Berkeley County Tax Rate: Millage, Act 388, and 4% Ratio

The Berkeley County property tax rate for 2025 is 246.5 mills on properties in the unincorporated county, combining county operations, county bond, Cypress Gardens, school operations, school debt service, and Trident Technical College levies.1Berkeley County Government. Millage If your property is inside a city or special service district, the total is higher, running up to roughly 345.5 mills in St. Stephen. Owner-occupied primary homes pay substantially less than any of those sticker rates because South Carolina removes the 141.9-mill school operations piece entirely for a qualified legal residence.

What Makes Up the 246.5 Mills

The county-level rate is a stack of separate levies that appear as line items on your bill:1Berkeley County Government. Millage

  • County Operations: 41.0 mills
  • County Bond: 4.5 mills
  • Cypress Gardens: 1.0 mill
  • School Operations (K-12): 141.9 mills
  • School Debt Service: 55.0 mills
  • Trident Technical College: 3.1 mills

Those add to 246.5 mills, the baseline rate before any municipality or special district is factored in.

City and Special District Add-Ons

Living inside a municipality stacks that city’s millage on top of the county rate. Goose Creek adds 60.0 mills, Moncks Corner adds 73.8, Summerville adds 66.0, and North Charleston adds 91.5.1Berkeley County Government. Millage A North Charleston parcel in Berkeley County can carry a combined rate of 338.0 mills before exemptions.

Some neighborhoods carry additional levies for localized services. The Sangaree Special District adds 48.5 mills for road maintenance. The Goose Creek Parks and Playgrounds district and the Devon Forest district each add 10.5 mills.1Berkeley County Government. Millage Your tax bill shows exactly which districts apply to your parcel.

Act 388 Removes School Operations from Primary Homes

If the property is your owner-occupied primary residence, Act 388 fully exempts you from school operating millage.2South Carolina Legislature. H 3783 In Berkeley County, that strips 141.9 mills off your effective rate. An owner-occupied home in the unincorporated county pays roughly 104.6 effective mills instead of 246.5. The same home in Goose Creek drops from 306.5 to about 164.6.

Rental houses, second homes, commercial buildings, and vacant land do not get this exemption and pay the full rate including school operations.2South Carolina Legislature. H 3783 Your bill may still display the school operating line and then subtract it as a credit; either way, a qualified legal residence owes zero on that component.

Assessment Ratio Decides What the Millage Applies To

Millage runs against assessed value, not fair market value, and the assessment ratio depends on how the property is classified:3South Carolina Legislature. South Carolina Code 12-43-220 – Classifications and Assessment Ratios

  • 4% for an owner-occupied primary residence and up to five contiguous acres
  • 6% for most other real property, including rentals, second homes, commercial buildings, and vacant land
  • 10.5% for manufacturing and utility property
  • 9.5% for property owned by companies primarily hauling people or freight

Agricultural land is assessed at 4% of agricultural use-value when owned by individuals or small closely held corporations, and at 6% of use-value when corporately owned.3South Carolina Legislature. South Carolina Code 12-43-220 – Classifications and Assessment Ratios On a $300,000 property, the gap between 4% and 6% is the difference between a $12,000 and $18,000 taxable base before millage even enters the math.

Working Out Your Berkeley County Tax Bill

The formula is fair market value × assessment ratio × millage rate.4South Carolina Revenue and Fiscal Affairs Office. Property Tax Frequently Asked Questions For an owner-occupied home valued at $300,000 in the unincorporated county:

  • Fair market value: $300,000
  • Assessment ratio: 4%
  • Assessed value: $12,000
  • Effective millage after Act 388: 104.6 mills
  • Annual tax: approximately $1,255

Run the same $300,000 house as a rental and the numbers shift sharply. The ratio becomes 6%, assessed value becomes $18,000, the full 246.5 mills apply, and the annual tax lands near $4,437. Put that rental inside Moncks Corner, where total millage reaches 320.3, and the bill climbs to roughly $5,765.1Berkeley County Government. Millage The higher ratio, lost school exemption, and municipal millage compound on top of each other.

You Have to File for the 4% Rate

The 4% legal residence classification is not automatic. You file a Legal Residence Application with the Berkeley County Assessor to prove the property is your primary home.3South Carolina Legislature. South Carolina Code 12-43-220 – Classifications and Assessment Ratios Documentation generally includes a South Carolina driver’s license showing the property address, vehicle registration with a matching address, and voter registration. The assessor may also ask for federal and state tax returns to confirm you aren’t claiming residency elsewhere.

Both you and your spouse must certify under penalty of perjury that you are not claiming the 4% ratio on any other property and that neither of you claims legal residency in another state. Skip the application and the assessor defaults the parcel to 6%, which raises the assessed base by half and leaves the school operating millage attached. If you recently bought a home, filing this is the first move.

Homestead Exemption for Seniors, Disabled, and Blind Residents

South Carolina exempts the first $50,000 of fair market value from all property taxes, including county, municipal, school, and special assessments, for qualifying homeowners.5South Carolina Legislature. South Carolina Code 12-37-250 – Homestead Exemption You qualify if any one of these applies:

  • Age 65 or older by December 31 of the tax year, with at least one year of South Carolina residency
  • Totally and permanently disabled, as classified by a state or federal agency
  • Legally blind under South Carolina law

You must hold fee simple title or a life estate. On a home worth $200,000 at the 4% ratio, the exemption drops taxable assessed value from $8,000 to $6,000, cutting the tax bill by 25%.6South Carolina Department of Revenue. Exempt Property The percentage benefit grows larger on lower-valued homes.

When the Bill Is Due

The Berkeley County Treasurer mails real property tax notices in October. Payment is due by January 15 of the following year.7Berkeley County Government. Important Tax Information You can pay online, by mail, or in person at county administration offices. Miss the deadline and the penalties come in flat jumps rather than gradual interest:8South Carolina Legislature. South Carolina Code 12-45-180 – Penalties for Delinquent Taxes

  • After January 15: 3% penalty
  • After February 1: another 7% (10% total)
  • After March 16: another 5% (15% total)

On a $2,000 bill, waiting past March 16 adds $300 in penalties alone, after which the account moves to the Delinquent Tax Department and the county gains authority to pursue a tax sale.
