The sales tax rate in Bellingham is 9.1% as of January 1, 2026, up from 9% the year before. That combines Washington’s 6.5% state retail sales tax with 2.6% in local taxes that fund city services, Whatcom County programs, and the Whatcom Transportation Authority.1Washington State Legislature. How the 9.1% Breaks Down
Washington charges a flat 6.5% retail sales tax on every taxable sale statewide. Bellingham adds 2.6% in local taxes, which the city and county use for general government, transportation, housing, public safety, criminal justice, mental health, and juvenile services, along with a share for regional transit.
Motor vehicle sales and leases are the one common exception. Those carry a local rate of 2.3% instead of 2.6%, bringing the total on a car purchase to 8.8%.2Washington State Department of Revenue. What the 9.1% Rate Applies To
Most retail purchases of physical goods are taxed: clothing, electronics, furniture, appliances, building materials, and the like. If you buy it in a store or have it delivered to a Bellingham address, assume it’s taxable unless a specific exemption applies.
Services
Washington’s definition of a “retail sale” reaches beyond physical products. Labor and services tied to building, repairing, or improving property are taxable, and so are cleaning, catering, landscaping, and auto towing. Recreational charges like gym memberships, amusement parks, and boat launch fees also carry sales tax.4Washington State Legislature. RCW 82.04.050 – Sale at Retail, Retail Sale Professional services such as legal advice, accounting, and medical consultations generally are not, because they don’t fall within the statutory definition of a retail sale.
Digital Products
Downloaded music, ebooks, streaming video, software, and other electronically delivered products are taxed at the same 9.1% rate as physical goods. Washington treats three categories as taxable: digital audio works (music, podcasts, audiobooks), digital audiovisual works (movies, TV shows, live event recordings), and digital books. Cloud-based software and digital automated services are also included.5Washington State Legislature. WAC 458-20-15503 – Digital Products A streaming subscription billed to a Bellingham address picks up the local rate the same way a physical purchase does.
What’s Exempt
A few categories are carved out of the sales tax, and the exemptions that matter most to household budgets are groceries and prescriptions.
Food and food ingredients sold for home consumption are exempt. That covers the staples in a grocery aisle: produce, meat, dairy, canned goods, frozen meals. The exemption does not reach prepared food, soft drinks, dietary supplements, or alcohol.6Washington State Legislature. RCW 82.08.0293 – Exemptions – Sales of Food and Food Ingredients The prepared-food line trips people up. A rotisserie chicken from the deli counter is taxable; a raw chicken from the meat case is not. Anything heated, combined, or sold with utensils counts as prepared food and loses the exemption.
Prescription drugs dispensed under a licensed practitioner’s prescription are tax-free, as are certain prosthetic devices, mobility equipment, and durable medical equipment.7Washington State Legislature. RCW 82.08.0281 – Exemptions – Sales of Prescription Drugs
Two other exemptions apply on the business side rather than at the checkout counter. Businesses buying inventory for resale don’t pay sales tax at purchase, provided they present a valid reseller permit from the Department of Revenue.8Washington State Legislature. RCW 82.04.470 – Wholesale Sale – Burden of Proof Manufacturers and processors for hire can buy qualifying machinery and equipment tax-free when the equipment is used directly in manufacturing, has a useful life of at least a year, and is used more than half the time for eligible production.9Washington Department of Revenue. When You Owe Use Tax Instead
If you buy something that would normally be taxable in Bellingham but no sales tax was collected, you owe use tax at the same 9.1% rate. The most common trigger used to be out-of-state online sellers, but marketplace facilitator laws now require most large platforms to collect Washington tax automatically.
Use tax still comes up when you buy from a private party, bring goods into Washington from another state, or purchase from a smaller online retailer with no Washington tax obligation. Individuals can report and pay through the Department of Revenue’s My DOR portal or by mailing a paper Consumer Use Tax Return.10Washington Department of Revenue. Use Tax The rate is the same whether the tax is collected at the register or paid later by the buyer, so there’s no advantage to buying around it.
