Property tax in Berks County is billed in two cycles each year and comes from three separate taxing bodies: the county, your municipality, and your school district. Each applies its own millage rate to an assessed value that still uses 1994 as its base year. School taxes are almost always the biggest piece of the bill. Several relief programs and an annual appeal window give you real ways to reduce what you owe.
How Your Assessment Is Set
Berks County does not tax your property on what it would sell for today. The last countywide reassessment took effect in 1994, and that year still anchors every assessment on the rolls.1County of Berks. Berks County Assessment FAQs Your assessed value reflects what the property would have been worth in 1994, not current market value. New construction and additions receive an interim assessment pegged to the same base year.
Because the base year is decades old, assessed values and current market values have drifted far apart. Pennsylvania uses the common level ratio to bridge that gap during appeals. For 2026 appeals in Berks County, the common level ratio is 34.37 percent.2County of Berks. Common Level Ratio (CLR) If you appeal, the board multiplies your home’s current fair market value by 34.37 percent to arrive at the proper 1994-equivalent assessment. The State Tax Equalization Board recalculates the ratio each year.
How the Bill Is Calculated
A mill equals one dollar of tax for every $1,000 of assessed value. Your total bill stacks three millage rates: county, municipal, and school district. The Berks County Board of Commissioners sets the county rate. Each township or borough and each school board sets its own.
For 2026, the countywide rate is 9.013 mills. Municipal and school rates vary widely. A few examples from the county’s published rate sheet:3County of Berks. Berks County 2026 Tax Rates
- Wyomissing: 5.15 mills municipal, 35.365 mills school
- Reading: 19.217 mills municipal, 17.93 mills school
- Kutztown: 3.0 mills municipal, 32.243 mills school
- Amity Township: 3.05 mills municipal, 34.245 mills school
Take a home assessed at $50,000 in Wyomissing. The county tax works out to $50,000 × 9.013 ÷ 1,000, or $450.65. Municipal tax adds $257.50 and school tax adds $1,768.27, for a total of roughly $2,476. School taxes make up about 71 percent of that bill, which is typical across the county.

Ways to Lower Your Bill
Homestead and Farmstead Exclusions
The Taxpayer Relief Act (Act 1 of 2006) directs gaming revenue toward reducing school property taxes for owner-occupied homes and working farms.8Commonwealth of Pennsylvania. Property Tax Relief – Department of Education The exclusion reduces the assessed value used to calculate the school portion of your bill. Only your primary residence qualifies. Rentals, vacation homes, and commercial buildings do not.9Pennsylvania Department of Community and Economic Development. Property Tax Relief Through Homestead Exclusion
Submit a homestead or farmstead application to the Berks County Assessment Office by March 1.10County of Berks. Homestead / Farmstead Tax Relief Program Once approved, you don’t reapply each year. The exclusion stays in place until ownership or your mailing address changes. Dollar savings vary by school district because each district receives a different share of state gaming funds. If you never file, you never get the reduction.
Property Tax/Rent Rebate for Seniors and Disabled Residents
Pennsylvania also runs a Property Tax/Rent Rebate Program funded by lottery and gaming proceeds. Eligible applicants include homeowners and renters age 65 or older, widows and widowers age 50 and older, and adults 18 and older with disabilities. The maximum standard rebate is $1,000 per year.11Pennsylvania Treasury. Treasurer Stacy Garrity Announces $314 Million Distributed Through Property Tax/Rent Rebate Program in 2025

Disabled Veteran Exemption
Veterans with a 100 percent permanent service-connected disability rating from the VA can receive a full exemption from real estate taxes on their primary residence, and the exemption also covers surviving spouses. The veteran must have served during a recognized wartime period and demonstrate financial need. Gross annual income at or below $114,637 creates a presumption of financial need; applicants above that threshold can still qualify by showing monthly expenses exceed monthly household income.12Commonwealth of Pennsylvania. Real Estate Tax Exemption The property must be owned solely by the veteran or jointly with a spouse. Applications go through the Berks County Board of Assessment.
Clean and Green Preferential Assessment
Owners of agricultural land, forest land, and open space can apply for preferential assessment under Pennsylvania’s Clean and Green program (Act 319). Qualifying land is taxed on its use value instead of its development value. Berks County’s qualifying categories:13County of Berks. Act 319 Clean And Green
- Agricultural land of 10 or more contiguous acres farmed for the preceding three years.
- Agricultural land under 10 acres farmed for the preceding three years with at least $2,000 in gross annual income for each of those years.
- Agricultural reserve of 10 or more contiguous acres.
- Forest reserve of 10 or more contiguous acres capable of producing timber or wood products.
Watch the exit. If you change the use of the land or voluntarily withdraw, you owe seven years of rollback taxes at 6 percent simple interest per year. The rollback is the difference between what you paid under Clean and Green and what you would have paid at the normal assessment.14Commonwealth of Pennsylvania. Clean and Green If you split off a lot to build on, the rollback applies only to the affected acreage. The bill at exit catches many landowners who enrolled without thinking about it.
Appealing Your Assessment
If you think your assessed value is too high, you can file an annual appeal with the Berks County Board of Assessment Appeals. The filing window runs from June 15 through August 1, and an appeal filed in that window takes effect for the following tax year. For 2027 assessments, the deadline is August 1, 2026 at 5:00 PM. Appeals received after that cutoff are rejected even if mailed earlier.15County of Berks. Annual Assessment Appeal Form
A non-refundable filing fee goes with each appeal, by check to the County of Berks:15County of Berks. Annual Assessment Appeal Form
- Mobile homes: $25
- Residential or farm properties: $50
- All other property classes: $200
Your appeal must include evidence of current fair market value. The board accepts either a professional appraisal completed within the past six months, or documented sales of at least three comparable properties from the last six months with real estate sales sheets and photos. Commercial properties and multi-unit apartments also require income and expense data. A photo of your property is mandatory, and incomplete forms get returned and can void the appeal.
One point that trips people up: you are not proving what the home was worth in 1994. You prove its current market value, and the board applies the common level ratio (34.37 percent for 2026) to convert that figure into a 1994-equivalent assessed value.2County of Berks. Common Level Ratio (CLR) Comparing your bill to a neighbor’s tax amount isn’t useful evidence. You need comparable sale data.
Hearings are held in person at the Berks County Services Center.16County of Berks. Berks County Assessment Forms The legal or equitable owner must attend. If the property is held by a trust, LLC, corporation, or partnership, an attorney must file the appeal and appear at the hearing.15County of Berks. Annual Assessment Appeal Form An appraiser or expert witness you plan to rely on has to be present with you. Decisions come by mail, not at the hearing. If you disagree with the ruling, the next step is the Berks County Court of Common Pleas, which is a more formal legal proceeding and typically handled with an attorney.
Separate from the annual window, a new construction or acreage change can trigger an interim assessment outside the normal cycle. If you receive a new assessment notice after construction, you have 40 days from the mailing date to appeal it.15County of Berks. Annual Assessment Appeal Form
