You qualify for CalFresh if your household’s gross monthly income sits at or below 200% of the federal poverty level and you meet California’s rules on household composition, student status, and work requirements. For federal fiscal year 2026 (October 1, 2025 through September 30, 2026), that gross income ceiling is $2,610 for a single person and $5,360 for a family of four, with higher limits for larger households.1California Department of Social Services. All County Information Notice I-46-25 FFY 2026 CalFresh Cost-of-Living Adjustments CalFresh eligibility also runs through a second net income test after allowable deductions, and that is often where households that look borderline on gross income end up qualifying comfortably.
Income Limits by Household Size for 2026
California applies two income tests. Your gross monthly income (everything before taxes or deductions) generally cannot exceed 200% of the federal poverty level, which reflects California’s modified categorical eligibility policy and is more generous than the standard federal threshold of 130%. If you pass that, the county then checks whether your net income after deductions falls below 100% of the poverty level.
For October 1, 2025 through September 30, 2026, the limits are:
- 1 person: $2,610 gross / $1,305 net
- 2 people: $3,526 gross / $1,763 net
- 3 people: $4,442 gross / $2,221 net
- 4 people: $5,360 gross / $2,680 net
- 5 people: $6,276 gross / $3,138 net
- 6 people: $7,192 gross / $3,596 net
- 7 people: $8,110 gross / $4,055 net
- 8 people: $9,026 gross / $4,513 net
Each additional person adds roughly $918 to the gross limit and $459 to the net limit.1California Department of Social Services. All County Information Notice I-46-25 FFY 2026 CalFresh Cost-of-Living Adjustments
If your household includes someone age 60 or older or a person with a disability, the gross income limit does not apply at all. You only need to meet the net income test.2eCFR. 7 CFR 273.9 – Income and Deductions This is one of the most important exceptions in the program, and it means older adults and people with disabilities who assume they earn too much often still qualify.
Who Counts as Your Household
CalFresh defines a household as people who live together and share meals. If you buy groceries and cook together, you generally apply as one unit.3eCFR. 7 CFR 273.1 – Household Concept Some people must be included in the same household whether they share meals or not: spouses, children under 22 living with a parent, and children under 18 under the parental control of an adult in the home.
An elderly person (60 or older) with a permanent disability who cannot prepare meals can qualify as a separate household from the people they live with, as long as the income of those other people does not exceed 165% of the poverty level.3eCFR. 7 CFR 273.1 – Household Concept Boarders, live-in attendants, and foster children are treated separately as well. Getting the household composition right controls which income limit applies to you and how large your benefit can be.
Deductions That Lower Your Countable Income
The county does not stop at your paycheck. It subtracts several deductions from gross income to produce the net figure used in the second test, and these deductions often decide eligibility.
- Standard deduction: $209 per month for households of one to three people, $223 for four, $261 for five, and $299 for six or more.1California Department of Social Services. All County Information Notice I-46-25 FFY 2026 CalFresh Cost-of-Living Adjustments
- Earned income deduction: 20% of all wages, salaries, and tips is automatically subtracted.4California Department of Social Services. CalFresh General Market Handbook – Chapter 4 Eligibility Basics
- Dependent care: Out-of-pocket costs for childcare or care of a disabled household member needed for work or training.
- Court-ordered child support that you are legally required to pay.
- Excess shelter costs: Housing costs (rent, mortgage, property tax, insurance, utilities) that exceed half your income after other deductions. The shelter deduction is capped at $744 per month, with no cap for households that include an elderly or disabled member.1California Department of Social Services. All County Information Notice I-46-25 FFY 2026 CalFresh Cost-of-Living Adjustments
- Medical expenses: For elderly or disabled members only, unreimbursed medical costs above $35 per month are deductible, including insurance premiums, prescriptions, and transportation to medical appointments.2eCFR. 7 CFR 273.9 – Income and Deductions
Here’s how this plays out in practice. A household of three earning $3,800 per month in wages subtracts the $209 standard deduction and the 20% earned income deduction ($760), bringing countable income to $2,831 before shelter and other deductions are applied. If housing costs then push the net figure below $2,221, the household qualifies.
Do Assets Count?
For most CalFresh households, no. Under California’s modified categorical eligibility rules, the county looks at income, not your savings or your car. If your household does not qualify under those expanded rules, the standard resource limits apply: $3,000 for most households, or $4,500 if the household includes someone age 60 or older or a person with a disability.1California Department of Social Services. All County Information Notice I-46-25 FFY 2026 CalFresh Cost-of-Living Adjustments Substantial lottery or gambling winnings can also trigger the resource limits even for households that would otherwise be categorically eligible.
If You Already Receive Cash Aid or SSI
If every member of your household receives cash assistance such as CalWORKs or General Assistance/General Relief, the household is categorically eligible for CalFresh and you can skip parts of the financial verification.4California Department of Social Services. CalFresh General Market Handbook – Chapter 4 Eligibility Basics
People who receive Supplemental Security Income (SSI) or State Supplemental Payment (SSP) are also eligible. California ended its “cash-out” policy in 2019, which had previously barred SSI recipients from CalFresh.5California Department of Social Services. Expanding CalFresh to SSI/SSP Recipients Beginning June 1, 2019 SSI recipients still have to apply, and their SSI income counts in the household’s financial assessment.
Special Rules for College Students
Students enrolled at least half-time in higher education are generally ineligible for CalFresh unless they meet one of several specific exemptions. This catches people off guard, because a student who would otherwise qualify on income alone can still be denied. You can qualify as a student if you:
- Work at least 20 hours per week on average.
- Receive work-study, even if the job hasn’t started yet, as long as you’re approved for the current term.
- Are a full-time student caring for a child under 12, or a part-time student caring for a child under 6 (or under 12 if adequate childcare is unavailable).
- Receive CalWORKs benefits.
- Are enrolled in an employment and training program or a program designed to increase employability, including workforce development programs and Extended Opportunity Programs and Services (EOPS).
- Do not intend to register for the next school term.
- Have a physical or mental limitation that makes working while in school difficult, including vocational rehabilitation participation or experiencing homelessness.
Work-study income does not count toward the income limit, which is a real advantage for students trying to balance earnings and eligibility.
Work Requirements for Adults Without Dependents
Able-bodied adults without dependents (ABAWDs) between ages 18 and 54 face a work requirement on top of the general rule that recipients register for work and accept suitable employment. ABAWDs who don’t meet the requirement can only receive CalFresh for three months within a three-year period.6Food and Nutrition Service. SNAP Work Requirements
To satisfy the requirement, you must do at least one of these each month:
- Work at least 80 hours (paid, unpaid, or volunteer).
- Participate in a qualifying work program for at least 80 hours.
- Combine work and program hours to total at least 80 hours.
- Participate in a workfare program for the hours assigned based on your benefit amount.
You are exempt from the ABAWD time limit if you are pregnant, have a child under 18 in your household, have a physical or mental limitation preventing work, are a veteran, are experiencing homelessness, or were in foster care on your 18th birthday.6Food and Nutrition Service. SNAP Work Requirements Some California counties also have area-based waivers that suspend the time limit based on local unemployment rates.
Immigration Status
U.S. citizens and certain categories of lawfully present non-citizens can qualify. Applying for an eligible household member, such as a U.S. citizen child, does not affect the immigration status of other family members. USCIS excludes SNAP and CalFresh from public charge determinations, so receiving food assistance will not be held against anyone in an immigration application.7U.S. Citizenship and Immigration Services. Consideration of Current and/or Past Receipt of Public Cash Assistance for Income Maintenance
Federal law enacted in early 2025 (H.R. 1) includes provisions that may eliminate CalFresh eligibility for many lawfully present non-citizens beginning April 1, 2026. CDSS has published guidance on these changes, and affected households should contact their county office or check the CDSS website for current information on which immigration categories remain eligible.
How Much You’ll Receive
Once you’re approved, the county takes the maximum allotment for your household size and subtracts 30% of your net monthly income. The idea is that households are expected to spend about 30% of their resources on food, and CalFresh covers the gap. For FFY 2026, the maximum monthly allotments are:1California Department of Social Services. All County Information Notice I-46-25 FFY 2026 CalFresh Cost-of-Living Adjustments
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
Each additional person beyond eight adds $218. Households with zero net income receive the full maximum allotment, and one- and two-person households receive a minimum benefit of at least $10 per month even when the formula would produce less.
A worked example: a household of four with $1,500 in net monthly income would receive $994 minus $450 (30% of $1,500), for a monthly benefit of $544.
How to Apply
You can apply online through BenefitsCal, through GetCalFresh.org, by mailing a completed application to your county office, or by visiting a local service center. The main forms are the CF 285 (CalFresh only) and the SAWS 2 Plus (a combined application that also covers cash aid and Medi-Cal). Both are available from CDSS in multiple languages.
You can submit a bare-bones application with just your name, address, and signature to lock in your filing date, then provide the remaining documentation afterward. This matters because benefits are backdated to your application date, not the date you complete all the paperwork. If you’re low on food, don’t wait to gather everything. Submit first.
You’ll need documentation for every person in the household who is applying:
- Identity: A California driver’s license, state ID, or passport.8California Department of Social Services. SAWS 1 – Initial Application for CalFresh, Cash Aid, and Medi-Cal
- Social Security numbers for each person seeking benefits. If you’ve applied for an SSN but don’t have one yet, proof of the application (such as a letter from the Social Security office) is enough.
- Proof of California residency: a current lease, rental agreement, or utility bill showing your address.
- Income verification: recent pay stubs, benefit award letters, self-employment records, or any documentation showing earned and unearned income.
- Expense documentation: rent or mortgage receipts, utility bills, childcare costs, child support payment records, and medical expense receipts for elderly or disabled members.
Medical documentation is worth the extra effort for households with elderly or disabled members, because every dollar of qualifying medical expense above $35 per month directly increases your benefit amount.9California Department of Social Services. The Interview and Decision Timeline
After the county receives your application, they schedule a mandatory interview with an eligibility worker, usually by phone. It covers your household composition, income, and expenses. The county must process your application and issue a decision within 30 calendar days of your filing date.10eCFR. 7 CFR 273.2 – Office Operations and Application Processing
If your household has very low income and minimal resources, you may qualify for expedited service. Federal regulations require expedited cases to have benefits posted to the EBT card no later than seven calendar days after the application filing date.10eCFR. 7 CFR 273.2 – Office Operations and Application Processing
During the review period, the eligibility worker may ask for additional proof if your initial documents were incomplete or inconsistent. Failing to complete the interview or provide requested documentation within the timeframe results in denial. You have the right to reschedule a missed interview, but doing so late in the process can push the decision past 30 days. Once approved, benefits cover the entire period from your original filing date forward.
If your application is denied, the county sends a Notice of Action explaining the reasons. You can request a state hearing to appeal by completing the hearing request form on the back of the notice or by submitting a separate written request.11California Department of Social Services.
