Arizona Car Tint Laws: Limits, Exemptions, and Penalties

Arizona car tint laws allow film on every window, but front side windows must let at least 33% of visible light through, with a 3% tolerance that makes a reading as low as 30% legal. Rear side windows and the back window have no darkness limit at all. The windshield can only carry a non-reflective tint strip across the top, and no window film may exceed 35% reflectivity. The rules sit in Arizona Revised Statutes ยง 28-959.01.1Arizona Legislature. Arizona Code 28-959.01 – Materials on Windows or Windshield; Exceptions; Requirements; Violation; Definitions

How Dark Each Window Can Legally Be

The 33% front-side limit measures the combined light transmission of the factory glass and the film together, not the film by itself. Factory automotive glass already blocks some light on its own, so a film rated at 33% installed over factory glass will measure darker than 33% once combined. The built-in 3% tolerance gives a small cushion, but a shop that only looks at the film’s label can still put you over. Ask for a meter reading on the finished install.

Behind the driver, Arizona imposes no VLT floor. Rear side windows and the back glass can be tinted as dark as you want, up to fully opaque film, as long as the vehicle has outside mirrors on both sides that show at least 200 feet of road behind you. If you tint the back window at all, those dual side mirrors become mandatory.1Arizona Legislature. The windshield is the strictest piece of glass. Only a transparent strip across the top portion is allowed, and the statute defines “top portion” by measurement: the bottom edge of the film must sit at least 29 inches above the undepressed driver’s seat. That line roughly matches the AS-1 mark stamped into most windshields, but it isn’t identical on every vehicle. The strip cannot be red or amber.1Arizona Legislature. Reflectivity Cap

Darkness is only half the test. Arizona caps luminous reflectance at 35% on front side, rear side, and back windows, with the same 3% tolerance. The limit targets mirror-finish films that bounce the state’s bright sun back at other drivers. A film can meet the VLT rule and still be illegal because of its reflective finish.1Arizona Legislature. Certified Film and Mirror Requirements

Every tint film sold for use in Arizona must be certified by its manufacturer to the state director of transportation as meeting the reflectivity and transmittance standards. Shopping for a product that carries Arizona compliance certification is the simplest way to avoid buying film that cannot legally be installed. The dual outside mirror rule tied to any rear-window tint is enforced independently of the film itself.1Arizona Legislature. Medical Exemption for Darker Tint

If sunlight exposure is a medical problem for you, Arizona issues a window tint medical exemption that permits darker-than-standard film on the front side, rear side, and back windows. The exemption does not cover the main area of the windshield.2Arizona Department of Transportation. Application for Window Tint Medical Exemption

To qualify, a Doctor of Medicine, Doctor of Osteopathic Medicine, Naturopathic Medical Doctor, or Ophthalmologist must certify on the application that you need shielding from direct sunlight and that ordinary eye protection isn’t enough. Other healthcare providers can’t sign the form. Conditions commonly cited include lupus, severe photosensitivity, and certain skin disorders.2Arizona Department of Transportation. Application for Window Tint Medical Exemption

Send the completed form to the ADOT Motor Vehicle Division’s Medical Review Program by mail or email. After approval, you receive a certificate to keep in each vehicle you own, and the exemption extends to vehicles in which you’re a regular passenger. Showing the certificate during a traffic stop confirms the darker tint is authorized.3Arizona Department of Transportation. Medical Review – Section: Window Tinting Exemption

What Happens If Your Tint Is Illegal

Officers carry a handheld tint meter and measure your windows on the spot. A reading below the legal threshold, after the 3% tolerance, is a civil traffic moving violation.1Arizona Legislature. Arizona Code 28-959.01 – Materials on Windows or Windshield; Exceptions; Requirements; Violation; Definitions

Fine amounts vary by court. First offenses commonly run $100 to $250 before Arizona’s mandatory surcharges, which can nearly double the base amount. Repeat violations run higher. Many courts treat tint citations as correctable: remove the illegal film, show proof, and the fine is reduced or dismissed. Miss the court deadline and you’ll owe the full fine plus added fees.

The citation also lands on your driving record as a moving violation and can push your insurance premium up at renewal. If you crash a car with illegal tint, your insurer may decline to pay for damage to the tinted glass. Telling your insurer about aftermarket tint up front avoids claim surprises later.

Driving Out of State

Arizona’s 33% front-side limit is more permissive than many states’ rules, and other states don’t honor your home-state tint standard when you drive through. A tint job that is legal in Phoenix can draw a ticket in California or Illinois. If you cross state lines regularly, pick a VLT that satisfies the strictest state on your usual route.
