To get a commercial learner’s permit in Arizona, you need to be at least 18 years old, hold a valid Arizona driver license, pass a federal DOT medical exam, and pass the written knowledge tests for the CDL class you want. The permit costs $12.50 for Class C and $25 for Class A or B, and it stays valid for 12 months.1Arizona Legislature. Arizona Code 28-3225 – Commercial Learner’s Permit2Arizona Legislature. Arizona Code 28-3002 – Fees; Driver Licenses; Disposition; Exemption Everything below is what the Arizona Motor Vehicle Division and federal rules actually ask of you, in the order you’ll hit it.
Age and License Prerequisites
You must be 18 to apply. Under 21, your permit limits you to intrastate commerce (no crossing state lines in a commercial vehicle) and bars you from hauling hazardous materials.1Arizona Legislature. Arizona Code 28-3225 – Commercial Learner’s Permit3Arizona Department of Transportation. Getting Your Commercial Driver License (CDL) Interstate driving and a hazmat endorsement both require you to be 21.
You also need a valid Arizona driver license already in hand. If you’re licensed in another state, convert to an Arizona license before you apply for the CLP.3Arizona Department of Transportation. Getting Your Commercial Driver License (CDL) Arizona expects at least one year of driving experience and compliance with the federal physical standards covered below.
Picking the Right Class
Your CLP has to match the CDL class you ultimately want. Pick wrong and you’ll retest.3Arizona Department of Transportation. Getting Your Commercial Driver License (CDL)
- Class A covers combination vehicles with a gross combination weight rating over 26,001 pounds when towing a unit heavier than 10,000 pounds. Tractor-trailers live here. A Class A also authorizes Class B, C, and standard Class D vehicles.
- Class B covers a single vehicle rated over 26,001 pounds, or that weight towing a unit of 10,000 pounds or less. Dump trucks, large buses, box trucks. A Class B covers Class C and D as well.
- Class C covers vehicles at or under 26,000 pounds that carry 16 or more passengers or transport placarded hazardous materials.
Class A and B permits cost $25. Class C is $12.50.2Arizona Legislature. Arizona Code 28-3002 – Fees; Driver Licenses; Disposition; Exemption
Documents to Bring
Arizona law requires your full legal name, date of birth, Social Security number, proof of Arizona residence, and proof of lawful presence in the United States.4Arizona Legislature. Arizona Code 28-3158 – Driver License or Instruction Permit Application The MVD publishes an acceptable-documents list, and arriving without the right paper is the fastest way to burn an appointment.
For identity, bring one original: a U.S. birth certificate, unexpired U.S. passport, permanent resident card, or certificate of naturalization. Hospital birth records don’t count.5Arizona Department of Transportation. CDL Documentation Requirements
For residency, bring two documents showing your name and physical Arizona address. Utility bills, rental agreements, and bank statements all qualify. If your current name differs from the name on your identity document, bring legal proof of the change (marriage certificate, court order), and make sure the Social Security Administration has your updated name on file at least 24 hours before your MVD visit.5Arizona Department of Transportation. CDL Documentation Requirements
Medical Exam and Self-Certification
You need a physical from an examiner listed on the FMCSA National Registry of Certified Medical Examiners.6Federal Motor Carrier Safety Administration. National Registry of Certified Medical Examiners The examiner files your Medical Examiner’s Certificate with the MVD electronically.3Arizona Department of Transportation. Getting Your Commercial Driver License (CDL) Plan on $75 to $150 for the exam, more at specialized providers.
The vision standard eliminates some applicants on the spot: at least 20/40 in each eye with or without correction, at least a 70-degree horizontal field in each eye, and the ability to distinguish red, green, and amber traffic signal colors.7Federal Motor Carrier Safety Administration. Examining FMCSA Vision Standard for CMV Drivers and Waiver Program
You also fill out a Medical Self-Certification form telling the MVD how you’ll operate. Four categories:8Federal Motor Carrier Safety Administration. How Do I Determine Which of the 4 Categories of Commercial Motor Vehicle (CMV) Operation I Should Self-Certify
- Non-Excepted Interstate (NI): cross state lines, must carry a federal medical card. Most CDL holders.
- Excepted Interstate (EI): cross state lines but only in federally exempt activities (school children, pipeline emergencies). No federal medical card required.
- Non-Excepted Intrastate (NA): Arizona only, state medical certification required.
- Excepted Intrastate (EA): Arizona only, in activities the state has exempted.
Drive in both interstate and intrastate commerce? Pick interstate. Drive in both excepted and non-excepted? Pick non-excepted. Picking wrong creates a database mismatch that can delay your eventual CDL.8Federal Motor Carrier Safety Administration. Written Knowledge Tests
Before the MVD issues the permit, you pass every written portion of the CDL exam for your class. Everyone takes the General Knowledge test (vehicle safety, pre-trip inspections, cargo handling, traffic law). Class A applicants add the Combination Vehicles test.3Arizona Department of Transportation. Getting Your Commercial Driver License (CDL)
Endorsements are additional knowledge tests taken at this stage:
- Air Brakes: without passing this, your CDL will carry a restriction barring air-brake vehicles.
- Tanker (N): liquid or gas in bulk.
- Passenger (P): buses carrying 16 or more.
- School Bus (S): required in addition to Passenger.
- Hazardous Materials (H): also requires a TSA background check.
- Doubles/Triples (T): two or three trailers.
Passing is 80%. Credit carries for sections you pass, so you only retake what you miss. Arizona allows unlimited retakes if you keep paying the fees.9Arizona Department of Transportation. How Many Tries Do I Have to Pass the CDL Tests?
What the Permit Lets You Do
The CLP authorizes supervised road practice in a commercial vehicle for up to 12 months.1Arizona Legislature. Arizona Code 28-3225 – Commercial Learner’s Permit10eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP) Solo driving on a CLP is illegal.
Federal rules layer on more restrictions:10eCFR. 49 CFR 383.25 – Commercial Learner’s Permit (CLP)
- No hazardous materials, regardless of endorsements.
- With a Passenger or School Bus endorsement on a CLP, no passengers other than your supervising CDL holder, test examiners, other trainees, and federal or state inspectors.
- With a Tanker endorsement, only empty tanks purged of hazmat residue.
- You cannot take the CDL skills test until at least 14 days after the CLP is issued.
If the 12 months run out before you pass the skills test, you reapply and may have to retest.
Entry-Level Driver Training
Easy to miss, and it stops the skills test cold if you skip it. Since February 2022, federal law requires anyone getting a Class A or Class B CDL for the first time, upgrading from Class B to Class A, or adding a Passenger, School Bus, or Hazardous Materials endorsement for the first time to complete Entry-Level Driver Training through a provider registered with the FMCSA Training Provider Registry.11Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)
Training has to be finished before you’re eligible for the skills test.12FMCSA Training Provider Registry. ELDT Applicability It includes classroom theory and behind-the-wheel work. Your provider reports completion to the FMCSA registry, and the MVD checks that database before scheduling your driving exam. No record, no test.
Costs run from a few thousand dollars for a Class B program to $5,000 or more for a full Class A course, depending on provider and location. Some trucking companies sponsor training in exchange for a post-licensing work commitment.
Military Skills Test Waiver
Active-duty or recently separated (honorable, within 90 days) military applicants may qualify to skip the skills test. You still take the written tests and the DOT physical, but the pre-trip inspection, basic vehicle control, and on-road portions can be waived.13Arizona Department of Transportation. Commercial Driver License (CDL) Skill Test Requirements You must have regularly operated an equivalent military commercial vehicle for the two years immediately before applying, with a clean record on the federal criteria.14eCFR. 49 CFR 383.77 – Substitute for Knowledge and Driving Skills Tests The 90-day post-separation window is tight; start before you leave the service if you can. The form is MVD 96-0680, filed with your DD-214 or active-duty ID.
Offenses That Can Block You
Some driving and criminal history disqualifies you from holding a CDL in Arizona, temporarily or for life. The most serious offenses carry lifetime bans when committed in a commercial vehicle, including DUI, leaving the scene of an accident, using a commercial vehicle in a felony, and causing a fatality through negligent driving.13Arizona Department of Transportation. Commercial Driver License (CDL) Skill Test Requirements Refusing a chemical test under Arizona’s implied consent law also triggers mandatory CDL disqualification. If anything in your recent record is in that territory, call the MVD before spending money on medical exams, training, and testing fees.
