Arkansas lets you earn a teaching license without an education degree through seven alternative certification routes, and the requirements are consistent across all of them: a bachelor’s degree, a passing Praxis Subject Assessment in your content area, three completed background checks, and enrollment in one of the recognized pathways. Most routes place you in a classroom as the teacher of record on a three-year provisional license while you finish the remaining training. The Arkansas alternative teacher certification requirements vary mainly in who qualifies, what training is bundled in, and whether you can teach elementary, special education, or counseling, which some routes exclude.
The Baseline Every Pathway Requires
You need a bachelor’s degree or higher from a regionally or nationally accredited institution.1Arkansas Department of Education. Pathways to Licensure – Alternate Routes You need to pass the Praxis Subject Assessment for the content area and grade level you plan to teach. Timing varies by program, but most require passing scores before you receive the provisional license or begin teaching.
You also have to clear three background checks: Arkansas State Police, FBI, and the Child Maltreatment Central Registry.2Arkansas Department of Education. Division of Elementary and Secondary Education – Background Checks All three must be completed before you can begin teaching. The state charges $11 to process the background check,3Arkansas Department of Education. Educator Effectiveness and Licensure – Background Checks fingerprinting through an approved vendor costs extra, and the licensure application itself is $75.4Arkansas Department of Education. GPA minimums are set by program rather than by the state. Arkansas Teacher Corps requires a 2.75. Some programs set the floor at 2.50 in the final 60 credit hours. The Provisional Professional Teaching License publishes no GPA minimum at all and relies on documented work experience instead.
The Seven Pathways and Who Each One Fits
Every alternative pathway issues the same three-year provisional license. The practical differences are eligibility, delivery, and content coverage.1Arkansas Department of Education. Pathways to Licensure – Alternate Routes
- Provisional Professional Teaching License (P-PTL): for professionals with at least three years of work experience in the content area they want to teach.
- Arkansas Professional Educator Pathway (ArPEP): the state’s own program, pairing coursework with classroom teaching through approved providers.
- American Board (ABCTE): an online certification route built around the organization’s own pedagogy and subject exams.
- Arkansas Teacher Corps (ATC): a selective, no-cost training program requiring a 2.75 GPA and a 21 ACT or 1650 SAT.
- iTeach: a program-based route requiring passing Praxis subject scores before the provisional license is issued.
- Teach for America (TFA): the national program, with Praxis subject assessments required before its summer institute.
- MathTrack Institute: specifically for middle school or secondary mathematics.
The right pathway depends on three things: whether you have deep work experience in your subject, what grade and subject you want to teach, and how much structured training you want. If you have the experience and don’t need the coursework, the P-PTL is the leanest route. If you need the structure or want to teach in an area the P-PTL excludes, a program-based pathway is the answer.
The P-PTL Route in Detail
The P-PTL skips program enrollment and leverages your professional background. You need at least three years of working experience in the content area and an offer of employment from an Arkansas public school or charter school.5Arkansas Department of Education. Rules Governing Educator Licensure You can teach part-time or full-time as the teacher of record.6Arkansas Department of Education. Licensure – Provisional Professional Teaching License
One hard limit matters before you plan anything else. The P-PTL is not available for Special Education, Elementary Education (K-6), or Guidance and Counseling.5Arkansas Department of Education. Rules Governing Educator Licensure For those areas, you need a program-based pathway such as ArPEP.
Your application has to include a letter of justification tying your professional credentials to the subject you want to teach, plus two professional letters of recommendation sent directly to DESE.5Arkansas Department of Education. Rules Governing Educator Licensure You must also pass the Praxis Subject Assessment in your content area before the license is issued.1Arkansas Department of Education. Pathways to Licensure – Alternate Routes
Each of the three years on a P-PTL, you must complete 12 hours of pedagogy training set by DESE, separate from any professional development your district requires. Training on the Danielson Framework for Teaching can count. DESE will rescind the license if you fail to complete the required training within one year of the licensure date.6Arkansas Department of Education. Licensure – Provisional Professional Teaching License
Any teacher with fewer than three years of classroom experience must receive mentoring support from the employing district or charter school.7Arkansas Department of Education. Novice Teacher Mentoring Manual SY 2024-2025 As a first-time P-PTL teacher you fall in that group no matter how many years of outside professional work you bring in, so your district will assign a mentor.
Program-Based Pathways
If you lack three years of subject-area work experience, or you want to teach elementary, special education, or counseling, you need a program-based pathway. These bundle in structured coursework and supervised field experience that the P-PTL doesn’t include.
ArPEP is the state’s own program and lets candidates teach while completing coursework toward a standard license. Candidates pursuing Elementary Education (K-6) or Special Education (K-12) through ArPEP must complete scientific reading instruction coursework and pass the Foundations of Reading test.8Arkansas Department of Education. The Arkansas Professional Educator Pathway – ArPEP Candidates in all other licensure areas complete the reading coursework at an awareness level.
ABCTE is entirely online and built around its own pedagogy and subject exams. If you want ABCTE licensure in social studies, you must also pass the Praxis Subject Assessment in that area. Middle school certification through ABCTE requires two subject area certifications.1Arkansas Department of Education. Pathways to Licensure – Alternate Routes Whichever program-based route you choose, you end up with the same three-year provisional license and move toward the same standard license.
About the Praxis
The Praxis Subject Assessment is the universal content test across every pathway. Which exam you take depends on the subject and grade level. Arkansas sets its own minimum passing scores, published on the DESE licensure assessments page.9Arkansas Department of Education. Division of Elementary and Secondary Education – Licensure Assessments Most pathways require passing before the provisional period begins, so build study and testing time into your transition timeline.
The Praxis Principles of Learning and Teaching (PLT) exam is required only for specific license areas, including Driver Education, Dyslexia, and Educational Examiner endorsements. It is not a universal requirement.9Arkansas Department of Education. Division of Elementary and Secondary Education – Licensure Assessments Where it applies, Arkansas sets passing scores by grade band: 157 for Early Childhood and Grades 7-12, and 160 for Grades K-6 and Grades 5-9.
Moving From Provisional to Standard License
The three-year provisional license is not renewable. The day it issues, the clock starts, and your job over those three years is to finish every requirement for the standard five-year license. You must complete a third year of teaching under the provisional license and submit documentation of that service to DESE.6Arkansas Department of Education. Licensure – Provisional Professional Teaching License
Conversion also requires completing all assigned pedagogy training and getting a recommendation from the superintendent of your employing district.5Arkansas Department of Education. Rules Governing Educator Licensure Classroom performance matters here. Arkansas evaluates teachers through the Teacher Excellence and Support System (TESS), a statewide observation framework.10Arkansas Department of Education. Teacher Excellence and Support System – TESS A superintendent watching consistent underperformance is unlikely to sign off, so take the annual pedagogy training seriously and ask for feedback early.
If three years pass without finishing, the provisional license expires and your authorization to teach ends. There is no extension and no renewal. At that point you’d have to look at whether another pathway fits or whether reinstatement is possible, which generally means applying from scratch.
What It Costs
Plan for several categories of expense. The state licensure application fee is $75, and whether your district reimburses it varies.4Arkansas Department of Education. Licensure – Renewing a License The background check processing fee is $11,3Arkansas Department of Education. Educator Effectiveness and Licensure – Background Checks with fingerprinting through an approved vendor on top. Praxis fees are set by ETS and typically run $90 to $170 per exam, charged again for each retake or additional content area.
Program tuition is the biggest variable. The P-PTL has no tuition since there is no program to enroll in. Arkansas Teacher Corps charges no tuition.1Arkansas Department of Education. Pathways to Licensure – Alternate Routes ABCTE, iTeach, and other program-based routes charge their own fees, with alternative certification programs nationally ranging from free to several thousand dollars depending on the provider and subject.
Shortage Areas and Loan Forgiveness
Arkansas publishes a list of teacher shortage areas every year, and these designations shape both demand for your subject and your eligibility for federal loan forgiveness. For the 2025-2026 school year, the shortage areas are art, computer science, English as a second language, foreign language, mathematics, music, science, and special education.11Arkansas Department of Education. Educator Effectiveness and Licensure – Educator Workforce Data Mathematics, science, and special education are also designated national high-need fields by the U.S. Department of Education.
The federal Teacher Loan Forgiveness Program can forgive up to $17,500 in Direct Loan or FFEL debt if you teach full-time for five consecutive years at a qualifying low-income school.12MOHELA. Teacher Loan Forgiveness The school must sit in a Title I-eligible district where more than 30 percent of students qualify for Title I services, and it must appear in the U.S. Department of Education’s annual directory of designated low-income schools. The $17,500 maximum applies to highly qualified math, science, and special education teachers; other qualifying teachers receive up to $5,000. Years taught on the provisional license count toward the five-year service requirement as long as you are full-time at an eligible school.
