Which Number to Call
Baltimore City runs separate lines for separate purposes. Calling the wrong one usually means being redirected, so match the number to the task:
- 410-396-3000 — Bureau of Revenue Collections Call Center. Use this for questions about a citation, to confirm the balance owed, or to check whether a payment has posted. Hours are Monday through Friday, 8:30 a.m. to 4:30 p.m.2City of Baltimore. Vehicle Citations

Paying by Phone
Before calling 866-377-0765, have your citation number from the ticket left on your vehicle and a credit or debit card ready. If you’re paying several tickets together, enter your license plate (tag) number instead and the system will pull up all outstanding citations under that plate.1Baltimore City. Vehicle Fines and Citations The tag number is printed in the top left corner of the citation.
One quirk to watch for: older Baltimore City citations used an 8-digit number. If yours has eight digits, add a leading zero to make it nine when entering it into any payment system.2City of Baltimore. Vehicle Citations A convenience fee applies to phone payments, so the amount charged will be slightly higher than the fine itself. Wait for the confirmation number at the end of the call and write it down. That’s your proof the payment went through.
Other Ways to Pay
Online, the city’s portal is at pay.baltimorecity.gov/parkingfines. Search by license plate or citation number and pay by card.2City of Baltimore. Vehicle Citations New citations can take up to two business days to appear (longer for handwritten tickets), and payments can take three business days to show as processed.
Important exception: if your vehicle has been booted, do not pay online. The city warns that an online payment while a boot is on your car can delay the release and may lead to a tow. Call the PayLock hotline at 877-590-3757 or pay in person at 200 Holliday Street.2City of Baltimore. Vehicle Citations
In-person payment at the Bureau of Revenue Collections is also the recommended route after a boot, since it skips the processing lag that comes with online transactions. Bring the citation or your plate number along with payment.4Baltimore City. Bureau of Revenue Collections
What Happens If You Don’t Pay
Fines climb quickly once a ticket sits. After 52 days from the issue date, the Maryland MVA adds a $30 flag fee to your record, and the city may add a $25 registration flag fee on top.1Baltimore City. Vehicle Fines and Citations You cannot renew your registration until every outstanding citation is paid in full and the MVA release is issued.2City of Baltimore. Vehicle Citations
Three or more unpaid citations over 30 days old makes your vehicle eligible to be booted at any time. Your car can also be towed before that threshold if you owe more than $1,000 in fines, have escaped a boot before, are parked illegally when enforcement finds you, or tamper with a boot already on the car.3Baltimore City. Towing in Baltimore City Impound costs run well above the original fine, so calling 410-396-3000 to sort out a balance is almost always cheaper than waiting.
If You Want to Contest the Ticket
Contesting a citation is not handled by the call center or the Bureau of Revenue Collections. You petition the District Court of Maryland directly. Parking citations go to 700 E. Patapsco Avenue, Baltimore, MD 21225. Camera citations (red light and speed) go to 5800 Wabash Avenue, Baltimore, MD 21215.5City of Baltimore. Parking Fine Trial Request
The city also accepts trial petitions through its online portal, but with a firm deadline: online petitions are not accepted for citations older than 45 days from the issue date.5City of Baltimore. Parking Fine Trial Request If you plan to fight the ticket, gather supporting evidence early, photos of obscured or missing signs, proof the vehicle was elsewhere, or documentation of a valid permit. The court will mail you a hearing notice once a date is set.
