-Work program, which means 20, 30, or 35 hours per week of approved activities depending on the situation. Those activities can include college coursework, vocational training, job skills classes, community service, or actual employment.10California Department of Social Services.   • Age 60 or older
  • Under 16, or under 19 and in school full-time
  • Pregnant
  • Caring for a child under age 2
  • Unable to participate due to a disability
  • Caring for a household member who cannot care for themselves
  • A domestic abuse survivor with a waiver

Many of those exemptions also stop the 60-month time-on-aid clock.10California Department of Social Services. Welfare-to-Work (WTW) Program

CalFresh work rules are narrower. They mainly apply to able-bodied adults without dependents (ABAWDs) between ages 18 and 54, who may need to work or take part in a work program for at least 80 hours per month. Missing the requirement can cost you benefits after three months out of every three-year period.11Food and Nutrition Service. SNAP Work Requirements Families with children, elderly individuals, and people with disabilities are not subject to the ABAWD time limit.

Time Limits

This is one of the biggest practical differences. CalWORKs has a 60-month cumulative lifetime limit on cash aid for adults. Every month you have received CalWORKs since January 1998, in California or any other state, counts toward that clock. Certain months are “clock-stoppers”: a verified disability expected to last at least 30 days, being age 60 or older, caring for an ill household member, or holding a domestic abuse waiver.12California Department of Social Services. CalFresh has no lifetime limit. As long as you keep meeting income and other eligibility rules, food benefits can continue indefinitely. The only time restriction is the ABAWD rule above, and even that resets when the three-year period ends.

How the Two Programs Fit Together

The programs are separate, but they are designed to work alongside each other, and many families receive both.

If every member of your household already receives CalWORKs, the household is considered “categorically eligible” for CalFresh, which means it automatically meets CalFresh’s income and asset rules without a separate financial determination.14County of Santa Clara Social Services Agency. CalWORKs approval also opens the door to Medi-Cal. When CalWORKs is granted, eligibility under Section 1931(b) Medi-Cal is established automatically.15County of Santa Clara Social Services Agency. Neither CalWORKs cash nor CalFresh benefits count as taxable income. The IRS excludes need-based public welfare payments from gross income, so you do not report either on your federal tax return.16Internal Revenue Service. How to Apply

You can apply for CalWORKs, CalFresh, or both through BenefitsCal, California’s online benefits portal. The application takes roughly 30 to 60 minutes, and you can save your progress and come back later if you create an account.17BenefitsCal.
