Blue Counties in Florida: The Six Democratic Holdouts and Flips

Six of Florida’s 67 counties voted for Kamala Harris in the 2024 presidential election, making them the state’s remaining blue counties: Broward, Palm Beach, Orange, Leon, Alachua, and Gadsden.1Tallahassee Democrat. Florida Counties Kamala Harris Won That is half the number Joe Biden carried in 2020, and in every one of the six, Democratic margins shrank.

Harris carried the following counties, listed by her share of the vote:1Tallahassee Democrat. Florida Counties Kamala Harris Won

  • Gadsden County — 14,176 votes, 64.9%
  • Leon County — 94,292 votes, 60.3%
  • Alachua County — 81,454 votes, 59.7%

  • Palm Beach County — 372,032 votes, 49.9%

Broward produced her largest raw vote total in the state. Palm Beach was her narrowest win, decided by roughly 5,500 votes.2NBC Miami. How Florida Went More Red

Why These Counties Stay Blue

The six counties fall into three patterns.

Large, Diverse Metro Counties

Broward is the most reliably Democratic county left in Florida. Its lean is driven in large part by its substantial Black population, including Caribbean immigrant and Haitian American communities that settled in the county over decades.3Miami Herald. Broward County’s Blue Status Registered Democrats outnumber Republicans by nearly two to one, with more than 464,000 Democrats on the rolls as of early 2026.4Florida Department of State. Orange County, anchored by Orlando, gave Harris a 13.5-point margin.5Orange County Supervisor of Elections. 2024 General Election Summary Like much of the I-4 corridor, the county has a large, diverse population that has trended Democratic even as surrounding suburban and rural areas moved sharply right.

Palm Beach is the shakiest member of the group. Trump actually led in early voting and Election Day ballots there; Harris’s narrow win came entirely from mail-in votes, which she carried roughly two to one. Political scientists have attributed the shift to an ongoing influx of retirees and northern transplants who skew older, whiter, and more Republican.6Palm Beach Post. University and Government Centers

Leon County contains Tallahassee, Florida State University, and Florida A&M University, and its politics reflect that concentration of state workers, students, and faculty. Alachua County, home to the University of Florida, fits the same mold. Both retain large Democratic registration advantages: Leon’s Democrats outnumber Republicans 87,632 to 54,639, and Alachua’s 73,186 to 48,084 as of February 2026.4Florida Department of State. The One Rural County: Gadsden

Gadsden, a small county in the Panhandle just west of Tallahassee, is Florida’s only county where Black residents make up a majority of the population.7News From the States. How Much the Blue Margins Have Narrowed

Every one of the six counties produced a thinner Democratic margin in 2024 than it did in 2020:2NBC Miami. How Florida Went More Red

  • Broward dropped from 64.6% for Biden to 58.0% for Harris.
  • Palm Beach went from a roughly 100,000-vote Biden margin to approximately 5,500 for Harris.
  • Orange fell from Biden’s share to 56.1%.
  • Leon dropped from 63.5% to 60.3%.
  • Alachua dropped from 62.9% to 59.7%.
  • Gadsden dropped from 68.0% to 64.9%.

Statewide, Trump expanded his Florida margin from 3.3 points in 2020 to about 13 points in 2024.2NBC Miami. How Florida Went More Red The uniform decline across the remaining blue counties suggests a systemic shift rather than anything specific to one place.

The Six Counties That Flipped to Trump

Half of Biden’s twelve 2020 counties voted for Trump in 2024: Miami-Dade, Hillsborough, Pinellas, Duval, Seminole, and Osceola.8Florida Phoenix. Osceola County Biggest Flip From Blue to Red

Miami-Dade was the most symbolically significant. The county had not voted for a Republican presidential candidate since George H.W. Bush in 1988. Clinton won it by 29 points in 2016, Biden by seven in 2020, and Trump carried it by 11 points in 2024.9Florida Phoenix. Osceola County, which is 56% Hispanic with a large Puerto Rican population, posted the biggest swing of the flipped counties. Biden had won it by 14 points in 2020 and Clinton by 25 in 2016, but Trump carried it in 2024 even though Democrats still held a registration lead of more than 20,000 voters there.8Florida Phoenix. Where Democratic Voter Registration Still Leads

Voter registration gives a slightly different picture than election results. As of February 2026, eight Florida counties had more registered Democrats than Republicans: Alachua, Broward, Duval, Gadsden, Leon, Orange, Osceola, and Palm Beach.4Florida Department of State. Voter Registration by County and Party Two of those, Duval and Osceola, voted for Trump in 2024, so registration numbers no longer reliably predict outcomes.

The margins among the remaining Democratic-registration counties vary widely. Broward’s lead of nearly 197,000 voters looks secure for the foreseeable future. Palm Beach’s edge is about 13,000, Osceola’s roughly 12,000, and Duval’s fewer than 5,000.4Florida Department of State. Voter Registration by County and Party As of September 2025, Democratic registration leads in Palm Beach were reported as “barely over 2%” and in Duval 2.5%.11Florida Phoenix. The statewide picture puts those local figures in context. In 2018, Florida Democrats held a registration advantage of about 257,000 voters. By February 2026, Republicans led by nearly 1.49 million, a total swing of more than 1.7 million.12Florida Department of State. Voter Registration by Party Affiliation Hillsborough’s Democratic registration lead of 70,000 in 2020 had been erased by January 2025, when Republicans pulled ahead by 156 voters.13Florida Politics. An analysis of Florida’s swing counties found that the number decided by five points or fewer dropped from roughly 19 or 20 in the 1990s to single digits by the 2000s and has continued falling.15MCI Maps. The Disappearing Swing Counties of Florida Democratic strength now concentrates in a small group of large, diverse urban counties, a handful of university towns, and one majority-Black rural county, while Republicans run up large margins almost everywhere else.
