Arizona School Zone Speed Limit Laws: Fines, Points, and Dismissal

The Arizona school zone speed limit is 15 miles per hour, and it applies between the portable signs set in the road at an authorized school crossing whenever school is in session. Get caught speeding there and your fine doubles. Hit 35 mph or more and you’re no longer looking at a ticket — you’re facing a criminal misdemeanor.

Where the 15 MPH Limit Actually Applies

The rule lives in A.R.S. 28-797. It requires drivers to slow to no more than 15 mph when traveling between the portable signs that mark an authorized school crossing.1Arizona Legislature. Arizona Code 28-797 – School Crossings; Civil Penalty; Assessment; Definition The statute covers crosswalks in front of any school building or school grounds where children need to cross a roadway. It is not limited to elementary schools, despite a common assumption. Any school with an authorized crossing can trigger the zone.

Cities and towns sometimes post broader reduced-speed areas around schools, like 25 or 35 mph zones that stretch for a block or more. Those are separate rules. The 15 mph limit under A.R.S. 28-797 kicks in only between the portable signs at the authorized crossing itself.

When the Limit Is in Effect

This is not a round-the-clock rule. The 15 mph limit applies only when school is in session, meaning during school hours and the arrival and departure windows at opening and closing times.1Arizona Legislature. Arizona Code 28-797 – School Crossings; Civil Penalty; Assessment; Definition On weekends, holidays, and summer break, the regular posted limit governs.

The practical test is simple: look for the portable signs in the road. School authorities place them before each session begins and must remove them within one hour after it ends.1Arizona Legislature. Arizona Code 28-797 – School Crossings; Civil Penalty; Assessment; Definition Signs out, 15 mph applies — whether or not you can see any children. Signs down, it doesn’t.

Recognizing the Zone

Arizona layers its signage so you have warning before you reach the crossing. The first indicator is a permanent, fluorescent yellow-green pentagon showing two walking children.2Arizona Department of Transportation. Better Safe Than Sorry: Arizona School Zones Aim to Provide Safe Crossings It stays up year-round. It tells you a crossing is ahead but does not by itself activate the 15 mph limit.

The enforceable zone starts and ends at the portable signs. Those signs state that passing is prohibited, that school is in session, that drivers must stop for children in the crosswalk, and that fines are doubled.1Arizona Legislature. Arizona Code 28-797 – School Crossings; Civil Penalty; Assessment; Definition They must sit no more than 300 feet from each side of the crossing, so the zone can run up to 600 feet in total length. Expect yellow crosswalk markings and yellow center-line striping at the crossing itself.2Arizona Department of Transportation. What a School Zone Ticket Costs

When the portable signs include language that the civil penalty will double, that is exactly what happens. Anyone found responsible for violating the speed or passing rules at these crossings pays the standard civil penalty plus an additional assessment equal to that penalty.1Arizona Legislature. The base fine depends on how far over the limit you were. Arizona then adds a 13% surcharge, calculated on the base fine before doubling. Between the doubling and the surcharge, a school zone speeding ticket routinely runs several hundred dollars.

Drivers must also come to a complete stop at the school crossing when any person is in the crosswalk. Failing to stop is a separate violation under the same statute, with the same doubled-penalty structure.1Arizona Legislature. When Speeding Becomes a Crime

Hit 35 mph or more approaching a school crossing and the ticket becomes a criminal charge. A.R.S. 28-701.02 classifies that as criminal speeding, a Class 3 misdemeanor.3Arizona Legislature. Arizona Code 28-701.02 – Excessive Speeds; Classification Read that threshold carefully: it is 35 mph total, not 35 over the posted limit. In a 15 mph zone, 20 mph over the limit puts you in criminal territory.

A Class 3 misdemeanor carries up to 30 days in jail and a fine of up to $500, plus surcharges.4Arizona Legislature. Arizona Code 13-707 – Misdemeanor Sentences5Arizona Legislature. Arizona Code 13-802 – Fines A conviction also creates a permanent criminal record visible to employers, landlords, and licensing boards. That is the real line between a civil ticket and this charge.

Defensive Driving School to Dismiss the Ticket

For a civil school zone ticket, defensive driving school is usually the best move. Arizona lists violations under A.R.S. 28-797 as eligible, and completing an approved course keeps the violation off your record and avoids license points.6Arizona Judicial Branch. List of Eligible Violations

You are not eligible if you attended a course for another eligible violation within the 12 months before your current violation date.7Arizona Judicial Branch. Defensive Driving Schools You also cannot use the course if the violation involved a serious injury or fatal accident, or if you are trying to dismiss more than one violation at a time. Commercial license holders can attend, but only if they were driving a vehicle requiring a standard Class D or Class M license and not using it commercially.

The deadline is firm: finish the course at least seven days before your scheduled court date.7Arizona Judicial Branch. Defensive Driving Schools Eligibility is checked by the school after you register, not by the court in advance, so sign up early. One boundary to know: defensive driving is available only for civil violations. A criminal speeding charge under A.R.S. 28-701.02 cannot be resolved this way.

Photo Enforcement

Some Arizona cities use automated speed cameras in school zones. Phoenix rotates cameras through its 15 mph zones on a weekly basis throughout the school year.8City of Phoenix. Photo Safety Citations are mailed to the registered vehicle owner. You do not need an officer on the scene to get a school zone ticket.

Points and Insurance Aftermath

A speeding conviction adds 3 points to your Arizona driving record. Enough points can trigger mandatory traffic survival school or, at higher totals, a license suspension. The doubled fine is the immediate hit, but insurance is where the long-term cost shows up. School zone violations signal higher risk to insurers, and rate increases of 20% or more are common. Most auto insurers review your record for three to five years when setting premiums, which is why a single school zone ticket can easily add well over a thousand dollars in extra insurance costs. Add the doubled fine, surcharges, and any defensive driving course fees, and even a civil ticket can total $1,500 to $2,000 by the time it works through your premiums.
