CalFresh in Solano County: Eligibility, Applying, and Using Benefits

CalFresh in Solano County is administered by the county’s Health and Social Services department, and you can apply online through BenefitsCal, by phone, by mail, or in person at the Fairfield or Vallejo office. For the benefit period running through September 30, 2026, a single-person household earning less than $2,610 per month in gross income can qualify for up to $298 a month, loaded onto an EBT card accepted at most grocery stores and many farmers’ markets in the county.1Solano County. Who Qualifies

Eligibility turns on two income tests. Your household’s gross monthly income (before deductions) generally cannot exceed 200 percent of the Federal Poverty Level, and your net monthly income (after deductions) must fall at or below 100 percent. For the period through September 30, 2026, the limits by household size are:

  • 1 person: $2,610 gross / $1,305 net
  • 2 people: $3,534 gross / $1,763 net
  • 3 people: $4,462 gross / $2,221 net
  • 4 people: $5,360 gross / $2,680 net

Each additional member adds roughly $900 to the gross limit and about $460 to the net limit. The figures come from the 2026 Federal Poverty Guidelines.2HHS ASPE. 2026 Poverty Guidelines – 48 Contiguous States

California does not enforce an asset or resource limit for CalFresh. Your bank balances, car, and property will not disqualify you, though any income those resources generate still counts.

Deductions can bring your countable income well below your gross earnings. The Standard Utility Allowance is $663 per month for households that pay heating or cooling costs.3California Department of Social Services. Application for CalFresh Benefits Other deductibles include rent or mortgage, child care costs, court-ordered child support you pay, and medical expenses above $35 per month for household members who are 60 or older or disabled. The excess shelter deduction caps at $744 per month, but households with an elderly or disabled member have no cap.

You must be a California resident living in Solano County to apply here. At least one household member needs to be a U.S. citizen, lawful permanent resident, or hold another qualifying immigration status; mixed-status households can still receive benefits for the eligible members.4CalFresh. CalFresh Eligibility College students enrolled at least half-time face extra conditions, such as working 20 hours a week, qualifying for work-study, caring for a child under 12, or participating in an approved training program.

How Much You Can Get

Benefit amounts depend on household size and net income. The maximum monthly allotments through September 30, 2026 are:

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421

Each additional member beyond six adds $218. These are ceilings. If your household has any net income, the formula takes 30 percent of that income and subtracts it from the maximum for your size. A single person with $500 in monthly net income would receive $298 minus $150, or $148.

How to Apply in Solano County

Solano County accepts applications through four channels. The fastest is BenefitsCal, the state’s online portal, where you can complete the application, upload documents, and track your case.5Solano County, California. BenefitsCal

For paper applications, Solano County Health and Social Services has two offices:

  • Fairfield: 275 Beck Avenue
  • Vallejo: 365 Tuolumne Street

Both locations accept hand-delivered applications during business hours and have drop boxes for after-hours delivery. You can also mail a completed form to the Fairfield office. The primary application is the CF 285.3California Department of Social Services. Application for CalFresh Benefits At minimum, you need to provide your name, address, and signature to start the clock; you can submit missing documentation later.

California law also requires counties to accept applications by phone. If you cannot get to an office or go online, you can call, give the information verbally, and provide recorded verbal consent in place of a written signature.

Documents to Gather

Having your paperwork ready before you apply saves significant time:

  • Identification: a California driver’s license, state ID, or passport.
  • Social Security numbers for all household members on the application. Certain noncitizens may have alternative documentation.
  • Proof of income: pay stubs from the last 30 days, benefit award letters, or self-employment records.
  • Proof of Solano County residency: a current lease, utility bill, or similar document.
  • Proof of expenses: rent or mortgage statements, property tax bills, child care receipts, and medical bills for elderly or disabled members.

Skipping the expense documentation is one of the most common mistakes. It does not affect whether you qualify, but it can mean a noticeably smaller monthly benefit because the county cannot apply deductions without proof.3California Department of Social Services. Application for CalFresh Benefits

What Happens After You Apply

Once Solano County receives your application, an eligibility worker schedules a mandatory interview, almost always conducted by phone. The county has up to 30 days from your application date to issue a final decision.6California Department of Social Services. Initial Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs

If your household is in immediate need, expedited processing can deliver benefits within three calendar days of your application date. You qualify for the fast track if any of the following applies:

  • Your household’s gross monthly income is under $150 and your liquid assets (cash, checking, and savings combined) are $100 or less.
  • Your monthly rent and utility costs exceed your combined gross income and liquid assets.
  • You are a migrant or seasonal farmworker with less than $100 in savings whose income has stopped or who expects less than $25 in the next 10 days.6California Department of Social Services. Initial Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs

After approval, the state loads benefits onto a Golden State Advantage EBT card. The card works like a debit card at authorized retailers and can be used in all 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam.7California Department of Social Services. Electronic Benefits Transfer (EBT) Card Benefits are loaded monthly on a set schedule.

Keeping Your Benefits After Approval

Getting approved is not the last step. Missing a reporting deadline is the number-one reason people lose benefits they are still entitled to.

If your household’s total monthly income rises above the Income Reporting Threshold listed on your approval notice, you must report it to the county within 10 days.8California Department of Social Services. Reporting Changes for Cash Aid and CalFresh You can report by phone or in writing. Not reporting can result in an overpayment the county will collect later.

Six months after approval, the county sends a SAR 7 form (the Periodic Report). You must complete and return it even if nothing has changed, and include proof of income such as recent pay stubs. You can submit through BenefitsCal, by mail, or in person. Missing this report will stop your benefits.

At the end of your certification period, usually 12 months, you must complete a full recertification: a new application form and another phone interview.9California Department of Social Services. Recertification for CalFresh Benefits Finish both before your certification period ends to avoid a gap. If you miss by more than 30 days, you start over with a brand-new application. Keep the interview appointment even if your paperwork is incomplete; you have at least 10 days after the interview to submit remaining documents.

Work Requirements Starting June 2026

Starting June 1, 2026, California will enforce the federal time limit for Able-Bodied Adults Without Dependents. Under the One Big Beautiful Bill Act passed in 2025, adults ages 18 through 64 who are physically and mentally able to work and do not live with a child under 14 face a three-month limit on CalFresh benefits within any 36-month period unless they meet work requirements.10Food and Nutrition Service. SNAP Work Requirements

To keep benefits beyond three months, you need to work, volunteer, or participate in a qualifying training program for at least 80 hours per month. The clock resets once you meet the requirement, but if you stop meeting it after using your three months, benefits end until you qualify again or the 36-month window resets.

You are exempt if you are pregnant, physically or mentally unable to work, receiving disability benefits such as SSI or veterans’ disability, participating in a drug or alcohol treatment program, or living with a child aged 13 or younger. California had previously waived these rules statewide, so many current recipients have never dealt with them. If you are between 18 and 64 and none of the exemptions apply, start planning now for how you will meet the 80-hour requirement.
