AZ Title Application (Form 96-0236): Filing Window, Fees, and VLT

To title a vehicle you just bought in Arizona, complete the Arizona Title and Registration Application (Form 96-0236) with the vehicle description, purchase price, odometer reading, lienholder information if you financed, and every owner’s signature, then submit it to the Motor Vehicle Division within 15 days along with the signed title, your ID, proof of insurance, and payment for the vehicle license tax and fees.1Department of Transportation. The 15-Day Filing Window

Arizona law gives you 15 days from the purchase date to apply for a title.1Department of Transportation. Vehicle Title The clock starts the day money changes hands and you take possession. Dealers usually file the paperwork for you, but in a private-party sale the responsibility is entirely yours. Miss the window and you face late fees, and you cannot legally register the vehicle until the title transfer is finished.

What to Gather Before You Fill Out the Form

Form 96-0236 pulls information from several documents, so collect these first:

  • The original vehicle title signed and dated by the seller, or an Arizona Title Transfer Bill of Sale (Form 38-1306) for an Arizona-titled vehicle. For a brand-new vehicle from a dealer, you’ll get a Manufacturer’s Certificate of Origin instead.1Department of Transportation. Vehicle Title

  • Vehicle details: VIN, make, model, year, and the current odometer reading with the seller’s designation of actual, not actual, or exceeds mechanical limits.2Arizona Department of Transportation. Title Transfer Bill of Sale

Federal odometer disclosure rules exempt older vehicles: model year 2010 and older are exempt in 2026, while 2011 and newer still require a reading. Filling Out Form 96-0236

Download the Arizona Title and Registration Application from the MVD website or pick one up at any MVD office.5Department of Transportation. Title and Registration Application The form asks for:

  • A full vehicle description — year, make, model, body style, VIN, and fuel type.
  • The purchase price.
  • The odometer reading, carrying over the actual, not actual, or exceeds-limits designation from the title or bill of sale.
  • The lienholder’s name and address if you financed the vehicle.
  • The name, address, and signature of every owner being listed on the title.

Errors on this form are the most common reason for processing delays, so work slowly and match every entry to the underlying documents. The form also contains the section where you calculate the vehicle license tax you owe at submission.

Calculating the Vehicle License Tax

The vehicle license tax (VLT) is the largest single charge tied to your title application. The assessed value starts at 60% of the manufacturer’s base retail price during the vehicle’s first 12 months, then drops by 16.25% each following year.6Arizona Legislature. For a vehicle with a $30,000 base retail price:

  • Year 1: $30,000 × 60% = $18,000 assessed. VLT = $18,000 ÷ 100 × $2.80 = $504.
  • Year 2: assessed value drops 16.25% to $15,075. VLT = $435.67.
  • Year 3: assessed value drops to $12,625. VLT = $364.88.

Used vehicles pick up on the depreciation schedule already in progress, which is why older vehicles carry substantially smaller VLT bills. Run the numbers for your vehicle’s age before you enter the figure on Form 96-0236.

Other Fees and Taxes

Beyond the VLT, Arizona charges a $4 title fee, an $8 registration fee, and a $1.50 air quality research fee.7Arizona Department of Transportation. How Are My AZ Vehicle Registration Fees Calculated? Add a plate fee if you need new plates.

If you bought from a dealer, the dealer typically collects the 5.6% state transaction privilege tax at the point of sale.8Arizona Department of Revenue. When You Need a VIN Inspection or Emissions Test

If the vehicle was previously titled in another state, you need a Level I VIN inspection before Arizona will issue a new title. Any MVD office or authorized third-party provider can perform one. Rebuilt salvage vehicles, recovered stolen vehicles, and vehicles with questionable documentation get a more thorough Level II or Level III inspection conducted by peace officers at Enforcement and Compliance Division locations rather than regular MVD offices.9Department of Transportation. Emissions testing is required if your vehicle is registered or regularly driven in Area A (Maricopa, Yavapai, and Pinal counties) or Area B (Pima County), including commuting into those areas from outside.10Arizona Department of Transportation. Common exemptions include vehicles five model years old or newer, model year 1966 and older, electric, solar, and hydrogen-powered vehicles, motorcycles and ATVs, vehicles with engine displacement under 90 cubic centimeters, and classic or collectible vehicles with proof of appropriate insurance.10Arizona Department of Transportation. Where to Submit the Application

You have three options once the form is complete:

  • In person at any MVD office or authorized third-party provider. You’ll walk out with a temporary registration the same day.

MVD offices accept cash, checks, and credit or debit cards. Third-party providers may accept a different mix. After in-person submission you leave with a temporary registration, and the official title arrives electronically or by mail.

Military Nonresident Exemption

Active-duty military members and Public Health Service officers stationed in Arizona but legally residing elsewhere are exempt from the VLT portion of the calculation on Form 96-0236. You still register the vehicle, complete emissions testing if you’re in a covered area, and pay the standard registration fee. To claim it, bring either an affidavit for vehicle license tax exemption certified by your commanding officer or a current Leave and Earnings Statement showing a home of record outside Arizona.13Department of Transportation. If You’re the Seller Instead

Form 96-0236 is a buyer’s form, but if you’re on the selling side of the transaction, remove your license plates before the buyer drives away (Arizona plates stay with the seller), complete the transfer information on the back of the title, and file a Sold Notice at AZMVDNow.gov within 10 days of the sale.14Department of Transportation.
