California caregiver registration on the Home Care Aide (HCA) Registry is handled by the Department of Social Services. You apply through the CDSS Guardian online portal or by mailing form HCS 100, pay a $35 fee, finish five hours of entry-level training, and clear a Live Scan background check. Registration lasts two years. Most applicants with a clean record are approved within a few weeks.
Who Has to Register
If a licensed Home Care Organization (HCO) is going to employ you to provide non-medical help in a client’s home, you must be on the HCA Registry before your first day of work. The Home Care Services Consumer Protection Act requires it.1California Legislative Information. California Health and Safety Code 1796.10 Aides who work for an HCO are called “affiliated.” You must be at least 18.2Department of Social Services. Resources for Home Care Aides
If you work directly for a client rather than through an HCO, you’re an “independent” aide. Registering is optional for you, though it gives families a way to verify your credentials. California law does not prohibit a family from hiring a caregiver who isn’t on the registry.3California Legislative Information. California Health and Safety Code 1796.15
What It Costs
The registration fee is $35, the same whether you apply online or by mail, and the same for your first application and every renewal.4California Department of Social Services. Application Fees
Live Scan fingerprinting is separate. The Department of Justice processing fee is about $32, the FBI fee is roughly $17 to $19, and the Live Scan vendor adds a service fee that commonly falls between $20 and $50. Plan on $70 to $100 total at the appointment; the operator will quote the exact amount before scanning.5California Department of Social Services. Training You Need Before You Apply
You have to finish five hours of entry-level training before registration. It covers basic topics such as workplace safety, infection control, and the aide’s role in a care setting. Many HCOs provide this training in-house for new hires, so check with your employer first rather than paying for an outside course.
Once you’re registered, you also need five hours of continuing education each year, for a total of ten hours across your two-year registration cycle.6California Home Care Aide Registry. California Home Care Aide Registry Continuing education covers client rights, daily living needs, and recognizing and reporting abuse or neglect. Falling behind on these hours can block your renewal.
The Background Check
Every applicant has to pass a criminal background check.2Department of Social Services. Any conviction beyond a minor traffic violation can disqualify you unless CDSS grants an exemption.7California Department of Social Services. Exemptions That’s a lower bar than many people expect; even an old misdemeanor can trigger the exemption process.

If You Need an Exemption
When your conviction is exemptible, CDSS sends a notification letter. You then have 45 days from the date on that letter to send an exemption package to the Care Provider Management Branch. The package includes a written request, three character references on form LIC 301E (not from relatives or coworkers at a licensed facility), a personal statement about each conviction, proof of any rehabilitation courses, and probation records if you have them. If CDSS denies the exemption, you have 15 days from the denial to request a written appeal.7California Department of Social Services. Exemptions Both windows are short, so watch your mail closely.

Documents to Have Ready
Either method requires the same materials: a valid government-issued photo ID (California driver’s license or state ID works), your Social Security number, and proof you completed the five hours of initial training. You also fill out a Criminal Record Statement (LIC 508) disclosing any prior criminal history. Answer it accurately. An incomplete or false answer can sink the application even when the underlying conviction would have been exemptible.
After you submit, CDSS processes the application while it waits for your fingerprint results. Timing depends on the DOJ and FBI, but a clean background check usually clears within a few weeks.
