To handle Arizona unemployment employer registration, file the Arizona Joint Tax Application (Form JT-1/UC-001) with the Arizona Department of Revenue, which shares the employment data with the Department of Economic Security so DES can determine your unemployment insurance liability.1Arizona Department of Revenue. Employer Withholding Filing Obligations The same form covers state income tax withholding, so you register for both at once. You should file as soon as you begin paying wages in Arizona.2Arizona Department of Economic Security. Applying for an Unemployment Insurance Tax Account Number
When You Have To Register
Arizona Revised Statutes Title 23, Chapter 4 sets the thresholds. Hitting any one of them makes you a liable employer.
A standard business becomes liable once it pays $1,500 or more in total wages during any calendar quarter in the current or preceding calendar year, or has at least one person on the payroll for part of a day in each of 20 different calendar weeks during that same period.3Arizona Legislature. Arizona Revised Statutes Title 23 – Section 23-613 The 20 weeks don’t have to run consecutively, and it doesn’t have to be the same employee each week. Most businesses that hire even one part-time worker cross one of these lines within a few months, which is why early registration is the safer move.
Agricultural and Domestic Employers
Agricultural employers face a higher bar: 10 or more workers in agricultural labor for part of a day in 20 different weeks, or $20,000 or more in cash wages for agricultural labor in any calendar quarter.3Arizona Legislature. Arizona Revised Statutes Title 23 – Section 23-613 Household employers who hire housekeepers, nannies, or in-home caregivers become liable at $1,000 or more in cash wages for domestic services in any calendar quarter.4Arizona Department of Economic Security. Successors and Nonprofits
If you buy an Arizona business that was already liable, you inherit liability on the acquisition date along with the predecessor’s experience rating account and any unpaid contributions, interest, or penalties it left behind.5Justia Law. Arizona Revised Statutes Title 23 – Section 23-733
Nonprofits meet the same general thresholds but have an option for-profit employers don’t: instead of paying regular UI contributions, a qualifying nonprofit can elect to reimburse the state dollar-for-dollar for benefits actually paid to its former employees. The election must be in writing to DES and binds the organization for at least three consecutive years.6Arizona Legislature. Arizona Revised Statutes Title 23 – Section 23-750
What To Have Ready Before You File
Gather these before you start the application. Any gap will stall processing.
- Federal Employer Identification Number. Sole proprietors with no employees may use a Social Security Number instead.
- Legal business name and a physical Arizona address. A P.O. Box won’t satisfy the physical location field.
- Entity type (sole proprietorship, corporation, S corporation, partnership, LLC, LLP, trust, or other option listed on the form).
- The date employees were first hired in Arizona, which sets the start of your liability period.
- The date you first paid, or expect to pay, $1,500 or more in gross wages.
- Full names, Social Security Numbers, titles, addresses, phone numbers, and ownership percentages for every owner, partner, corporate officer, or managing member.
All of these fields appear on Form JT-1/UC-001.7Arizona Department of Revenue. Arizona Joint Tax Application JT-1/UC-001

What You Get Back
DES will mail you a Determination of Unemployment Insurance Liability notice with your Arizona UI employer account number. You’ll use that number on every quarterly filing, payment, and piece of correspondence with DES going forward.1Arizona Department of Revenue. Employer Withholding Filing Obligations
New employers, other than successors, are assigned a tax rate of 2.0% for a minimum of two calendar years.10Arizona Department of Economic Security. Unemployment Insurance Tax Rate Chart FY26 That rate applies to the first $8,000 in gross wages paid to each employee during the calendar year; wages above $8,000 per individual employee are not subject to UI tax.11Arizona Legislature. Arizona Revised Statutes Title 23 – Section 23-622 After the initial period, DES moves you onto an experience-based rate and sends an updated rate notice each year.
Quarterly Reporting Starts Immediately
Once you’re registered as a liable employer, you file the Unemployment Tax and Wage Report (Form UC-018) every quarter, listing each employee’s name, Social Security Number, and total wages paid.12Arizona Department of Economic Security. Unemployment Tax and Wage Report Reports and payments are due by the last day of the month following each quarter: April 30, July 31, October 31, and January 31. Ongoing filings go through the Arizona Unemployment Tax and Wage System at uitws.azdes.gov, which is a separate portal from AZTaxes.gov. File a zero-wage report for any quarter in which you paid no wages rather than skip the filing.
What Late Filing Costs
A late report triggers a penalty of 0.10% of total wages paid that quarter, with a $35 minimum and a $200 maximum per report. Any unpaid tax also accrues interest at 1% per month, or any part of a month, until paid.12Arizona Department of Economic Security. Unemployment Tax and Wage Report Those charges compound across quarters, and DES can issue delinquency assessments and pursue collection on top of them. Set a reminder a week before each deadline and file electronically so you get immediate confirmation the report was received.
