California assistance programs cover food, cash aid, healthcare, and housing for residents who meet income limits, and most of them share one online front door: the BenefitsCal portal at benefitscal.com. A single application can open eligibility for CalFresh, CalWORKs, Medi-Cal, and General Relief at the same time, which is why it usually makes sense to apply broadly rather than one program at a time. Who qualifies depends on household size, income, and sometimes immigration status, and the immigration rules are changing in 2026.
Food Assistance
CalFresh
CalFresh is California’s version of federal SNAP and the largest assistance program in the state by enrollment. Benefits arrive each month on an EBT card that works like a debit card at grocery stores and most farmers’ markets, and the amount scales with household size and income.1California Legislative Information. California Code Welfare and Institutions Code 18900 – CalFresh
Gross monthly income generally has to stay at or below 200 percent of the federal poverty level. From October 2025 through September 2026, that works out to $2,610 for one person, $4,442 for a household of three, and $5,360 for a household of four. Net income after allowable deductions must also fall at or below 100 percent of the federal poverty level.
Processing normally takes up to 30 days.2California Department of Social Services. Initial Application for CalFresh, Cash Aid, and Medi-Cal/Health Care Programs Households in urgent need qualify for faster service: if your household has less than $150 in gross monthly income and under $100 in liquid assets, or if income plus assets are less than your rent and utilities combined, you should receive benefits within three calendar days.3California Department of Social Services. Expedited Service Entitlement and Application
College students between 18 and 49 enrolled at least half-time have to clear an extra bar. They qualify only if they meet an exemption such as a work-study award for the year, paid work of at least 20 hours a week, caring for a child under 12, receiving a TANF-funded Cal Grant A or B, or enrollment in a program that increases employability. Students on an 11-plus-meal campus meal plan are generally not eligible.
WIC
WIC is narrower. It serves pregnant women, new mothers up to six months postpartum, breastfeeding mothers up to the baby’s first birthday, and children under five.4Food and Nutrition Service. WIC Eligibility Benefits come as vouchers for specific foods like milk, eggs, cereal, and infant formula, plus nutrition education and breastfeeding support.5California Department of Public Health, Women, Infants and Children Program. Am I Eligible?
The income ceiling sits at 185 percent of the federal poverty level, more generous than CalFresh. Through June 2026, a family of four qualifies with annual income up to $59,478, and a family of two up to $39,128.6California Department of Public Health. WIC Income Guidelines Table 2026-27 If you already get CalFresh, Medi-Cal, or CalWORKs, you automatically meet WIC’s income test.
Cash Aid
CalWORKs for Families with Children
CalWORKs provides monthly cash grants and employment services to families with children. The grant depends on household size, county, and whether any adults are exempt from work rules. A family of three in most urban counties receives roughly $1,175 per month with no exempt adult, or about $1,314 if an adult qualifies for an exemption.7California Legislative Information. California Welfare and Institutions Code 11200 – CalWORKs
Most adult recipients participate in the Welfare-to-Work program for 20, 30, or 35 hours per week, through job search, vocational training, community service, or subsidized employment.8California Department of Social Services. Welfare to Work Exemptions apply to parents personally caring for a child under 24 months (a one-time exemption) and parents of infants six months or younger (a separate exemption); people with a doctor-verified disability expected to last at least 30 days; pregnant recipients; those needed at home to care for an ill or disabled family member or a court-dependent child; and those of advanced age as determined by the county.
Adults have a 60-month lifetime limit on cash aid. After 60 months, continued aid requires meeting narrow criteria such as being 60 or older, caring for an ill or disabled family member, having a disability, or being a domestic violence survivor with a county-approved waiver. The time limit does not apply to the children in the household; they keep receiving aid as long as they otherwise qualify.
General Relief and SSI/SSP
Adults without dependent children who do not qualify for CalWORKs or federal disability benefits may be eligible for General Relief, sometimes called General Assistance. Each of California’s 58 counties funds and runs its own program, so amounts and rules vary. A single adult typically receives between about $221 and $375 per month.9California Department of Social Services. General Assistance or General Relief
Aged, blind, or disabled residents receive federal Supplemental Security Income, which California tops up through the State Supplementary Payment. In 2026, the combined SSI/SSP payment for an eligible individual living independently is approximately $1,234 per month.
Healthcare
Medi-Cal
Medi-Cal is California’s Medicaid program and covers more residents than any other state Medicaid system in the country. Coverage includes doctor visits, hospitalizations, emergency care, mental health, prescriptions, dental, and preventive care.10California Legislative Information. California Welfare and Institutions Code 14000 – General Provisions Most enrollees pay no monthly premium; some higher-income beneficiaries pay a small amount.
Income thresholds vary by category:
- Adults ages 19 to 64: household income up to 138 percent of the federal poverty level.
- Children under 19: household income up to 266 percent.
- Pregnant individuals: household income up to 213 percent.
In practical terms, an adult living alone in 2026 qualifies with income below roughly $1,800 per month.11Covered California. Program Eligibility by Federal Poverty Level for 2026 Most enrollees are placed in a managed care plan and choose from a network of providers for coordinated treatment.
Covered California When You Earn Too Much for Medi-Cal
If your income is above Medi-Cal limits, Covered California offers subsidized private coverage. Federal premium tax credits are available for households between 100 and 400 percent of the federal poverty level, with an additional state subsidy for those between 100 and 165 percent.11Covered California. Program Eligibility by Federal Poverty Level for 2026 Applying through BenefitsCal or Covered California automatically routes you to whichever you qualify for.
Housing and Utility Help
Section 8 Housing Choice Vouchers
Section 8 pays part of your rent directly to a private landlord. Participants generally pay about 30 percent of adjusted monthly income toward rent and utilities, sometimes up to 40 percent, and the voucher covers the rest up to an approved amount.12U.S. Department of Housing and Urban Development. Housing Choice Voucher Tenants
Availability is the hard part. California households spend an average of about 32 months on a waiting list, and most housing authority lists are closed at any given time. Applications are free, you can file with multiple housing authorities, and anyone charging a fee is either breaking federal rules or running a scam.
LIHEAP for Energy Bills
The Low Income Home Energy Assistance Program helps pay heating and cooling costs and funds weatherization work like insulation and minor repairs. In 2026, a single-person household qualifies with monthly income up to $3,332, and a household of four up to $6,407.13California Department of Community Services and Development. LIHEAP Income Eligibility Funding is limited and typically distributed first-come, first-served, so applying early in the program year matters.
How to Apply
The fastest route is BenefitsCal at benefitscal.com, which handles CalFresh, CalWORKs, Medi-Cal, and General Relief in one application.14BenefitsCal. BenefitsCal – Together, We Benefit You can also mail or hand-deliver a paper application to your county social services office.
The multi-program paper form is the SAWS 2 Plus, which covers CalFresh, CalWORKs, General Relief, and Medi-Cal together.15California Department of Social Services. Application for CalFresh, Cash Aid, and Medi-Cal/Health Care Programs If you only need food help, the shorter CF 285 is CalFresh-only.16California Department of Social Services. Application for CalFresh Benefits
Have these ready before you start:
- Identity: California driver’s license, state ID, or passport.
- Residency: a recent utility bill, lease, or mortgage statement with your California address.
- Social Security numbers for all household members, to verify citizenship or qualified immigration status.
- Income proof: pay stubs from the last 30 days, recent tax returns, or benefit award letters from Social Security, unemployment, or disability.
- Household composition: everyone who lives with you and buys or prepares food together.
After you submit, an eligibility worker schedules a mandatory interview, usually by phone. A written notice of action tells you whether you were approved, the benefit amount, and your eligibility period. CalFresh benefits load onto an EBT card mailed to your home and reload on the same date each month based on your case number.
Non-Citizen Eligibility Changes in 2026
Federal changes under H.R. 1 narrow CalFresh eligibility for non-citizens starting April 1, 2026. After that date, only lawful permanent residents (green card holders), Cuban and Haitian entrants, and residents under a Compact of Free Association covering the Marshall Islands, Micronesia, and Palau remain eligible for CalFresh. Refugees, asylees, parolees, and people with deportation withheld are no longer eligible unless they adjust to lawful permanent resident status. Green card holders without five years of residence can still qualify if they are under 18, blind or disabled, or have a U.S. military connection.
Medi-Cal rules are also shifting. California had expanded full-scope Medi-Cal to all income-eligible adults regardless of immigration status, but changes beginning in 2026 may affect some adult immigrants. The Department of Health Care Services publishes current guidance on which immigration categories remain eligible.17California Department of Health Care Services. Immigration Status and Changes to Medi-Cal Eligibility
On public charge: under the federal rule in effect since December 2022, most public benefits are excluded from the public charge analysis, and benefits used by family members are not counted against an applicant.18Immigrant Guide to California. Public Charge Anyone with immigration concerns should still talk to an immigration attorney before deciding whether to apply.
Keeping Your Benefits and Appealing a Denial
Approval is not permanent. CalFresh and CalWORKs recipients file a semi-annual eligibility report on the SAR 7 form after the last day of the reporting month, returning it by the 5th of the next month. Missing the deadline or submitting an incomplete form can suspend or terminate benefits.19California Department of Social Services. SAR 7 Eligibility Status Report You also have to report mid-period changes promptly: income rising above your household’s threshold, someone moving in or out, or a change of address.
If your application is denied, your benefits are reduced, or your case is terminated, you can request a state fair hearing. The deadline is generally 90 days from the date on the notice of action; after 90 days, you need to show good cause for the late request.20California Department of Social Services. State Hearing Requests Medi-Cal managed care decisions take an extra step: file an appeal with your plan within 60 days first, then you have 120 days from the plan’s decision to request a state hearing.
If you request a hearing before your current benefits are set to end, you can often keep receiving them at the existing level until the hearing is decided. This is called “aid paid pending.” If the decision goes against you, you may have to repay what you received during the appeal.
