CA Home Care Aide Registry Renewal: Fee, Training, and Steps

Renewing your California Home Care Aide Registry registration is a $35 online process through the CDSS Guardian Applicant Portal, and it must be completed on or before your two-year expiration date. Miss that date and your registration is automatically forfeited, with no grace period and no late-renewal option. You then have to start over as a new applicant, including a fresh Live Scan background check, before you can legally work as a Home Care Aide again.

When Your Registration Expires

Your HCA registration is valid for exactly two years from the date it was first issued or last renewed, and it expires on that anniversary.¹ CDSS is required to mail a written renewal notice at least 60 days before that date, sent to the address on file. Don’t rely on the letter arriving. If you’ve moved and haven’t updated your records, the reminder goes to your old address and that is not a defense for missing the deadline.

Check your current status and expiration date any time by logging into the Guardian Applicant Portal at guardian.dss.ca.gov/Applicant.² Look this up well before you think you’re due so you have time to handle training documentation and any account issues.

The Renewal Fee

The nonrefundable renewal fee is $35.00, payable by credit or debit card online through Guardian, or by check or money order if you renew by mail.³ The fee is the same whether you submit the renewal yourself or your Home Care Organization submits it for you. There is no late fee. Once the expiration date passes, the renewal window is closed and you’re looking at re-application costs instead.

Annual Training You Need to Have Completed

California requires Home Care Aides to complete five hours of training each year, roughly ten hours across the two-year registration period. The requirement comes from Health and Safety Code Section 1796.44 and must cover:

Client rights and safety, including privacy and dignity for people receiving home care.
How to assist with and respond to daily living needs.
How to detect, report, and prevent abuse and neglect.

The renewal application asks you to verify that your continuing education hours are current, and CDSS can request proof. Keep your own copies of completion records. If your employer runs the training, get the paperwork now rather than trying to retrieve it from a former employer later.

How to Renew Online

Online renewal is the fastest option and what CDSS encourages. The steps:

Log in at guardian.dss.ca.gov/Applicant. If you don’t have an account in the current Guardian system (which replaced the older online system), you’ll need to create one before you can renew.
Select the Home Care Aide Registry Renewal request type from your dashboard.
Verify your name, mailing address, and phone numbers, and update anything that has changed.
Confirm that you’ve completed the required continuing education hours.
Pay the $35.00 fee by credit or debit card in the portal.
Digitally sign the application, which is a declaration under penalty of perjury that your information is accurate, then submit.

You should receive a confirmation number or email immediately.³ Save it. That’s your proof of timely submission if there’s any processing delay on the department’s end. CDSS does not publish an official renewal processing timeline, so give yourself as much lead time as you can.

How to Renew by Mail

If you’d rather use paper, or don’t have a card for the online payment, you can renew using the HCS 100 form:

Print the two-page Application for Home Care Aide Registration or Renewal (HCS 100) from the CDSS website. A Spanish version is available.
Complete both pages and read the renewal instructions on the form.
Write a check or money order for $35.00 payable to the department.
Mail the form and fee to California Department of Social Services, Home Care Services Branch, 744 P Street, M.S. 9-14-90, Sacramento, CA 95814.

Your application must be postmarked on or before the expiration date to count as timely.¹ Paper takes longer to process than online submissions, so don’t wait until the last week. Postal delays can turn a timely renewal into a forfeiture.

If Your Employer Renews for You

Your Home Care Organization can submit the renewal on your behalf through the organization’s own Guardian account at guardian.dss.ca.gov/agency.³ Even when your employer handles the paperwork, confirm the renewal was actually submitted and ask for a copy of the confirmation. The registration is your credential, and a lapse falls on you.

Keep Your Address Current

California law requires you to notify the department in writing within ten days of any change to your mailing address.⁴ To update it, submit the HCS 105 form (Request for Name/Address Change) to the Home Care Services Branch. This is the address where your 60-day renewal notice will be mailed, so keeping it current is directly tied to whether you get a reminder at all.

What Happens If You Miss the Deadline

If you don’t renew on or before your expiration date, your registration is automatically forfeited.¹ There is no grace period. A forfeited registration means you cannot legally work as a registered Home Care Aide for any licensed home care organization in California. Employers who check the public registry will see that your status is no longer active, and continuing to employ someone with a forfeited registration can bring penalties for the organization.

Getting back on the registry after forfeiture means starting the application process over as a new applicant. That includes a new Live Scan fingerprint background check processed through both the California Department of Justice and the FBI, plus the initial application fee of $35.00.³ The dollar amount matches the renewal fee, but Live Scan adds DOJ and FBI processing fees plus a rolling fee from the fingerprinting vendor, which varies by location. You cannot work while waiting for the new background check to clear and CDSS to issue a new registration number.

Revocation Is a Separate Matter

Forfeiture for missing a deadline is not the same as revocation. CDSS can revoke your existing registration or deny a renewal for specific reasons: obtaining registration through fraud, a qualifying criminal conviction (other than an infraction) without a granted exemption, or conduct that threatens the health, safety, or welfare of people receiving home care services.⁵ The DOJ continuously updates criminal records for registered HCAs, so a new conviction can trigger revocation mid-cycle. If your registration is revoked rather than forfeited, reapplying involves a waiting period and is more restrictive than reapplying after a lapse.
