Bellevue B&O Tax: Rates, Exemptions, and Filing Rules

The Bellevue B&O tax is a gross receipts tax of 0.1596% on business income sourced to the city, owed by any business with more than $215,000 in annual taxable Bellevue receipts.1City of Bellevue. Gross Receipts B&O Tax If you occupy office space in Bellevue, a separate square footage tax may also apply to administrative floor area. Both pieces are reported on the same return but calculated independently, each with its own threshold, and missing one is a common filing error.

Who Has to Register and Who Actually Owes

Registration and tax liability are two different questions. You must register with Bellevue if you keep an office or place of business in the city, or if your activity inside city limits generates $4,000 or more in annual gross receipts.2City of Bellevue. Business Taxes and Licenses A connection to Bellevue can come from a storefront, warehouse, or office, or from sending employees in to perform work or deliver goods. Businesses based elsewhere can also trigger the obligation through enough economic activity in the city.

Owing tax is a higher bar. For 2026, businesses with $215,000 or less in annual taxable Bellevue receipts are exempt from the gross receipts portion.3City of Bellevue. Business & Occupation Taxes You still have to file a return. The threshold is cumulative across the calendar year, so a business that crosses $215,000 mid-year becomes liable for the full amount.

The Gross Receipts Rate

Bellevue uses one flat rate across all classifications: 0.1596%. Retailing, wholesaling, manufacturing, services, printing, and extraction all pay the same.1City of Bellevue. Gross Receipts B&O Tax That makes Bellevue simpler than the state B&O system, where rates differ sharply by category.

Classification still matters on the return itself. You allocate revenue into categories: retailing for consumer sales, wholesaling for sales to other businesses, manufacturing for goods produced in the city, and services for professional work like consulting, accounting, or legal services. A business that both manufactures and sells at retail splits the income between those classifications. The dollar amount owed is the same either way, but the reporting lines must match the activity.

The Square Footage Tax

The second component catches many filers off guard. Bellevue levies a square footage B&O tax on office space used for administrative work that supports sales occurring outside the city. Accounting, payroll, human resources, and legal functions that don’t directly produce local sales fall into this category.4City of Bellevue. Square Footage B&O Tax

For 2026, the rate is $0.3297475 per taxable square foot per quarter.4City of Bellevue. Square Footage B&O Tax A 5,000-square-foot office works out to roughly $1,649 per quarter, or about $6,595 a year. If your taxable space is 250 square feet or less, no tax is owed, but you still need to complete the square footage worksheet on your return.3City of Bellevue. Business & Occupation Taxes

A single business can owe both components: the gross receipts tax on local sales and the square footage tax on separate administrative space. Report one and skip the other, and you’ve under-filed.

Exemptions and Deductions That Lower the Bill

Several activities and entities are fully exempt from the gross receipts tax for 2026:5City of Bellevue. Exemptions, Deductions & Credits

  • Small businesses with $215,000 or less in annual taxable receipts
  • Manufacturing, selling, or distributing motor vehicle fuel
  • Liquor, beer, and wine sales
  • Sale, lease, or rental of real estate (commissions and license-to-use fees remain taxable)
  • Insurance agents (brokers are still taxable)
  • Farm products raised, produced, or manufactured in Washington and sold by the farmer
  • Nonprofits with 501(c)(3), (4), or (7) status
  • Casual and isolated sales, such as an accountant selling off office furniture
  • Residential day care homes

Deductions work differently. You start with the full gross receipts figure and then subtract qualifying amounts on Schedule D. The common deductions are out-of-city deliveries, cash discounts actually taken by customers, and bad debts sustained by sellers.5City of Bellevue. Exemptions, Deductions & Credits The out-of-city delivery deduction is the one most businesses rely on: products shipped from a Bellevue location to customers outside the city can be subtracted, provided you keep delivery and shipping records to back it up.

If You Operate in More Than One City

Service businesses working from locations in multiple Washington cities apportion their service income using a two-factor formula. One factor compares Bellevue payroll to total payroll; the other compares Bellevue-attributed service receipts to total service receipts. You average the two percentages and apply the result to total apportionable service income to find the Bellevue-taxable share.6City of Bellevue. Schedule A – Service Income Apportionment Detail Employees count as Bellevue-based if assigned to a Bellevue office, if they do at least half their work in the city without a fixed office, or if they have no primary work location but live in Bellevue. A business with no employees anywhere drops the payroll factor and uses only the service-income factor.

Registration and Filing

You need a Washington State Business License before registering with Bellevue. Bellevue registration runs through FileLocal, the shared tax portal used by several Washington cities.7FileLocal. FileLocal Create an account, apply for a General Business License, and pay the registration fee, which is $119 for 2026.2City of Bellevue. What Late Filing Costs

Penalties climb quickly:2City of Bellevue. Business Taxes and Licenses

  • 1 day to 1 month late: 9% of tax due
  • Over 1 month to 2 months: 19%
  • More than 2 months: 29%

A $5 minimum penalty applies regardless of the amount owed, and interest runs on unpaid balances at 6% for 2026.2City of Bellevue. Business Taxes and Licenses The interest rate is set annually, so a balance carried across years can accrue at different rates. If you catch a mistake after filing, submit an amended return through FileLocal before the city flags it.

Businesses that should have been registered but never were have another option. Washington’s Voluntary Disclosure Program lets unregistered businesses come forward with a look-back generally limited to four years plus the current year, and participants may qualify for waivers of certain penalties, though statutory interest still applies on amounts owed.9Washington Department of Revenue.
