Arizona payroll tax registration runs through a single form, the Arizona Joint Tax Application (Form JT-1), filed before you issue the first paycheck. One submission opens both of the accounts an Arizona employer needs: state income tax withholding with the Department of Revenue, and unemployment insurance with the Department of Economic Security. Filing online through AZTaxes.gov is the fastest route, and there is no fee for the withholding or unemployment portions of the application.1Arizona Department of Revenue. Applying for a TPT License
Who Has to Register
Registration is tied to two separate obligations, with different triggers. Most employers hit both.
For state income tax withholding, the trigger is simple: any employer paying wages for work physically performed in Arizona must withhold Arizona income tax, no matter where the company is headquartered. There is no minimum wage threshold and no employee-count floor. One employee working in the state is enough.2Arizona Department of Revenue. Arizona Withholding Tax
For unemployment insurance, coverage begins when either of two thresholds is met: paying $1,500 or more in total wages during any calendar quarter, or having at least one worker on payroll for any part of a day in each of 20 different weeks within the current or preceding calendar year. The 20 weeks do not have to be consecutive.3Arizona Legislature. Arizona Code 23-613 – Employer A single full-time hire will cross one of those lines within a few months, so if you have Arizona employees, plan on registering for UI as well.
What to Gather Before You Open the Application
Have the following ready. Missing items will stall the filing:
- Your Federal Employer Identification Number (FEIN) from the IRS. In Arizona, your FEIN also serves as your state withholding ID number, so there is no separate withholding number to apply for or wait on.4Internal Revenue Service. What You Get Back
The Department of Revenue and the Department of Economic Security review your application separately, even though you filed a single form. Each agency notifies you independently when its review is complete.10Arizona Department of Economic Security. Applying for an Unemployment Insurance Tax Account Number
On the withholding side, there is no new account number to wait on. Because your FEIN doubles as your Arizona withholding ID, you can begin withholding from paychecks as soon as the Department of Revenue confirms your registration.5Arizona Department of Revenue. Employer Withholding Filing Obligations
On the unemployment side, the Department of Economic Security mails a Determination of Unemployment Insurance Liability. That document lists your UI coverage start date, your assigned tax rate, and your eight-digit Arizona UI employer account number.10Arizona Department of Economic Security. What You Owe Once You’re Registered
Registering opens the accounts. Filing keeps them in good standing.
Withholding Deposit Schedule
Arizona assigns your withholding deposit frequency based on average withholding over the previous four quarters:5Arizona Department of Revenue. Employer Withholding Filing Obligations
- Annual filing if your average withholding is under $200 per quarter.
- Quarterly filing if the average falls between $200 and $1,500.
- Monthly or more frequent filing if the average is above $1,500, matching your federal withholding deposit schedule.
New employers are placed on a schedule based on the wage estimate they provided on the JT-1. If actual payroll comes in higher than the estimate, the state can move you to a more frequent schedule.
Annual Reconciliation (Form A1-R)
Every Arizona employer must file Form A1-R by January 31 of the following year. It reconciles total compensation and Arizona income tax withheld for each employee during the calendar year. Copies of all W-2s reporting Arizona wages or Arizona tax withheld must be attached, and those attachments have to be filed electronically.12Arizona Department of Revenue. Form A1-R Instructions
Quarterly Unemployment Reports
UI reports are due April 30, July 31, October 31, and January 31, covering the preceding quarter. A late report carries a penalty of one-tenth of one percent of total wages paid during the quarter, with a minimum of $35 and a maximum of $200 per report.13Arizona Legislature. Arizona Revised Statutes 23-723 – Penalties for Failure to File Reports
New Hire Reporting
Every newly hired or rehired employee must be reported to the Arizona New Hire Reporting Center within 20 days of the hire date.14Arizona Department of Economic Security. Employer Requirements – Record Keeping This is a separate submission from your tax filings and is a common gap for small employers.
The Penalty for Skipping or Falling Behind
Arizona treats withheld income tax as money held in trust for the state. If you withhold from employee paychecks and fail to remit it on time, the Department of Revenue can add a penalty of 25% of the amount owed, absent reasonable cause.15Arizona Legislature. Arizona Code 42-1125 – Civil Penalties Definition That is the figure to keep in mind when deciding whether to put off registration or a deposit. The UI late-report penalty on top of it is smaller per filing, but it compounds across quarters and draws closer attention from DES.
