No single plan is the best Medicaid plan in Kentucky, because all five managed care organizations cover the same core benefits with no premiums, copays, or deductibles. The right pick is the MCO whose doctors, prescription coverage, and extra perks match your household, and you can switch at any time if the first choice doesn’t fit.
The Five Plans You’re Choosing Between
Kentucky’s Department for Medicaid Services contracts with five private insurers to run day-to-day Medicaid coverage. Each one has its own provider network, its own drug list, and its own set of added benefits layered on top of the standard package.

What Actually Differs Between the Plans
Because the state requires every MCO to cover the same mandatory services at zero cost to you,2Cabinet for Health and Family Services. KY Medicaid Member Toolkit the comparison really comes down to three things.
Will Your Doctors Take the Plan?
Start here. If you already have a primary care doctor, a specialist, or a hospital you want to use, check that they participate in the MCO’s network before you enroll. Out-of-network visits are generally not covered outside of emergencies. Every MCO publishes a searchable provider directory on its website, and you can also call the plan to confirm an individual doctor.
Networks look very different by region. A plan with strong coverage in Louisville or Lexington may be thin in rural eastern Kentucky, so check local availability rather than assuming statewide coverage is uniform.
Are Your Prescriptions on the Formulary?
Each MCO maintains its own formulary, the list of drugs it will pay for. If you take ongoing medications, look up each one before you pick a plan. The same drug can be fully covered on one MCO, require prior authorization on another, and sit off-formulary on a third.
When prior authorization is required, the MCO has 24 hours to respond. In an emergency, you are entitled to at least a 72-hour supply while the request is processed.3MACPAC. Prior Authorization in Medicaid
Which Extras Matter to Your Household?
The clearest differences show up in each plan’s value-added benefits. The Kentucky Health Benefit Exchange publishes a side-by-side comparison every year.4Kentucky Health Benefit Exchange. Managed Care Organization Value Added Benefits 2026 VAB What each plan currently highlights:

Checking Plan Quality
The National Committee for Quality Assurance rates Medicaid health plans on a 0-to-5 star scale based on clinical quality measures, patient experience surveys, and accreditation status. Higher ratings reflect better performance on preventive screenings, chronic disease management, and member satisfaction. You can search by state and plan type on the NCQA website.
Past NCQA data for Kentucky showed variation among the MCOs, with scores ranging from 3.0 to 4.0 stars. Ratings move year to year as plans change leadership, adjust networks, and shift on individual measures, so pull the most recent year rather than relying on older numbers. Customer service reputation is worth factoring in too. Ask people you know who are enrolled, read reviews, and notice how hard or easy it is to reach a live person on the member line when you call to ask a question.
