To get a Boston license to carry, you must be at least 21, live or run a business in the city, complete a state-approved firearms safety course, and then apply in person with the Boston Police Licensing Unit, which runs a background check, interviews you, and decides whether you are a “suitable” person to hold the license.1Boston Police Department. Apply For A License To Carry The Boston Police Commissioner is the licensing authority for every applicant in the city, and the whole process typically takes several weeks to a few months.
Who Qualifies
Massachusetts law sets two thresholds. You cannot be a “prohibited person” under state or federal law, and the licensing authority must find you suitable.2General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131 – Licenses to Carry Firearms The prohibited-person bars are hard rules the Commissioner cannot waive: felony convictions, domestic-violence misdemeanors, active restraining or abuse prevention orders, outstanding warrants, involuntary mental health or substance abuse commitments, dishonorable discharge, and unlawful drug use, among others.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts
Suitability is where Boston’s process turns subjective. Even with a spotless record, the Commissioner can deny your application based on information suggesting you pose a risk to public safety, including patterns of behavior or prior police contacts.1Boston Police Department. What You Need Before You Apply
Basic Firearms Safety Certificate
You cannot submit an application without one. Massachusetts requires every LTC applicant to finish a safety course approved by the Colonel of the State Police and taught by a certified instructor.4General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131P – Basic Firearms Safety Certificate The class covers safe handling, storage obligations, and basic operation. Boston-area gun shops and private instructors run it, usually in a single day. Keep the certificate; you turn it in with your application.
Documents and Fee
The application itself is available through the Boston Police Department’s online portal or at headquarters. It asks for your complete personal history, prior addresses, and character references. You also need proof of Boston residency, such as a recent utility bill, voter registration card, or current lease.1Boston Police Department. Apply For A License To Carry
The processing fee is $100, cash or money order only. The department does not accept credit cards or personal checks.5City of Boston. Boston Police Department License to Carry Firearms Application Guidelines Fill every field in completely. Incomplete paperwork is the most common reason for delays at clerical review, and the fee is not refunded if your application stalls.
The Interview and Fingerprinting
Once your paperwork is in order, you call the Boston Police Licensing Unit to book an appointment.1Boston Police Department. Apply For A License To Carry At the visit, a licensing officer interviews you about your background and your reasons for wanting a carry permit. The initial interview is required by statute for first-time applicants; it is not optional and cannot be done remotely.2General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131 – Licenses to Carry Firearms
During the same visit, officers take your fingerprints digitally and photograph you for the license card. Your prints are run through state and federal criminal databases.1Boston Police Department. Apply For A License To Carry Be straightforward in the interview. The officer is evaluating your suitability in real time, and evasive answers about past legal issues tend to hurt applicants more than honest disclosure.
How Long the Decision Takes
After the interview, the department conducts a full background investigation and suitability determination, cross-referencing state records and the FBI’s National Instant Criminal Background Check System.6Federal Bureau of Investigation. Firearms Checks (NICS) Massachusetts does not set a statutory deadline for the licensing authority to act, and Boston’s processing times vary. Many applicants report waits of several weeks to a few months. You will be notified by mail, and an approved license card is sent to your home address.
What the License Covers and How Long It Lasts
A Boston LTC lets you purchase, rent, borrow, possess, and carry firearms, including large-capacity firearms, along with their ammunition. It also covers owning and transferring rifles and shotguns that are not large-capacity or semi-automatic, similar to what a Firearm Identification Card allows.2General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131 – Licenses to Carry Firearms
The license is valid for up to six years. It expires on the anniversary of your birthday falling between five and six years after the date of issue. You must carry the physical license whenever you are carrying a firearm.
Older licenses sometimes carry restrictions limiting carry to hunting, target shooting, or employment. Those restrictions are no longer enforceable. If your card has one printed on it, it carries no legal weight. You can request a replacement from Boston Police without the restriction, or wait until renewal for a clean card.7Mass.gov. Safe Storage Rules You Have to Follow
Massachusetts has some of the strictest storage laws in the country, and they apply the moment you are not physically carrying or controlling the firearm. Every gun you own must be secured in a locked container or fitted with a tamper-resistant mechanical lock that renders it inoperable to anyone other than you or another authorized user.8General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131L Leaving a handgun in a nightstand drawer without a lock is a crime, even if you live alone.
Penalties scale with the weapon and whether a minor could reach it:
- Standard firearm, no minor access: fine of $1,000 to $7,500, up to 18 months in jail, or both.
- Large-capacity or semi-automatic weapon: fine of $2,000 to $15,000, 18 months to 12 years imprisonment, or both.
- Any firearm accessible to a minor under 18: fines starting at $2,500 and reaching $20,000, with 18 months to 15 years imprisonment depending on the weapon.
A storage violation also counts as evidence of reckless conduct in any civil or criminal case if a minor accesses the gun and someone is hurt or killed.8General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131L
Where You Still Cannot Carry
The license does not override federal prohibitions. Firearms are banned on all U.S. Postal Service property, including local post offices. Possession on postal grounds is punishable by up to a year in federal prison, or up to five years if the weapon was intended for use in a crime.9United States Postal Service. Possession of Firearms and Other Dangerous Weapons on Postal Service Property
The federal Gun-Free School Zones Act makes it illegal to possess a firearm within 1,000 feet of any public or private school’s grounds. Massachusetts LTC holders fall within a statutory exception because the state requires a background check before issuing the license.10Bureau of Alcohol, Tobacco, Firearms and Explosives. Gun Free School Zones Act Overview
Federal courthouses and federal buildings are off-limits. State and local buildings, including courthouses and government offices, may also restrict firearms, as can private property posted with proper legal notice. Massachusetts does not recognize carry permits from other states, and very few states recognize a Massachusetts LTC, so check reciprocity before you drive across a state line armed.7Mass.gov. Medical Marijuana Is a Trap
Even though medical marijuana is legal in Massachusetts, federal law still classifies marijuana users as prohibited persons under 18 U.S.C. ยง 922(g)(3).3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts The Department of Justice’s 2026 rescheduling of marijuana from Schedule I to Schedule III did not repeal the prohibition.
The practical risk shows up when you buy a firearm from a licensed dealer. ATF Form 4473 asks whether you are an unlawful user of or addicted to any controlled substance. Answering “no” while holding an active medical marijuana card or using marijuana regularly exposes you to federal felony charges for making a false statement on the form, with penalties of up to 15 years in prison. The ATF’s January 2026 interim final rule narrowed the definition of “unlawful user” to require regular, recent use rather than isolated or sporadic consumption, but that distinction offers little comfort to anyone with an active dispensary purchase history. The Supreme Court’s pending decision in United States v. Hemani, expected in summer 2026, may reshape this area, but until it does, the federal prohibition stands.
What Happens If You Carry Without a Valid License
Massachusetts treats unlicensed carry harshly. Possessing any firearm outside your home or business without a valid LTC is a felony with a mandatory minimum sentence of 18 months in jail and a maximum of five years in state prison. The sentence cannot be suspended, and you are not eligible for probation, parole, work release, or good-conduct credit until you have served the full 18 months.11Mass.gov. Massachusetts General Laws Chapter 269 Section 10
The same penalties apply to rifles and shotguns carried without a proper license or Firearm Identification Card. There is no leniency for forgetting your card at home. If you cannot produce a valid license, you face the same mandatory minimum, whether the firearm is loaded or not.
Renewal, Address Changes, and Appeals
Renewing on Time
Because your license expires on a birthday anniversary between five and six years after issue, start the renewal process well before that date.2General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131 – Licenses to Carry Firearms Renewal goes through the Boston Police Department and involves another background check and suitability review. Letting the license lapse leaves you without legal authority to possess firearms outside your home, and given the mandatory-minimum penalties, the gap is a real risk.
Updating Your Address
If you move anywhere in Massachusetts, update your address electronically through the MIRCS Unified Gun Portal within 30 days.7Mass.gov. Firearms License and Transaction Frequently Asked Questions Missing that window is a separate violation.2General Court of Massachusetts. Massachusetts General Laws Chapter 140 Section 131 – Licenses to Carry Firearms If you move to a different city or town, the license travels with you, but the new municipality’s police chief becomes your licensing authority at the next renewal.
If You Are Denied
If Boston Police deny your application, you have 90 days from the date of the denial letter to appeal to the district court. The judge reviews whether the licensing authority’s decision was arbitrary and capricious. You can testify, present evidence, and call witnesses. Denials based on the suitability standard are the most commonly appealed and the hardest to overturn, because courts give licensing authorities broad discretion on that question.
