On your California DMV registration bill, only the Vehicle License Fee is tax-deductible. Everything else — the weight fee, the CHP fee, the registration fee, county and district charges, the Transportation Improvement Fee, the EV fee — is a flat regulatory charge and does not qualify. The VLF counts because federal law allows a deduction for state and local personal property taxes that are based on the value of the property and charged yearly, and the VLF meets both tests.1Office of the Law Revision Counsel. 26 U.S. Code 164 – Taxes
What Qualifies and What Does Not
The VLF is calculated as a percentage of your vehicle’s original purchase price and then reduced each year as the vehicle depreciates.2California State Department of Motor Vehicles. Registration Fees Because it is tied to value and billed annually, the IRS treats it as a deductible personal property tax.
Several other charges look similar but fail the test. The Transportation Improvement Fee is set by model year, not current value. The Zero-Emission Vehicle fee is a flat annual amount adjusted for inflation. Weight fees, the CHP fee, personalized plate fees, late penalties, and smog transfer fees are all flat charges. None of these qualify on either your federal or California return.3Internal Revenue Service. Instructions for Schedule A (Form 1040) (2025)
Finding Your VLF Amount
Your annual renewal notice lists the VLF as its own line item, labeled and separated from the other fees.2California State Department of Motor Vehicles. Registration Fees That number is what you report. If you threw out the notice, the DMV website has a fee lookup tool that returns the breakdown when you enter your plate number or VIN. Keep whatever you use as backup documentation in case the IRS asks.4Internal Revenue Service. Recordkeeping
Claiming the VLF on Your Federal Return
The VLF goes on Schedule A of Form 1040, under state and local personal property taxes. You have to itemize to use it. If you take the standard deduction — $16,100 single or $32,200 married filing jointly for 2026 — the VLF produces no federal savings.5Internal Revenue Service. The VLF also counts against the state and local tax (SALT) cap, which combines your state income tax, real property tax, and personal property tax under a single ceiling. For 2026 that ceiling is $40,400 for most filers and $20,200 for married filing separately.1Office of the Law Revision Counsel. 26 U.S. Code 164 – Taxes A typical California homeowner paying $9,000 in state income tax, $6,000 in property tax, and $300 in VLF totals $15,300, well under the cap, and deducts all of it.
Timing follows the money. You deduct the VLF in the tax year you paid it, not the registration period it covers.6Internal Revenue Service. Topic No. 503, Deductible Taxes If you renewed in January 2026 for a period that started in December 2025, it belongs on your 2026 return. If you paid two renewals in the same calendar year, both are deductible that year.
High-Income Phase-Out
The $40,400 cap shrinks for higher earners. Once your modified adjusted gross income passes $505,000 ($252,500 for married filing separately), the cap drops by 30 cents for every dollar over the threshold, with a floor of $10,000 ($5,000 married filing separately). A single filer at $606,000 or above is back to a $10,000 SALT cap and will likely get little marginal benefit from the VLF.
Claiming the VLF on Your California Return
California also lets you deduct the VLF on your state return through Schedule CA. The important difference: California does not apply the federal SALT cap. If your state itemized deductions exceed the California standard deduction, the full VLF flows through with no ceiling.7Franchise Tax Board. 2025 Instructions for Schedule CA (540) California Adjustments For higher earners whose federal deduction got clipped by the phase-out, the state return is where the VLF still delivers something.
If You Use the Vehicle for Business
Self-employed drivers and gig workers get a different and generally better result. Under the actual expense method, you deduct the business-use percentage of the entire registration bill — not just the VLF — on Schedule C.8Internal Revenue Service. Topic No. 510, Business Use of Car Weight fees, CHP fees, insurance, fuel, and repairs all get multiplied by your business-mile fraction. Because this is a business expense, the SALT cap does not touch it.9Internal Revenue Service. Publication 463 (2025), Travel, Gift, and Car Expenses
If you use the standard mileage rate instead (72.5 cents per mile for 2026), that rate already bakes in registration and other fixed costs, so you cannot also deduct registration separately.10Internal Revenue Service. IRS Sets 2026 Business Standard Mileage Rate at 72.5 Cents Per Mile, Up 2.5 Cents You can still deduct the personal-use share of the VLF on Schedule A if you itemize. Splitting the fee between Schedule C for the business portion and Schedule A for the personal portion is common for mixed-use vehicles.
Is Itemizing Worth It Just for the VLF?
On most passenger cars the VLF runs a few hundred dollars, often under $200 once the depreciation schedule has done its work. That alone almost never justifies itemizing. The deduction only pays off when the VLF sits on top of mortgage interest, property tax, state income tax withheld, and charitable contributions that together clear the standard deduction.
Add those items up before assuming the VLF helps you. If the combined total exceeds $16,100 single or $32,200 married filing jointly for 2026, itemize and include the VLF.5Internal Revenue Service. IRS Releases Tax Inflation Adjustments for Tax Year 2026, Including Amendments From the One, Big, Beautiful Bill If it falls short, the VLF gives you nothing on the federal return, though it may still contribute something on your California return if your state itemized total clears the state standard deduction.
