The Arizona Vehicle License Tax (VLT) is an annual, value-based fee you pay when you register or renew a vehicle, and it takes the place of the property tax that would otherwise apply to your car. It is almost always the largest line on your registration bill. The amount is set by a statewide formula tied to your vehicle’s original factory price, so what you owe is predictable from the moment you buy the car.
How the VLT Is Calculated
The formula starts with the manufacturer’s base retail price, meaning the factory price before any dealer-added options or destination charges. Accessories thrown in at the dealership do not raise your tax.1Arizona Legislature. Arizona Revised Statutes 28-5801 – Vehicle License Tax Rate; Definitions
In the first 12 months after a vehicle is initially registered, its assessed value is 60% of that base price. Every year after that, the assessed value drops by 16.25% from the prior year’s figure. The tax rate applied to each $100 of assessed value depends on whether the vehicle is in its first registration year or any year after:
- First year (new vehicle): $2.80 per $100 of assessed value.
- Each year after: $2.89 per $100 of assessed value.
The minimum VLT is $10 per year. Once annual depreciation drives the calculated amount below $10, the floor applies for as long as you keep registering the vehicle.1Arizona Legislature. Arizona Revised Statutes 28-5801 – Vehicle License Tax Rate; Definitions
A Sample Calculation
Take a new car with a manufacturer’s base retail price of $30,000. The first-year assessed value is 60% of that, or $18,000. The VLT works out to $18,000 ÷ 100 × $2.80 = $504.
In the second year, the assessed value drops 16.25% to $15,075 and the renewal rate applies: $15,075 ÷ 100 × $2.89 ≈ $435.67. By year five, the assessed value is roughly $8,870, producing a tax near $256. The number keeps shrinking each year until it hits the $10 floor.
Used Vehicles
If you buy a used car, Arizona does not use what you paid for it. The state looks up the vehicle’s original manufacturer’s base retail price and applies the 16.25% annual depreciation for every year since it was first registered.2Arizona Department of Transportation. ServiceArizona Fees Page A five-year-old car already has five years of depreciation baked into its assessed value regardless of the sale price. Used vehicles always use the $2.89 renewal rate, not the $2.80 first-year rate.
Who Qualifies for an Exemption
Disabled Veterans
Arizona waives both the VLT and the registration fee for two categories of veterans. Veterans who acquired a vehicle through financial aid from the U.S. Department of Veterans Affairs pay no VLT on that vehicle or any replacement. Veterans certified by the VA as 100% service-connected disabled are exempt on one personally owned vehicle, and the exemption carries over to a surviving spouse until remarriage or death.3Arizona Legislature. Arizona Code 28-5802 – Vehicle License Tax Exemption; Veterans Proof of VA aid or the disability determination has to be presented at initial registration.
Tribal Members
Enrolled members of a federally recognized tribe who live on their reservation and keep the vehicle on the reservation can claim an exemption. The authority comes from Arizona Constitution Article 20, Paragraph 5, which bars the state from taxing property on Indian reservations owned by tribal members.4Ballotpedia. Article 20, Arizona Constitution Claiming it requires completing a Tribal Exemption form, supplying a census number, and getting the form notarized or acknowledged by an MVD agent.5Arizona Department of Transportation. How and When You Pay
You pay the VLT at the same time you register or renew. There is no separate bill. To register a vehicle, you need the title (or your current out-of-state registration if transferring in), a completed Title and Registration Application (Form 96-0236), valid Arizona identification, and proof of residency.6Arizona Department of Transportation. Vehicle Title The Vehicle Identification Number lets the state pull the manufacturer’s base price that drives the formula.
Payment options include the AZ MVD Now online portal (credit card or electronic check), any Motor Vehicle Division office, or an authorized third-party provider. Third-party offices often keep longer hours but add a convenience fee on top of the MVD charges.7Arizona Department of Transportation. Authorized Third Party Driver License Locations After payment the state issues your registration tabs and certificate.
What a Late Registration Costs
Missing the deadline triggers an automatic penalty: $8 for the first month of delinquency and $4 for each additional month, capped at $100.8Arizona Legislature. Arizona Revised Statutes Title 28 Transportation 28-2162 This stacks on top of the VLT, so a full year of lapse adds roughly $52 in penalties alone. The penalty attaches the moment the vehicle is driven on a highway without current registration, and the same schedule applies if you fail to transfer a title within 30 days of acquiring a vehicle.
Deducting the VLT on Your Federal Return
Because the VLT is based on the vehicle’s value and charged every year, the full amount qualifies as a deductible personal property tax on your federal return. The IRS allows a deduction for personal property taxes that are “based only on the value of personal property” and “charged to you on a yearly basis.”9Internal Revenue Service. Topic No. 503, Deductible Taxes Arizona’s VLT meets both tests. You claim it on Schedule A under state and local taxes, so it only helps if you itemize instead of taking the standard deduction. The separate registration fee itself is not deductible; only the VLT portion is.
Where Your VLT Money Goes
The VLT is split four ways at the point of collection, with the shares written directly into the rate.1Arizona Legislature. Arizona Revised Statutes 28-5801 – Vehicle License Tax Rate; Definitions For the $2.89 renewal rate, roughly 45% goes to the Arizona Highway User Revenue Fund for highway construction and maintenance, about 25% to the county general fund, around 6% to county transportation, and about 25% to incorporated cities and towns based on population.10Arizona Legislature. Arizona Code 28-5808 – Vehicle License Tax Distribution The practical takeaway is that the tax funds roads and local government in the county where your vehicle is registered.
One boundary worth knowing: the VLT discussed here applies to motor vehicles registered for highway use. Arizona imposes separate in lieu license taxes on watercraft and aircraft under different statutes with different rates, so if you are registering a boat or plane, the numbers above do not apply.
