Cabell County Tax Map: Parcel Search, Classes, and Limits

Cabell County tax maps can be viewed for free online through two tools that pull from the same assessment database: the statewide WV Property Viewer at mapwv.gov/parcel and the Cabell Parcel Viewer hosted on ArcGIS. Both let you look up any parcel in the county by owner name, address, or parcel number and see the boundary outline, ownership, property class, and assessed value. The Cabell County Assessor’s office compiles the maps from recorded deeds and surveys, but only to the level of detail needed for taxation.1Cabell County Assessor’s Office. Cabell County Maps

Where to Look Up a Parcel Online

The WV Property Viewer is run by the West Virginia State Tax Department and covers every county in the state. It draws its parcel data from the West Virginia Integrated Assessment System (IAS). Clicking any parcel on the interactive map opens an information panel with ownership and valuation details.2West Virginia Property Viewer. WV Property Viewer

Cabell County also hosts its own Parcel Viewer built on ArcGIS, which some users find more responsive for local lookups. Because both tools pull from the same assessment database, the records should match. The Cabell County Assessor’s website at cabellassessor.com links directly to both viewers and also offers downloadable tax map images organized by district.1Cabell County Assessor’s Office. How to Search for a Property

The most precise search is by full parcel ID, which combines the district, map, and parcel numbers into a single string. Hyphens are optional. You’ll find this number on the annual property tax bill from the Cabell County Sheriff’s office and in the legal description of a recorded deed.

Other ways to find a property on the WV Property Viewer:2West Virginia Property Viewer. WV Property Viewer

  • Owner name. Select Cabell County, then search last name followed by first name. You don’t need the full name.
  • Property address. Try just the street name; addresses in the IAS database are sometimes incomplete.
  • Street address (E-911). Enter the full street address, city, and state abbreviation. It won’t match P.O. boxes or old rural route numbers.
  • Drawing on the map. Use the point, rectangle, or polygon tool to pull up every parcel inside an area you select.

What the Map Shows You

Selecting a parcel brings up a basic panel listing the owner’s name, physical address, property class type, legal description, and community information. A detailed panel expands this into six sections: description, property owner, physical address, building information, cost values, and appraised values.2West Virginia Property Viewer. The viewer also provides quick links to Google Maps, Google Street View, Bing Maps, and OpenStreetMap for comparing the drawn boundary against satellite and street-level imagery. Where delinquent land data is enabled, the system flags parcels with outstanding tax obligations. You can also jump to the full IAS assessment record for the non-spatial data, or open the WV Flood Tool to check whether the parcel sits in a designated flood zone.2West Virginia Property Viewer. Why the Property Class Field Matters

All property in West Virginia is assessed at 60 percent of its true and actual value, meaning the price it would bring in a voluntary, arms-length sale rather than a forced sale.3West Virginia Legislature. West Virginia Code 11-3-1 The assessment ratio is the same for every class; what differs is the maximum levy rate local governments can apply.

State law divides property into four classes for levy purposes:4West Virginia Legislature. West Virginia Code 11-8-5

  • Class I covers tangible personal property used exclusively in agriculture, agricultural products still held by the producer, and intangible personal property such as stocks and bonds.
  • Class II covers property you own, use, and live in exclusively as your residence, plus farms occupied and cultivated by their owners or tenants.
  • Class III covers all other real and personal property located outside a municipality.
  • Class IV covers all other real and personal property located inside a municipality.

Your class appears in the viewer under “property class type.” A home you own and live in should read as Class II, which carries the lowest levy rate cap for real property. If it’s coded Class III or IV, you may be paying more than you should, and that’s a correction worth raising with the assessor.

What a Tax Map Can’t Be Used For

The parcel lines look authoritative on screen, but they carry no legal weight in a boundary dispute. The Cabell County Assessor’s office states that its maps “are for assessment use only and DO NOT represent a survey” and are “compiled from official records, including surveys and deeds, but only contain the information required for assessment.”1Cabell County Assessor’s Office. West Virginia regulation requires every tax map and digital parcel file to carry a disclaimer that the product “was developed for taxation purposes and is therefore not suitable for legal, engineering, or surveying purposes.”5Cornell Law Institute. West Virginia Code of State Rules 189-5-8 – Map Disclaimer and Scope of Surveying Practice Tax mapping is excluded from the legal definition of surveying practice under state law.

In practice, GIS parcel lines can be off from the true ground location by a few feet to dozens of feet. For a fence dispute, construction near a line, or a closing with title insurance, hire a licensed surveyor to establish the boundary from deed coordinates and physical monuments. A residential boundary survey generally runs several hundred to several thousand dollars depending on the property’s size, terrain, and complexity.

Correcting Errors and Challenging Your Assessment

If the map shows wrong acreage, the wrong property class, or stale ownership, start by contacting the Cabell County Assessor’s office. Clerical corrections can often be made administratively, without a formal appeal.

To dispute the assessed value itself, there’s a tight annual window. The county commission sits as a Board of Equalization and Review starting no later than February 1 and must adjourn by the last day of February. Any property owner can appear during that session and challenge their assessment.6West Virginia Legislature. West Virginia Code 11-3-24

The board can raise or lower any value, but it cannot set an assessment above 60 percent of true and actual value. If the board intends to raise your assessment, you’re entitled to at least five days’ written notice and the chance to appear and object.6West Virginia Legislature. West Virginia Code 11-3-24

Missing the February window has consequences. If you don’t apply for relief during the board’s session, you waive the right to challenge that year’s assessment, with one narrow exception: you can still appeal to the state Office of Tax Appeals. Don’t wait for the fall tax bill to raise a dispute you could have brought months earlier.6West Virginia Legislature. West Virginia Code 11-3-24
