Arizona Dealer Plates: Uses, Records, and Penalties

Arizona dealer plates let a licensed motor vehicle dealer drive unregistered inventory on public roads for specific business purposes set out in A.R.S. §§ 28-4532, 28-4533, and 28-4535. The Arizona Department of Transportation Motor Vehicle Division (MVD) issues the plates, the fee is modest, and the application is quick once you hold a dealer license. The usage rules are where dealers get into trouble, and misuse carries a civil penalty of up to $500 per violation.1Arizona Legislature. Who Can Get Them and How Many

You must hold a current Arizona motor vehicle dealer license before you can apply for plates. The number you can receive depends on your license type, and for used and wholesale dealers, on how many vehicles you sold in the prior license year.2Arizona Legislature. Arizona Code 28-4533 – Dealer’s Certificate; Dealer License Plates; Fees

  • New motor vehicle dealers: up to 150 plates.
  • Used motor vehicle dealers: up to 15 plates, plus one additional plate for every 50 vehicles sold in the prior license year.
  • Wholesale motor vehicle dealers: 2 plates, plus one additional plate for every 50 vehicles sold in the prior license year, capped at 10 total.

Wholesale dealers face an extra hurdle. Before each license continuation date, you have to prove to the MVD that you sold at least 10 vehicles to licensed new or used dealers during the previous license year. If you don’t submit that evidence, the department cancels your dealer plates.2Arizona Legislature. Arizona Code 28-4533 – Dealer’s Certificate; Dealer License Plates; Fees

How to Apply and What They Cost

Fees per plate are set by statute:2Arizona Legislature. Arizona Code 28-4533 – Dealer’s Certificate; Dealer License Plates; Fees

  • Motor Vehicle Dealer (DL) or Trailer (TR): $30 per plate.
  • Motorcycle Dealer (MD): $10 per plate.

What You Can Do With a Dealer Plate

A.R.S. § 28-4532 recognizes three categories of permitted use.1Arizona Legislature. Arizona Code 28-4532 – Dealer Owned Vehicles; Registration Exemption; Use of Dealer Plates; Civil Penalty

The first is business operations by you or your employees. This covers the everyday work: moving inventory between lots, driving vehicles to and from service, delivering a trade to another dealer.

The second is demonstration drives by prospective buyers. A customer can take a passenger vehicle out for up to 48 hours, or an unladen pickup or truck for up to 72 hours. Going past those windows without registering the vehicle is a violation.

The third is contractor prep work. A vehicle can be driven to a contractor’s permanent place of business for work that prepares it for sale, such as body repair, window tinting, audio installation, or undercoating, provided the contractor is operating under a contract with the dealer.

Personal Use

Personal use is allowed, but narrowly. The vehicle has to be assigned on a full-time basis to the dealer or a full-time employee, and a written record of that assignment has to be kept as required by A.R.S. § 28-4535.1Arizona Legislature. Arizona Code 28-4532 – Dealer Owned Vehicles; Registration Exemption; Use of Dealer Plates; Civil Penalty The privilege runs only to the assigned individual. A spouse, family member, or part-time employee cannot drive the vehicle on the dealer plate.

This is where dealers most often slip up. Handing the keys to someone outside the dealer-or-full-time-employee circle, for anything other than a documented test drive, falls outside the statute.

What’s Off-Limits

Even on vehicles you own, dealer plates cannot be used in several situations:1Arizona Legislature. Arizona Code 28-4532 – Dealer Owned Vehicles; Registration Exemption; Use of Dealer Plates; Civil Penalty

  • Sold vehicles. The plate has to come off at the moment of sale; the buyer needs their own registration.
  • Leased or rented vehicles. If you lease or rent a vehicle to a customer, no dealer plate.
  • Work or service vehicles. Shop trucks, parts-runner vans, or anything used as a work vehicle cannot carry a dealer plate. The one exception is a vehicle owned by a new motor vehicle dealer that participates in a manufacturer’s service program.
  • Loaded cargo haulers. A cargo vehicle cannot be driven on a dealer plate while loaded, unless the load is no more than three dealer-owned vehicles being transported for resale.

Records You Have to Keep

You must maintain a written log for every plate, available for inspection by the MVD, highway patrol, or any peace officer at any time.5Arizona Legislature. Arizona Code 28-4535 – Dealer Records; Replacement; Fee For each plate the record must show:

  • The date the plate was assigned to the vehicle.
  • The make, type, year, model, and vehicle identification number (VIN).
  • The name and address of the person the plate is assigned to.

Penalties for Misuse

A violation of the usage rules under A.R.S. § 28-4532 carries a civil penalty of up to $500 per violation.1Arizona Legislature. Arizona Code 28-4532 – Dealer Owned Vehicles; Registration Exemption; Use of Dealer Plates; Civil Penalty The dollar figure is only part of the exposure. Plates are tied directly to your dealer license, and a pattern of violations can draw broader administrative consequences for the license itself. If a new license number is assigned to you for any reason, you also have to order new plates.6Arizona Department of Transportation. Compliance Requirements
