Berkeley County, SC Tax Map: TMS Lookup and Parcel Records

The Berkeley County SC tax map is available free online through the county’s GIS portal, and you can pull up any parcel in the county by its Tax Map Sequence (TMS) number, street name, or owner name. Two tools do the work: the Property Card Search at berkeleycountysc.gov for detailed property records, and the Advanced Mapping App at gis.berkeleycountysc.gov for the interactive map with parcel boundaries and data layers.1Berkeley County GIS. Searching by TMS, Address, or Owner

Every parcel in Berkeley County has a unique TMS number. If you have it, type it into either tool and you land directly on the property. If you don’t, you can search by street or by owner name instead.

Two quirks are worth knowing before you type. For street searches, enter only the street name without the type: search “Oakley,” not “Oakley Road.” For owner searches, use last name first.2Berkeley County Government. Property Card Search Getting either of those wrong is the most common reason a search returns nothing.

Reading the Interactive Map

Once a search returns a result, the Advanced Mapping App outlines the parcel on an interactive map. You can zoom to inspect exact boundary lines, pan across neighboring parcels, and click any adjacent parcel to see its record. The zoom is especially useful for checking where your property lines meet roads or rights-of-way.

The map’s data layers are where it gets powerful. Berkeley County maintains over 500 digital layers, including zoning, political boundaries, and street centerlines.3Berkeley County Government. Geographic Information Systems You can toggle aerial photography on top of the parcel lines to see structures and vegetation, or switch between overlays depending on what you need to check. When you have the view you want, export it as a PDF, JPEG, or PNG for your records or to hand to a surveyor, contractor, or attorney.1Berkeley County GIS. Berkeley County GIS – Advanced Mapping App

What the Parcel Record Shows

Clicking a parcel pulls up more than a shape on the map. The attached property record includes the parcel’s acreage, the tax district it falls within, and the zoning classification that controls what can be built or operated on the land.

County assessors are required by state law to keep a continuous record of deed sales, building permits, and tax maps as part of the ongoing reassessment program.4South Carolina Legislature. South Carolina Code 12-37-90 – Assessors to Be Full Time Responsibilities and Duties So the ownership and improvement information attached to a parcel should match the most current records the county has on file.

Flood Zone Layer

The GIS layers include FEMA flood zone boundaries, and this is where the map crosses from reference tool to something with real financial weight. If a parcel sits inside a Special Flood Hazard Area, flood insurance is mandatory for the life of any mortgage on it, and proper rating requires an elevation certificate with photos.5Berkeley County Government. Floodplain Management

If you believe the flood zone line is wrong for your property, you can apply to FEMA for a Letter of Map Amendment (LOMA). A successful LOMA can remove a structure from the designated flood zone, which typically ends the insurance mandate and brings costs down.5Berkeley County Government. Floodplain Management

How the Tax District on the Map Drives Your Bill

The tax district the map assigns to your parcel determines which millage rates get applied to your bill. South Carolina law requires that real estate be taxed in the county, city, ward, or town where it is located, so the district shown on the map is the one that controls.6South Carolina Legislature. South Carolina Code of Laws Title 12 Chapter 37 – Assessment of Property Taxes – Section: 12-37-890

The bill itself is built from three numbers: fair market value, assessment ratio, and millage rate. Assessment ratios depend on classification. An owner-occupied primary residence is assessed at 4% of fair market value. Commercial or rental property is assessed at 6%. Agricultural property owned by an individual is 4%; corporate-owned agricultural land is 6%.7South Carolina Revenue and Fiscal Affairs Office. Property Tax FAQ Berkeley County’s base millage rate for 2025/2026 is 0.2465, with additional taxes or reductions if the parcel sits inside an incorporated area.8Berkeley County Government. If any of those three inputs on your parcel’s record looks wrong, the time to flag it is after a reassessment notice arrives. You have 90 days from the mailing date of an assessment notice to file a written objection with the county assessor, and missing that window forfeits your right to challenge the value for that tax year.9South Carolina Legislature. When Map Data Changes

South Carolina requires each county to reappraise and equalize property values every five years. The county must finish new valuations by the end of December in the fourth year, notify every taxpayer of any change of $1,000 or more in value or classification, and apply the new values in the fifth year.11South Carolina Legislature. South Carolina Code of Laws Title 12 Chapter 43 – Section: 12-43-217 When that cycle runs, the fair market value tied to your parcel on the tax map updates accordingly.

Parcels also change when land is subdivided or combined. Each new lot gets its own TMS number and its own entry on the map. The sequence starts with Planning and Zoning approval, then the plats are recorded with the Register of Deeds. Real Property Services receives the recorded plats and assigns new TMS numbers, and the E911 Address Information office enters the parcels into the GIS system and assigns street addresses. The full chain usually takes two to four weeks, so a recently recorded subdivision may not appear on the online map right away.12Berkeley County Government. Getting a Physical or Certified Copy

Digital exports from the GIS app are enough for most purposes, but some filings and transactions require a physical or certified copy of a tax map. Those requests go through Berkeley County’s Real Property Services department, which also offers an online portal for submitting applications and tracking status.13Berkeley County Government. Under South Carolina’s Freedom of Information Act, the county can charge for searching, retrieving, and copying records, but the fees cannot exceed actual cost. No fee applies to records transmitted electronically. After a written request, the county has 10 business days to respond with a determination, extended to 20 business days for records older than 24 months.14South Carolina Legislature.
