If you’re looking at California compliant rifles for home defense, your choices come down to two legal builds of a semi-automatic centerfire rifle: a featureless configuration or a fixed-magazine configuration, either one fed by magazines holding no more than ten rounds. Everything else about owning one — the background check, the ten-day wait, the safe handling demo, the ammunition eligibility check, and how you can lawfully use it inside your home — flows from that starting point.
What Makes a Semi-Auto Rifle California Compliant
California classifies a semi-automatic centerfire rifle as an assault weapon if it has a detachable magazine and any one of several features: a protruding pistol grip, a thumbhole stock, a folding or telescoping stock, a flash suppressor, a forward pistol grip, or a grenade or flare launcher.1California Legislative Information. California Code PEN 30515 A rifle in that category is illegal to possess without grandfathered registration, and possessing an unregistered one is a wobbler — up to a year in county jail as a misdemeanor, or 16 months to three years in state prison as a felony.2California Legislative Information. California Code Penal Code PEN 30605
To stay out of that category, the rifle has to follow one of two paths. Both work for home defense; they just make different tradeoffs.
Featureless
A featureless rifle keeps a standard detachable magazine but strips off every restricted feature. In practice that means a fin grip instead of a traditional pistol grip, a fixed-length stock instead of an adjustable one, and a muzzle brake (which redirects gas) rather than a flash suppressor. You keep fast, conventional reloads. The ergonomics change: a fin grip forces a different hand position than most shooters have trained with, and under stress that matters.
Fixed Magazine
A fixed-magazine rifle keeps the pistol grip, the adjustable stock, and the other features that make a modern rifle feel like one. The compromise is the magazine: it must be permanently attached and only removable by disassembling the action.1California Legislative Information. California Code PEN 30515 That usually means a break-open or side-loading setup. Reloads and malfunction clearances take noticeably longer. For a nightstand rifle you hope never to fire past the first magazine, that may be acceptable; for anything beyond that, think carefully.
Ten-Round Magazine Cap
Whichever build you choose, magazines are capped at ten rounds. California prohibits manufacturing, importing, selling, or giving away any magazine that accepts more. The law exempts .22-caliber tubular feeding devices, tubular magazines in lever-action rifles, and magazines permanently altered to hold ten rounds or fewer. Possessing a large-capacity magazine is punishable as an infraction with a fine up to $100 per magazine, or as a misdemeanor adding up to a year in county jail.3California Legislative Information. California Code PEN 32310 The possession portion of this law has faced ongoing federal court challenges, so the enforcement picture can shift. Any compliant rifle you buy from a California dealer will ship with ten-round magazines regardless.
Configurations California Bans Outright
A couple of options common in other states are not on the table here. Short-barreled rifles — any rifle with a barrel under 16 inches — are illegal to possess without a rarely issued DOJ permit, even though the federal tax stamp for them dropped to $0 in January 2026. California also bans firearm suppressors entirely. No amount of federal registration makes either item legal for a civilian in this state. If you’re planning a home defense setup around a shorter barrel or a can, plan again.
Who Can Buy and What You Need
Federal law bars several categories of people from possessing firearms, including anyone convicted of a crime punishable by more than a year of imprisonment, fugitives, users of controlled substances, people involuntarily committed to a mental institution, those subject to certain domestic violence restraining orders, and anyone convicted of a misdemeanor crime of domestic violence.4Bureau of Alcohol, Tobacco, Firearms and Explosives. Identify Prohibited Persons California layers additional prohibitions on top — certain misdemeanor convictions, active restraining orders, and mental health holds — and the background check at purchase screens both.
Assuming you’re eligible, you’ll need two things in hand before the dealer can start paperwork.

Valid California ID
A current California driver’s license or DMV-issued ID card is the standard. Military ID works if you have permanent duty station orders showing a California posting.8California Department of Justice. The Purchase: Fees, Waiting Period, and Demo
Every rifle sale — including private party transfers and gun show buys — goes through a licensed dealer using the Dealer’s Record of Sale system. The DROS fee is $31.19 and covers one or more firearms transferred to the same buyer at the same time.9New York Codes, Rules and Regulations. 11 CCR 4001 – DROS Fees A mandatory ten-day waiting period starts when the dealer submits your paperwork, and the transfer only moves from pending to approved once DOJ clears its review and the full ten days have elapsed.10New York Codes, Rules and Regulations. 11 CCR 4230 – Delivery of Firearms Following DROS Submission and Suspension
California also limits purchases of semi-automatic centerfire rifles to one every 30 days. That rule, originally only for handguns, was extended to semi-automatic centerfire rifles in 2021.
Before the dealer hands over the rifle, you perform a safe handling demonstration in front of a DOJ Certified Instructor. Starting with the rifle unloaded and locked, you remove the lock, inspect the chamber, load a dummy round, chamber it, extract it, engage the safety, and reapply the lock — muzzle in a safe direction, finger off the trigger throughout. Steps vary by action type.11Cornell Law Institute. 11 CCR 4257 – Safe Handling Demonstration Fail it, and you don’t leave with the rifle.
Ammunition
Buying rifle ammunition requires its own eligibility check at a licensed ammunition vendor, run electronically through DOJ before the retailer can hand you anything.12State of California – Department of Justice – Office of the Attorney General. Ammunition Purchase Authorization Program Frequently Asked Questions If your information already matches the state’s Automated Firearms System, the Standard check is $5 per transaction. Regulations – Ammunition Purchase Fee The check is in person, with ID. Out-of-state online orders must ship to a California vendor to complete the same process.
When the Law Lets You Use It
California recognizes justifiable homicide when someone defends their home against a person who clearly intends to commit a violent felony or who forces entry intending to harm anyone inside.14California Legislative Information. California Code Penal Code PEN 197 The state’s castle doctrine adds a presumption: if you use deadly force inside your own residence against someone who unlawfully and forcibly entered, the law presumes you had a reasonable fear of imminent death or serious injury to yourself, your family, or anyone in your household — as long as the intruder was not a family or household member and you knew or had reason to believe the forced entry occurred.15California Legislative Information. California Code PEN 198.5
That presumption is rebuttable, not absolute. Prosecutors can still challenge it, and the force you use has to be proportional to the threat. The statute specifically requires the entry to be both unlawful and forcible — someone walking through an unlocked door with no threatening behavior changes the picture. California also has no stand-your-ground law outside the home, so this protection is tied to your residence.
How You Store It Matters Legally
California imposes criminal penalties on gun owners whose storage lets children or prohibited persons gain access. If you keep a rifle at home, know or should know a child or prohibited person is likely to access it, and that person obtains it and causes death or serious injury, you’ve committed criminal storage of a firearm in the first degree. The penalty is 16 months, two years, or three years in state prison, a fine up to $10,000, or both. A court can alternatively impose up to a year in county jail and a fine up to $1,000.16California Legislative Information. California Penal Code 25100 – Criminal Storage of a Firearm
Every rifle sold by a California dealer must come with a DOJ-approved safety device such as a cable lock, unless the buyer shows ownership of a qualifying gun safe through a receipt or signed affidavit.17State of California – Department of Justice – Office of the Attorney General. Roster of Firearm Safety Devices Certified for Sale A cable lock satisfies the point-of-sale requirement, but a rifle you need to access quickly in the dark is poorly served by one. A quick-access biometric safe keeps the rifle secured against unauthorized access while staying reachable in the moment that matters. The criminal storage law triggers on outcome, but the outcome it addresses is severe enough that secure, access-controlled storage is the only sensible setup for a home defense rifle.
