Bexar County Personal Property Tax: Rendition, Exemptions, and Penalties

If you run a business in Bexar County, you owe property tax each year on the tangible assets you use to make money: equipment, furniture, computers, tools, vehicles, and inventory. The Bexar County business personal property tax is appraised by the Bexar Appraisal District (BCAD) and billed by the Bexar County Tax Assessor-Collector, and the system runs on an annual rendition you file yourself.1Bexar County, TX – Official Website. What Gets Taxed

Texas law treats as taxable any tangible personal property used to produce income. For a Bexar County business, that covers the desks and chairs in your office, the computers on them, the machinery on your shop floor, the vehicles you use for work, and the inventory sitting in your stockroom or warehouse.2Texas Comptroller of Public Accounts. Business Personal Property Rendition of Taxable Property Property owned purely for personal use at home is exempt under Texas Tax Code Section 11.14.3State of Texas. Texas Tax Code 11.14 – Tangible Personal Property The test is use: if an asset helps earn revenue, it belongs on your rendition.

Leased equipment counts too, but it goes in its own section. If you lease copiers, a point-of-sale system, or specialized machinery, list those items separately so BCAD knows you aren’t the owner. Skipping that disclosure can inflate your valuation.4Bexar Central Appraisal District. Business Personal Property Frequently Asked Questions Consignment inventory works the same way. The owner as of January 1 bears the tax, but the business holding the goods should still disclose them to prevent appraisal mix-ups.

Filing the Rendition

Every business with taxable personal property in the county files a rendition each year on Texas Comptroller Form 50-144. The form asks for a description of each asset category, the location where it is kept, the date you acquired it, and what it originally cost.2Texas Comptroller of Public Accounts. Business Personal Property Rendition of Taxable Property You can report either historical cost or a good-faith estimate of current market value. Most businesses use historical cost because it matches their accounting records and is easier to defend if BCAD questions a figure.

How much detail you provide depends on size. If your total personal property value is under $20,000, the simplified Schedule A is enough. Above that threshold, you complete the more detailed Schedules B through F as they apply to your assets.2Texas Comptroller of Public Accounts. April 15 Deadline and Extensions

The rendition is due by April 15. A written request to the chief appraiser gets you an automatic extension to May 15, and the chief appraiser can grant an additional 15 days beyond that if you show good cause in writing.5State of Texas. Texas Tax Code Section 22.23 – Filing Date

File late without an extension and the penalty is 10 percent of the total taxes imposed on your personal property for the year.6State of Texas. Texas Tax Code 22.28 – Penalty for Late Report or Failure to Report That is calculated on the full tax bill, not just the unreported portion, so it hits businesses with substantial assets hard. The extension is free. There is no reason not to request one if April 15 looks tight.

Exemptions That Can Zero Out Inventory Tax

Two exemptions matter most for businesses moving goods through the county. Both can eliminate tax on qualifying inventory, and both have their own filing rules.

Freeport Exemption

The Freeport exemption covers inventory you bring into Texas and ship out of state within 175 days, provided the goods are here for assembling, storing, manufacturing, processing, or similar purposes.7State of Texas. Texas Tax Code 11.251 – Tangible Personal Property Exempt Oil, natural gas, and petroleum derivatives do not qualify. Applications must be filed between January 1 and April 30, and a rendition extension does not push that deadline back.8Texas Comptroller of Public Accounts. The Freeport and Goods in Transit Exemptions Have year-end financial statements, monthly inventory values, and shipping documentation ready to support the claim.

Goods-in-Transit Exemption

The goods-in-transit exemption covers property that passes through Texas on the way elsewhere. The goods must sit at a public warehouse you neither own nor control, and they must leave Texas within 175 days of acquisition or import.9State of Texas. Texas Tax Code 11.253 – Tangible Personal Property in Transit Oil, gas, petroleum products, aircraft, and dealer inventories of motor vehicles, boats, and heavy equipment are excluded. Individual taxing units can also vote to tax goods-in-transit despite the state exemption, so verify whether the jurisdictions that cover your property have opted out.8Texas Comptroller of Public Accounts. When the Bill Arrives and How to Pay

Tax statements go out in October from the Bexar County Tax Assessor-Collector and reflect the amounts owed to every taxing unit with jurisdiction over your property.1Bexar County, TX – Official Website. Property Tax BCAD does not send bills or take payments, so questions about the amount owed go to the Assessor-Collector, not the appraisal district.10Bexar Central Appraisal District. Who To Contact For Tax Bills

Payment is due by January 31. A postmark on or before that date counts as timely, and you can pay online, by mail, or in person. Bexar County also offers a half-payment option: pay at least half the base tax by November 30, then the remainder by June 30 of the next year, with no penalty or interest on the split.11Bexar County, TX – Official Website. What Happens If You Pay Late

Taxes become delinquent February 1. The first month carries a 6 percent penalty. Each month after adds another point, capping at 12 percent on July 1. Interest runs separately at 1 percent per month for every month the balance stays unpaid.12State of Texas. Texas Tax Code 33.01 – Penalties and Interest

The expensive step comes when a taxing unit sends the account to collection attorneys. For business personal property, participating jurisdictions can refer accounts as early as April 1 of the year the taxes became delinquent. All other past-due taxes are turned over by July 1. Once attorneys are involved, an additional collection penalty of 15 to 20 percent of the total taxes, penalty, and interest gets added to your balance.11Bexar County, TX – Official Website. Property Tax Frequently Asked Questions A $10,000 bill can grow past $13,000 before anyone has filed suit. Taxing units can also place liens on business assets or pursue legal action to recover what you owe.

The Fraud Penalty

Filing late is expensive. Filing a false rendition is worse. If a court finds that you intentionally filed a fraudulent rendition or destroyed records to manipulate the appraisal, the chief appraiser imposes a penalty of 50 percent of the total taxes imposed on the property for the year.13State of Texas. Texas Tax Code Section 22.29 – Penalty for Fraud or Intent to Evade Tax The district or county attorney enforces it. Honest mistakes do not trigger this provision. Hiding assets or fabricating cost figures does.

Protesting the Appraisal

If you think BCAD overvalued your property, start with an informal meeting with a district appraiser. These conversations are free and resolve a lot of disputes without a hearing.

If informal talks fail, file a Notice of Protest with the Appraisal Review Board. The deadline is the earlier of May 15 or 30 days after the appraisal district delivered your valuation notice.14State of Texas. Texas Tax Code Chapter 41 – Local Review The ARB is an independent panel of local citizens. At the hearing, you present evidence that the value is too high: comparable sales data, depreciation schedules, independent appraisals. The district presents its side, and the board issues a written order fixing the value for the year.

If the ARB rules against you and you want to go further, you can appeal to a Texas district court by filing a petition for review within 60 days of receiving the ARB’s final order. Miss that window and the appeal is barred.15State of Texas. Texas Tax Code 42.21 – Petition for Review Litigation costs and attorney fees mean this route makes sense mainly when the potential tax savings are large enough to justify them.
