Cabarrus County Property Tax: Rates, Payment, and Relief Programs

The Cabarrus County property tax rate for fiscal year 2025–2026 is $0.576 per $100 of assessed value.1Cabarrus County. Cabarrus Commissioners Adopt Fiscal Year 2025-26 Budget That is only part of your bill. If you live inside Concord, Kannapolis, Harrisburg, Midland, Mount Pleasant, or Locust, the town’s rate is added on top. If you live outside any municipality, a fire district rate is still added. Your total depends on where the parcel sits, what it is worth, and which exemptions you qualify for.

How to Figure Your Bill

Add every rate that applies to your parcel, multiply by the assessed value, and divide by 100. Fire district rates in unincorporated areas run from $0.059 per $100 in the Odell district to $0.15 per $100 in the Harrisburg Rural district. A home assessed at $350,000 in unincorporated Cabarrus County inside the Allen fire district pays the county rate of $0.576 plus the fire rate of $0.11, for a combined $0.686 per $100. The annual bill works out to roughly $2,401. The county publishes every current municipal and fire district rate on its Tax Rates page.2Cabarrus County. Tax Rates

Where Your Assessed Value Comes From

The Cabarrus County Tax Administration uses mass appraisal, applying standardized schedules rather than inspecting each parcel individually.3Cabarrus County. Cabarrus County 2024 Appraisal Manual – Introduction Appraisers look at square footage, location, construction quality, and recent sales of comparable properties to arrive at a fair market value.

State law requires revaluation at least every eight years, but Cabarrus County’s Board of Commissioners has chosen a four-year cycle.4Cabarrus County. Tax Administration The last countywide revaluation took effect January 1, 2024. The next is expected in 2028. In between, values change only for parcels that physically change, such as new construction or demolition.

You can pull up your current assessed value, past bills, and recent sales for comparable homes on the county’s online portal at tax.cabarruscounty.us.5Cabarrus County. Real Estate Search

Renovations Can Trigger a Reassessment

You do not have to wait for a countywide revaluation to see a change. A building permit creates a public record that signals the tax office to take a closer look. Projects that add square footage, bedrooms, bathrooms, or structural elements are the ones most likely to raise your assessed value. Cosmetic work like painting or new flooring generally does not.

Value is set based on the condition of the property as of January 1 each year. Finish a major addition before January 1 and the higher value hits the next bill. Still underway on that date, and the increase may be delayed by a year. Finishing a garage conversion on December 28 versus January 3 can shift an entire year of taxes.

When to Pay and How

Real estate and personal property tax bills are due September 1 and do not become delinquent until January 5 of the following year, giving you about four months to pay without penalty.6Cabarrus County. Pay Taxes You can pay online by credit card or electronic check, by mail, or in person at the governmental center.

If you have a mortgage with an escrow account, your lender collects part of your estimated taxes each month and pays the bill for you. The lender runs an annual escrow analysis and adjusts your monthly payment up or down. The tax liability is still yours. If the lender fails to pay on time, you bear the consequences. Check your escrow statement each year, especially after a revaluation.

Vehicle Property Tax

North Carolina does not send a separate county bill for your car or truck. Vehicle property tax is collected with your annual registration renewal through the Tag & Tax Together program, run by the NC Division of Motor Vehicles.7North Carolina Department of Revenue. Tag and Tax Together Project About 60 days before your tag expires, you get a combined notice listing the DMV renewal fee and the property tax due. You pay both in one transaction. Because the vehicle tax is tied to your registration date, due dates vary by owner. If you move into the county from out of state, keep your DMV address current so the vehicle gets assessed correctly.

What Happens If You Pay Late

Interest starts immediately on January 6. The initial rate is 2 percent for the month of January, then 0.75 percent for each additional month or partial month until the balance is paid.8North Carolina General Assembly. North Carolina Code 105-360 – Due Date; Interest for Nonpayment of Taxes A $3,000 bill left unpaid from January through June would accrue roughly $173 in interest.

The consequences escalate. The county advertises delinquent liens publicly. At least 30 days after that advertisement, the county can file a certificate with the Clerk of Superior Court docketing the unpaid taxes as a judgment against your property. That judgment carries 8 percent annual interest. Between three months and two years after the judgment is entered, the county can request execution and the sheriff can sell the property at public auction.9North Carolina General Assembly. North Carolina General Statutes 105-375

You can stop the process at any point before execution by paying everything owed, including interest and costs. You can also appear before the Clerk and move to set aside the judgment if the tax was paid or the lien is invalid. Waiting until a foreclosure notice shows up is a bad strategy. If you cannot pay, call Tax Administration early.

Programs That Reduce Your Bill

North Carolina has three property tax relief programs for homeowners, all run through the Cabarrus County Tax Administration. They share state form AV-9 and a June 1 filing deadline.10North Carolina Department of Revenue. Application for Property Tax Relief

Elderly or Disabled Homestead Exclusion

If you are 65 or older, or totally and permanently disabled, you may exclude the greater of $25,000 or 50 percent of your home’s appraised value from taxation. There is an income cap called the “income eligibility limit,” which started at $25,000 in 2008 and is adjusted each year by the same percentage as the Social Security cost-of-living increase.11North Carolina General Assembly. North Carolina General Statutes 105-277.1 – Elderly or Disabled Property Tax Homestead Exclusion The NC Department of Revenue publishes the current limit each July. You must own and occupy the home as your permanent residence. Applicants under 65 need a physician’s certification of disability.

Disabled Veteran Homestead Exclusion

Veterans with a permanent, total, service-connected disability as rated by the U.S. Department of Veterans Affairs can exclude the first $45,000 of their home’s appraised value from taxation.12North Carolina General Assembly. North Carolina Code 105-277.1C – Disabled Veteran Property Tax Homestead Exclusion This exclusion has no income limit. The veteran must own and occupy the home.

Circuit Breaker Tax Deferment

The circuit breaker does not reduce your assessed value. It caps your annual tax bill at a percentage of your income and defers the rest. At or below the income eligibility limit, taxes are capped at 4 percent of income. Between the limit and 150 percent of the limit, the cap is 5 percent.13North Carolina General Assembly. North Carolina General Statutes 105-277.1B – Property Tax Homestead Circuit Breaker The deferred taxes do not disappear. They become a lien and come due when you sell the home or when it transfers to someone who does not qualify. This can create a surprise bill for heirs.

Present-Use Value for Farm and Forest Land

Agricultural, horticultural, and forest land can be taxed on what it produces rather than what a developer would pay for it. The savings can be significant near the county’s growing suburban edges. Minimum size and income rules apply:

The gap between market-value tax and present-use-value tax accrues each year as deferred tax, recorded as a lien. If the land loses its qualifying use, deferred taxes for the current year and the three prior years come due with interest. A new buyer who continues the qualifying use inherits the lien and the obligation.

How to Appeal Your Valuation

If the county’s number looks too high, start by calling Tax Administration. Many disputes get resolved informally when an appraiser reviews the specifics. The call costs nothing and preserves your right to escalate.15North Carolina Department of Revenue. Property Tax Appeal Process

If that does not fix it, file a formal appeal with the Cabarrus County Board of Equalization and Review before the Board adjourns, which usually happens in late spring.16Cabarrus County. Real Estate Appeals You present evidence supporting a lower value. The strongest evidence is concrete: a recent independent appraisal, documented structural problems, contractor repair estimates, or sales data from comparable homes in your neighborhood that sold for less than your assessed value. A general sense that the number feels off will not carry a hearing.

If the Board rules against you, you have 30 days from the date on the notice of decision to appeal to the North Carolina Property Tax Commission in Raleigh.16Cabarrus County. Real Estate Appeals The Commission works as a trial-level body, so you can present witnesses and additional evidence. This stage is more formal, and most homeowners who reach it benefit from help, whether an attorney or a certified appraiser who can build a side-by-side comparison of your property against comparable sales and assessments.
