Barrow County Tax Rates, Exemptions, and Payment Deadlines

Barrow County residents pay three main local taxes: property tax on real estate, an 8% combined sales tax on most retail purchases, and a one-time 7% Title Ad Valorem Tax when a vehicle is titled. Property tax is the one that moves the most money and gives you the most to manage. It’s calculated on 40% of your home’s fair market value, multiplied by the millage rate set each year by the Board of Commissioners, the Board of Education, and any city you live inside. The deadlines that matter most are April 1 to apply for exemptions, 45 days from your assessment notice to appeal a value, and December 20 (or the date set locally) to pay. Below are the Barrow County tax rates, exemptions, and deadlines you need to know.

How Property Tax Is Calculated

Every taxable property in Georgia is assessed at 40% of its fair market value.1Justia. Georgia Code 48-5-7 – Assessment of Tangible Property The Barrow County Board of Tax Assessors sets that fair market value, and the result is multiplied by the millage rate to produce your bill. A mill equals one dollar of tax for every $1,000 of assessed value.2Georgia Department of Revenue. Property Tax Millage Rates

A quick example: a home with a $300,000 fair market value has an assessed value of $120,000. At a 25-mill combined rate, the base tax is $3,000 before any exemptions come off.

Your actual bill stacks three possible rates: the county rate, the school rate, and a city rate if you live within municipal limits. Georgia does not run on a fixed revaluation cycle. The county compares property values against recent sales data every year and adjusts the digest when values drift.3Georgia Department of Revenue. Real and Personal Property – FAQ Your assessed value can change in any year, not just on a predictable schedule.

Homestead and Senior Exemptions

If you own and occupy your home as your primary residence on January 1, you qualify to apply for a homestead exemption that reduces the assessed value used to compute county and school taxes.4Department of Revenue. Property Tax Homestead Exemptions You apply once. The exemption stays with the property as long as you continue to own and live in it.

Barrow County layers several additional exemptions for residents 62 and older, all aimed at the school-tax portion of the bill. Which one you qualify for depends on age and income:

  • State partial exemption under O.C.G.A. 48-5-52: age 62+, combined Social Security and retirement income not above the maximum Social Security benefit, other income under $10,000. Reduces the school-tax assessed value.5Barrow County Tax Portal. Real Property – Section: Exemptions
  • Local partial exemption (HB 985): age 62+, non-retirement income under $20,000. $20,000 reduction on school taxes.5Barrow County Tax Portal. Real Property – Section: Exemptions
  • Enhanced local exemption (HB 1124): age 62+, household income below 250% of the federal poverty guideline for one person. $60,000 reduction on school taxes, stacked on HB 985.
  • Higher-income exemption (HB 1088): age 62+, income under $60,000. $140,000 reduction on school taxes.
  • Full exemption (HB 1087): age 70+, income under $113,000. Complete school-tax exemption on the home and up to five acres.

Income thresholds shift over time. Confirm the current figures with the Tax Commissioner’s office or the Board of Assessors before you apply.

Disabled Veteran Exemption

Veterans rated 100% disabled by the U.S. Department of Veterans Affairs, or compensated at the 100% level due to individual unemployability, qualify for a homestead exemption against all ad valorem taxes, including county, municipal, and school.6Justia. Georgia Code 48-5-48 – Homestead Exemption for Qualified Disabled Veterans The amount is indexed each year by the Secretary of Veterans Affairs. For 2025 it was $121,812.7Georgia Department of Veterans Service. Disabled Veteran Homestead Tax Exemption Surviving spouses may qualify under certain conditions. Bring your VA disability determination letter to the application.

How and When to Apply

File every exemption application with the Barrow County Board of Assessors by April 1 of the year you first claim it. You will need the homestead application, a Georgia driver’s license showing a Barrow County address, and a copy of your car registration or a current utility bill.8Barrow Assessor. Exemptions – Section: Homestead Exemption Senior exemptions also require your most recent federal Form 1040 to verify income. Miss April 1 and you wait another full year.

Appealing Your Property Tax Assessment

If the fair market value on your annual assessment notice looks too high, you have 45 days from the date the notice was mailed to file an appeal with the Barrow County Board of Tax Assessors.9Justia. Georgia Code 48-5-311 – Creation of County Boards of Equalization This is the single most important deadline in the process. Miss it and the assessed value is locked for the year.

Most homeowner appeals go to the county Board of Equalization, which decides disputes over value, uniformity, and taxability. Binding arbitration is an option if your dispute is strictly about value. After you file, the Board of Tax Assessors has 180 days to review and respond. If they do not respond within that window, your proposed value automatically becomes the assessed value for the year.

Bring evidence to the hearing. A recent appraisal, comparable sales from your neighborhood, photos documenting condition, or similar documentation. Vague disagreement will not move the number. If you still disagree after the Board of Equalization rules, you can appeal further to superior court.

Sales Tax Rate

Retail purchases in Barrow County carry Georgia’s 4% state sales tax plus four locally approved 1% levies: the Local Option Sales Tax (LOST), the Special Purpose Local Option Sales Tax (SPLOST), the Education Local Option Sales Tax (ELOST), and a regional Transportation SPLOST. The combined rate on most taxable goods and services is 8%. SPLOST revenue generally funds capital projects such as roads and government buildings; ELOST funds school construction and technology.

Georgia exempts groceries from the 4% state portion, though local sales taxes still apply to food. Prescription drugs and certain medical devices are also exempt from state sales tax. The local levies are voter-approved and time-limited, so the combined rate can shift when one expires or a new referendum passes.

Vehicle Title Tax (TAVT)

For vehicles purchased or titled on or after March 1, 2013, Georgia replaced the old annual vehicle ad valorem tax with a one-time Title Ad Valorem Tax. You pay it once, when the vehicle is titled, instead of every year on your birthday. The current rate is 7% of the vehicle’s fair market value as determined by the Georgia Department of Revenue.10Georgia Department of Revenue. Vehicle Taxes – Title Ad Valorem Tax (TAVT) and Annual Ad Valorem Tax A $30,000 vehicle generates $2,100 in TAVT at title.

TAVT applies every time a vehicle changes hands, not just on dealer purchases. Private sales, gifts, and family transfers all trigger it, though some immediate-family transfers qualify for a reduced rate.

If you move to Barrow County from out of state, register your vehicle within 30 days. You’ll need a valid Georgia driver’s license, the completed MV-1 title application, proof of insurance, and your TAVT payment, handled in person at the county tag office. Late registration penalties range from $100 to over $1,000.11Georgia.gov. Register a Vehicle

What Happens If You Pay Late

Georgia does not treat late property taxes casually. If your ad valorem tax is still unpaid 120 days past the due date, a 5% penalty is added. Another 5% hits every 120 days after that, up to a maximum of 20% of the original tax.14FindLaw. Georgia Code Title 48 Revenue and Taxation 48-2-44 Interest accrues on top of those penalties at a rate tied to the prime banking rate plus 3%. Unresolved balances can lead to a tax lien and eventually a tax sale of the property.

One narrow exception: homestead properties with an ad valorem tax balance of $500 or less are not subject to the penalty provisions.14FindLaw. Georgia Code Title 48 Revenue and Taxation 48-2-44 Above that threshold, don’t assume the county will wait. Contact the Tax Commissioner’s office to arrange payment before the penalty clock starts.
