What Income Is Taxed
The 1.60% rate applies to Medicare wages, salaries, other compensation, and net profits from businesses and rentals.2City Of Bellefontaine. Taxation Bonuses, vacation pay, commissions, and tips are all part of the calculation. If it lands on your paycheck as earned income, Bellefontaine taxes it.
Investment income does not count. Interest, dividends, capital gains, and other intangible income are exempt under Ohio’s municipal tax framework.3Ohio Legislative Service Commission. Ohio Revised Code Section 718.01 A savings account or brokerage account won’t add to your city bill.
Income That’s Exempt
Several categories fall outside the tax entirely under Ohio Revised Code 718.01(C):3Ohio Legislative Service Commission. Ohio Revised Code Section 718.01
- Social Security, railroad retirement, pensions, annuity payments, and similar retirement distributions.
- Disability income from private employers or any level of government.
- Standard unemployment compensation (supplemental unemployment compensation may be taxable).
- Pay and allowances for members of the armed forces and reserve components, including the National Guard.
- Payments from sickness, accident, or liability insurance policies.
A retiree whose only income is Social Security and a pension owes nothing to Bellefontaine, but should still check whether a return or a declaration of exemption is required using the city’s forms page.4City Of Bellefontaine. City of Bellefontaine Taxation Forms
Credit if You Work in Another City
Bellefontaine residents who work in another Ohio city with a municipal income tax get a credit of up to 0.666% for tax withheld by or paid to that other city.2City Of Bellefontaine. Taxation The credit does not zero out the Bellefontaine bill. With a 1.60% city rate and a 0.666% cap, roughly 0.934% is still due to Bellefontaine on income taxed elsewhere.
Say you work in a neighboring city with a 2% rate. That city withholds its full 2%. When you file with Bellefontaine, the 0.666% credit reduces your 1.60% liability, and you owe Bellefontaine the difference. This is where filers most often find an unexpected balance, especially when the work-city employer only withholds for its own jurisdiction.
Who Has to File
Every Bellefontaine resident age 18 or older must file a city income tax return, whether or not tax is owed.2City Of Bellefontaine. Taxation The requirement is universal. Even if withholding covered the full amount, or your income is fully exempt, the return still gets filed. Part-year residents file for the portion of the year they lived in the city.5American Legal Publishing. Codified Ordinances of Bellefontaine, Ohio – 191.05 Return and Payment of Tax
Non-residents who work in the city usually have Bellefontaine tax withheld by their employer. If withholding didn’t cover the full liability, a return is required and the balance is due. That includes situations involving a mid-year job change, an employer who didn’t withhold local tax, or self-employment income earned inside city limits.

Quarterly Estimated Payments
If you expect to owe $200 or more after withholding and credits, Ohio law requires quarterly estimated payments.7Ohio Legislative Service Commission. Ohio Revised Code Section 718.08 This most often affects self-employed filers, business owners, landlords with rental property in the city, and residents whose work-city rate is below Bellefontaine’s.
The 2026 quarterly due dates are April 15, June 15, September 15, and January 15, 2027. A declaration of estimated tax form is on the city’s forms page.4City Of Bellefontaine. Deadline, Extensions, and Penalties
The annual return is due April 15, aligned with the federal deadline.5American Legal Publishing. Codified Ordinances of Bellefontaine, Ohio – 191.05 Return and Payment of Tax If you need more time, send a copy of your federal extension request to the Bellefontaine Tax Department by April 15. The extension moves the filing deadline, not the payment deadline. Any tax owed is still due April 15.
Under Section 191.10 of the codified ordinances, missing the deadline costs the following:8American Legal Publishing. Codified Ordinances of Bellefontaine, Ohio – 191.10 Interest and Penalties
- Interest of 18% per year on any unpaid balance after the due date.
- A late payment penalty of $25 if you pay between April 16 and July 15, or $50 on July 16 or later.
- A late filing fee of $25 between April 15 and July 15, or $50 on July 16 or later. This applies even when no tax is owed, because filing is mandatory.
- Penalties under $5 are waived for first-time violations, though the city will still notify you of the infraction.
Eighteen percent interest adds up quickly. A $500 unpaid balance carried a full year would accrue $90 in interest on top of the flat penalty. Filing on time and paying what you can by April 15 is the cheapest path, even if the return isn’t perfect. You can amend later at no cost, but penalties and interest aren’t refundable.
