Broome County Civil Service: Exams, Eligible Lists, and Appointments

Broome County civil service exams are the gateway to permanent government jobs with the county and dozens of towns, villages, school districts, and special districts the county’s Personnel Department serves. The process is standardized: watch for an exam announcement that matches your qualifications, file the application and fee by the deadline, sit for the test, and wait to see where you rank on the eligible list that follows. Only candidates near the top of that list get called for actual vacancies.

Where to Find Exam Announcements

Upcoming exams are posted on the Broome County website and on bulletin boards at the County Office Building. Each announcement lists the filing deadline, the anticipated salary, a summary of the job duties, and the date and format of the exam.1Broome County. Open Competitive Examinations Check regularly. Some titles are only announced once, and the filing window can be short.

Every announcement is labeled Open Competitive or Promotional. Open competitive exams are open to anyone who meets the minimum education and experience qualifications printed on the announcement. Promotional exams are restricted to current employees within a particular department or agency who are already eligible for advancement.

The Personnel Department administers civil service for 40 county departments plus 37 other jurisdictions in the county, including 16 towns, 7 villages, 12 school districts, and two special districts.2Broome County. Personnel If the job you want is permanent government work anywhere in Broome County, this is almost certainly the office running the exam.

One boundary worth knowing: exam-based hiring applies to competitive class positions. New York Civil Service Law also recognizes non-competitive, exempt, and labor classes, which are filled through other means. The guidance here is for the competitive class.

Application and Fees

To apply, request the official Application for Examination/Employment form from the Personnel Department. Have your educational transcripts and professional certifications on hand before you start. The form asks for exact dates of employment and specific job duties because the department uses that information to verify you meet the minimum qualifications on the announcement.

The non-refundable fees are:3Broome County. Exam Announcements

  • Open competitive: $20
  • Promotional: $10
  • Uniformed open competitive: $30

Fees are not refunded if you turn out not to qualify or you skip the exam. Payment can be made by check, money order payable to the Broome County Office of Management & Budget, or by credit or debit card in the office with a surcharge. Cash is not accepted. If you need a fee waiver, a form is available and must be filed with the application.4Broome County. General Information For Civil Service/Employment Opportunities

Residency Rules

New York Civil Service Law Section 23(4-a) allows the county to require that candidates for local positions be residents of the county, a contiguous county, or some other reasonable combination of nearby political subdivisions.5New York State Senate. New York Civil Service Code 23 – Residence Requirements Where a residency preference applies, local residents on the eligible list are certified for appointment first; the broader list only comes into play after that resident list is exhausted. Each announcement spells out the residency rules for that particular exam.

Honesty on the Application

Section 50(4) of the Civil Service Law lets the department refuse to examine you, or refuse to certify your name from an eligible list, if you make intentional false statements or practice any deception on your application or exam.6New York State Senate. New York Civil Service Code 50 – Examinations Generally Inflating a job title or stretching dates to cover a gap is not worth the risk; disqualification applies both before and after hiring.

What the Exam Looks Like and How It’s Scored

Once your application is accepted, the Personnel Department sends an admission notice with the location, time, and instructions. Formats vary by title and can include written multiple-choice tests, oral interviews, or hands-on performance evaluations.

Scores are reported on a scaled system. The minimum passing scaled score is 70, but the raw number of correct answers needed to pass depends on the exam. On a 90-question test, for example, the passing threshold might be 54 correct answers; anyone below that threshold receives a reported failing score of 60.7New York State Department of Civil Service. Questions and Answers about Municipal Civil Service Examinations Pass, and your scaled score reflects how you did relative to other candidates. You’ll receive written notice of your result and your rank.

Veterans Credits

Honorably discharged veterans of the U.S. armed forces who are New York State residents at the time of application can claim extra points added directly to a passing exam score:8New York State Senate. New York Civil Service Law 85 – Additional Credit Allowed Veterans

  • Disabled veterans: 10 points on open competitive exams, 5 points on promotional exams.
  • Non-disabled veterans: 5 points on open competitive exams, 2.5 points on promotional exams.

To qualify as a disabled veteran, the Veterans Administration must certify a service-connected disability rated at 10 percent or more, based on an examination within one year of either your application filing date or the date the eligible list is established. These credits often move candidates several places up the list, so claim them if you’re entitled.

The Eligible List, the Rule of Three, and Canvass Letters

Passing candidates are ranked by score on an eligible list. Under Section 56, these lists last between one and four years, and a list that has been active for at least one year automatically terminates when a new list for the same title is established.9New York State Senate. New York Civil Service Code 56 – Establishment and Duration of Eligible Lists

When a vacancy opens, Section 61 requires the hiring agency to choose from the three highest-ranking willing candidates on the eligible list. This is the Rule of Three.10New York State Senate. New York Civil Service Code 61 – Appointment and Promotion The appointing authority can pick any of those three but cannot skip past them to someone ranked lower. If candidates are tied, the agency can select anyone whose score equals or exceeds the third-highest willing candidate.

Agencies reach candidates through canvass letters asking whether you’re interested in a specific vacancy. This is where applicants often lose jobs they studied months to earn. Miss the response deadline and you can be removed from consideration for that opening. Decline affirmatively and you may be able to reactivate for future vacancies, but there’s no guarantee another canvass will come before the list expires. Keep your address, email, and phone number current with the Personnel Department; a letter mailed to an old address will not wait for you.

Provisional Appointments

If an agency needs to fill a position before an eligible list exists, Section 65 allows a provisional appointment after a non-competitive review of qualifications.11New York State Senate. New York Civil Service Code 65 – Provisional Appointments Provisional appointments cannot last longer than nine months, and once a provisional has been in place past one month, the civil service commission must schedule a competitive exam as soon as practicable. After the resulting eligible list is established, the provisional appointment must end within two months.

If you accept a provisional job, you’ll need to take the competitive exam when it’s offered and rank high enough on the list to be permanently appointed. Time already served provisionally counts toward the probationary term if you receive a permanent appointment to the same title immediately afterward.12New York State Senate. New York Civil Service Code 63 – Probationary Term

Probation

Every original permanent appointment in the competitive class carries a probationary term, which is the agency’s final look at whether you can do the job day to day.12New York State Senate. New York Civil Service Code 63 – Probationary Term The specific length is set by the civil service commission’s rules rather than the statute, and probationary terms in New York local government typically run between eight weeks and one year depending on the position and jurisdiction.

Promoted employees get a built-in safety net: your former position is held open on a temporary basis until you complete probation, so an unsuccessful promotion returns you to the title you held. An appointing authority can waive probation for interdepartmental promotions, but that’s discretionary.

Reasons You Can Be Disqualified

Section 50(4) lets the Personnel Department refuse to examine or certify a candidate for several reasons:6New York State Senate. New York Civil Service Code 50 – Examinations Generally

  • Not meeting the education, license, or experience requirements on the announcement.
  • A criminal conviction, with the commission weighing the nature of the offense, how long ago it occurred, and its relevance to the position.
  • Prior dismissal from public service for misconduct or incompetence.
  • False statements or fraud on the application or exam.
  • A pattern of being fired from private employment for habitually poor performance.

Disqualification is not automatic. Before it takes effect, you must receive a written statement of the reasons and an opportunity to respond with your own explanation and supporting facts. If you have evidence of rehabilitation after a conviction, or context that explains something in your record, present it in writing before the department finalizes its decision.
