California Amended Tax Return Instructions: Schedule X and 540X

To correct a mistake on a California state income tax return, you file a California amended tax return with the Franchise Tax Board. For tax years 2017 and later, that means a corrected Form 540, 540 2EZ, or 540NR with Schedule X attached. For 2016 and earlier, you use the standalone Form 540X. You can submit either electronically through tax software or a preparer, or by mail to the FTB.1Franchise Tax Board. Amend an Income Tax Return

When You Actually Need to Amend

Amend whenever a correction changes the tax you owe or the refund you’re due. Typical reasons include unreported income, a filing-status change, missed deductions, or a credit claimed incorrectly. If you already amended your federal return and the federal change affects your California liability, you need to file a California amendment too.1Franchise Tax Board. Amend an Income Tax Return

Not every error calls for an amended return. The FTB corrects simple math errors and Social Security number typos on its end and sends an adjustment notice. If a correction wouldn’t change your tax at all, there’s nothing to file.

Deadlines for Filing

If you’re claiming a refund, the window closes at the latest of three dates: four years from when you filed the original return, four years from the original due date (ignoring extensions), or one year from the date of the overpayment.2California Legislative Information. California Code RTC 19306 The gap between “filed” and “due date” matters. If you filed late, the four-year clock runs from the actual filing date, which gives you longer.

When the IRS changes your federal return and the change means you owe more California tax, you have six months from the final federal determination to report it to the FTB. If the federal change means California owes you a refund, the window is two years from that determination.3Franchise Tax Board. IRS Changed Your Federal Tax Return

Missing the six-month reporting deadline carries real cost. Report on time and the FTB has two years to issue an assessment. Report late and that extends to four years. Fail to report at all and the FTB can assess you at any time, with no statute of limitations.4Franchise Tax Board. Your Tax Audit

Filing for Tax Years 2017 and Later

You don’t use a separate amendment form. Instead, fill out a corrected version of whichever return you originally filed (Form 540, 540 2EZ, or 540NR) and attach Schedule X to explain the changes and reconcile the numbers.1Franchise Tax Board. Amend an Income Tax Return Starting with tax year 2023, Schedule X is year-specific. Use the version matching the tax year you’re correcting.5Franchise Tax Board. 2025 Instructions for Schedule X California Explanation of Amended Return Changes

Schedule X has two parts. Part I reconciles the money. You enter the amount owed on the corrected return, any overpayment from the original, the total tax already paid, and the resulting refund or balance due. The form walks the math line by line.

Part II asks why you’re amending. Check one or more boxes from the list of reasons (federal audit adjustments, credit corrections, errors on the original, disaster losses, and others) and write a detailed explanation of exactly what changed. The FTB is explicit that refunds can be denied or delayed when the explanation lacks detail or supporting documents are missing.5Franchise Tax Board. 2025 Instructions for Schedule X California Explanation of Amended Return Changes

Documents to Attach

Attach everything that supports the changes. The FTB’s instructions list corrected W-2s, 1099s, California Schedule K-1s, escrow statements, court documents, and contracts as examples. If the amendment stems from a federal change, include the relevant federal schedules and the IRS’s final determination letter.5Franchise Tax Board. 2025 Instructions for Schedule X California Explanation of Amended Return Changes

Filing for Tax Years 2016 and Earlier

Older returns use Form 540X, which works on a three-column layout showing before and after for every line.6Franchise Tax Board. 2016 Instructions for Form 540X – Amended Individual Income Tax Return

  • Column A holds the figures from the original return as filed, or as previously adjusted by the FTB. Enter amounts on every line, even lines you aren’t changing.
  • Column B shows the net increase or decrease on each line you’re correcting. Mark increases with a plus and decreases in parentheses or with a minus. Unchanged lines get a zero.
  • Column C shows the corrected amount, calculated by combining Columns A and B. On lines you didn’t change, Column C just carries over Column A.

The form then compares your corrected liability in Column C against what you originally paid to produce a refund or balance due. Part II requires a written explanation of every change, same as Schedule X.6Franchise Tax Board. 2016 Instructions for Form 540X – Amended Individual Income Tax Return

When a Federal Change Is Driving the Amendment

California uses federal adjusted gross income as the starting point for the state calculation, so federal and state returns are closely linked. When the IRS changes your federal return through an audit, a CP2000 notice, or your own voluntary amendment, your California numbers often shift as well. If the federal adjustment raises your California tax, you must report it. If it doesn’t affect your California liability, you don’t need to do anything.3Franchise Tax Board. The reporting method depends on the year. For 2017 and later, file the corrected return with Schedule X and attach the IRS’s final determination letter. For 2016 and earlier, use Form 540X with the same letter. The FTB also accepts a notification letter containing all the data and schedules the IRS changed, along with the final determination letter.3Franchise Tax Board. IRS Changed Your Federal Tax Return

The “final federal determination” date that starts the clock is the date the IRS actually assesses the adjustment. That could be the date you sign a Form 870 agreeing to audit findings, the date the time to petition Tax Court expires on a Notice of Deficiency, or the date a closing agreement is executed.

Where to Send It and How Long It Takes

You can e-file an amended California return through tax preparation software or a tax professional. If you file by mail, the address depends on whether you’re paying:7Franchise Tax Board. Mailing Addresses

  • Refund or zero balance: Franchise Tax Board, PO Box 942840, Sacramento, CA 94240-0001
  • Payment enclosed: Franchise Tax Board, PO Box 942867, Sacramento, CA 94267-0001

A return sent to the wrong box isn’t voided, but it can add weeks to processing.

Amended returns take noticeably longer than originals. The FTB estimates four to six months for individual amendments, longer if it needs additional information. You can check status by logging into your MyFTB account.8Franchise Tax Board. After You Submit an Amended Income Tax Return

Interest and Penalties If You Owe More

When an amended return shows underpayment, interest runs from the original due date of the return to the date you pay, not from the date you spotted the error.9California Legislative Information. California Code RTC 19101 For the period through June 30, 2026, the FTB’s interest rate on personal income tax underpayments is 7% per year.10Franchise Tax Board. Interest and Estimate Penalty Rates The rate changes periodically, so check the current figure when you file.

A late-payment penalty applies on top of interest: 5% of the unpaid tax, plus 0.5% for every month the tax remains unpaid, up to 25%.11Franchise Tax Board. FTB 1024 Penalty Reference Chart Because interest and penalties have been accruing since the original due date, filing sooner limits the damage.

The FTB will consider penalty relief for reasonable cause, such as a delayed partnership K-1 or reliance on incorrect third-party information. Interest, however, is not waivable; it accrues by statute.

If You Can’t Pay the Full Balance

The FTB offers installment agreements for amended-return balances. To qualify, your total liability including penalties and interest must be $25,000 or less, the repayment period can’t exceed 60 months, you must have filed all required returns, and you can’t already be in an existing agreement.12Franchise Tax Board. FTB 3567 Installment Agreement Request

Apply online through the FTB website, by phone at 800-689-4776, or by mailing Form FTB 3567. The setup fee is $34, added to your balance. If you owe more than $25,000 or need longer than 60 months, the FTB may still approve a plan, subject to periodic review and possibly a financial disclosure statement. Interest keeps accruing throughout the installment period.12Franchise Tax Board. FTB 3567 Installment Agreement Request

Amending a Return for Someone Who Has Died

The forms and process are the same. The difference is who signs. Write “Deceased” and the date of death next to the taxpayer’s name at the top of the return.13Franchise Tax Board. Deceased Person (Decedent) A court-appointed executor or administrator signs. On a joint return, the surviving spouse also signs. A surviving spouse filing jointly with no appointed representative signs and notes “Filing as surviving spouse.” Where there’s no surviving spouse and no court appointment, whoever is in charge of the decedent’s property signs as “personal representative.”

If the amended return produces a refund, the FTB may require documentation proving the signer’s authority to claim it. Attach a copy of the court appointment letter or other authority with the return to head off processing delays.
