Property tax in Berkeley County, West Virginia is calculated on 60 percent of your property’s fair market value, then multiplied by the combined levy rates set by the county commission, the school board, and (if you live inside one) the city of Martinsburg or Hedgesville. The County Assessor sets values; the Sheriff’s Tax Office sends the bill and collects payment. Bills come out in late summer and are paid in two halves, with a 2.5 percent discount for paying early.
How Your Bill Is Calculated
Every property in West Virginia is assessed at 60 percent of its true and actual value, meaning the price it would bring in a voluntary sale under normal conditions.1West Virginia Legislature. West Virginia Code 11-3-1 – Time and Basis of Assessments A home with a $250,000 market value has an assessed value of $150,000. That assessed value is then multiplied by the combined levy rate, which is expressed in cents per $100 of assessed value.
Levy rates stack. The Berkeley County Commission sets one rate, the Berkeley County Board of Education sets another, and Martinsburg and Hedgesville each add their own if you live inside those municipalities.2Berkeley County, WV. Assessor Voter-approved excess levies and bond levies can push your total higher. Current rates by levying body are published each year by the West Virginia State Auditor.3West Virginia State Auditor’s Office. Levy Rates
A simplified example for a Class II home with a $250,000 market value and a combined rate of 70 cents per $100:
- $250,000 × 60% = $150,000 assessed value
- $150,000 ÷ $100 = 1,500 units
- 1,500 × $0.70 = $1,050 annual property tax
Your property’s class affects the maximum rate that levying bodies can charge against it. Most Berkeley County homeowners who live in and own their home fall into Class II (owner-occupied residences, capped at $1.00 per $100). A rental or vacant lot outside a municipality is Class III ($1.50 cap); the same property inside Martinsburg or Hedgesville is Class IV ($2.00 cap).4West Virginia Legislature. What You Have to File, and When

If you own a vehicle, truck, motorcycle, trailer, boat, or business equipment in Berkeley County on July 1, you have to list it with the Assessor’s office. The filing window runs from July 1 through October 1, and you can file in person, by mail, or through the Assessor’s online portal.5Berkeley County Assessor’s Office. Berkeley County Assessor’s Office List every item by year, make, and model.
Skipping the filing costs more than it saves. When the Assessor doesn’t get your return, your assets are estimated, and estimates tend to run high. You also need a paid personal property tax receipt to renew your vehicle registration at the West Virginia DMV: proof of payment for the previous tax year for a one-year registration, or the previous two years for a two-year registration.6West Virginia Division of Motor Vehicles. Homestead Exemption for Seniors and Disabled Residents
West Virginia removes the first $20,000 of assessed value from the tax bill of qualifying homeowners, which shelters roughly $33,333 of market value given the 60 percent assessment ratio. To qualify you must meet all of the following:12West Virginia Legislature. West Virginia Code 11-6B-3 – Twenty Thousand Dollar Homestead Exemption Allowed
- Be 65 or older, or permanently and totally disabled.
- Have lived in West Virginia for the two consecutive calendar years before the tax year in question.
- Own and occupy the home as your primary residence.
- Not receive a similar homestead exemption in another state.
Only one exemption applies per homestead, no matter how many qualified owners live there. Veterans who kept West Virginia as their state of residence during active duty and come back after retiring or separating due to disability satisfy the residency requirement immediately.12West Virginia Legislature. West Virginia Code 11-6B-3 – Twenty Thousand Dollar Homestead Exemption Allowed The exemption attaches to the home you occupy on July 1 and applies to the following year’s taxes. Apply through the Assessor’s office.
Appealing Your Assessment
If you believe the Assessor overvalued your property, the Berkeley County Commission sits as a Board of Equalization and Review starting no later than February 1 each year and runs through the end of February.13West Virginia Legislature. West Virginia Code 11-3-24 That is a use-it-or-lose-it window. Miss it and you waive your right to challenge that year’s value at the county level. Bring comparable sales and documentation of any condition issues.
If you’re still unsatisfied, you can appeal to the state Office of Tax Appeals. That appeal must be filed by March 31 of the property tax year.14West Virginia Legislature. West Virginia Code 11-3-25B The Office of Tax Appeals takes a fresh look at the facts, not just whether procedure was followed.
What Happens If You Don’t Pay
Delinquent taxes carry 9 percent annual interest from the moment they go past due.9West Virginia Tax Division. Property Tax Due Dates The bigger risk is what follows: properties with unpaid taxes are certified as delinquent and sold at a tax lien auction run by the State Auditor’s office. A buyer pays off your taxes and receives a lien on your property. You can redeem by paying the lien plus interest and fees before a tax deed is issued. If you don’t redeem in time, the lienholder gets a deed and you lose the property. If you can’t pay, call the Sheriff’s Tax Office early to find out what options are available.
Deducting Berkeley County Taxes on Your Federal Return
Berkeley County real estate and personal property taxes are deductible on your federal return if you itemize. Personal property taxes on vehicles qualify because West Virginia’s system is based on value (ad valorem). You claim these on Schedule A.
The federal state and local tax deduction cap rose from $10,000 to $40,000 starting in 2025 under the tax law commonly called the “One Big Beautiful Bill.” For 2026 the cap increases by 1 percent to $40,400 ($20,200 if married filing separately). Taxpayers with modified adjusted gross income above $500,000 see the cap phase down. Because the SALT cap covers your state income taxes together with your local property taxes, Berkeley County residents who also pay West Virginia state income tax need to count both when deciding whether to itemize.
If your mortgage servicer pays your property taxes from escrow, the deduction belongs to the year the servicer actually disbursed the payment, not the year the money was collected from you. Your annual escrow statement shows the disbursement date.
